Why Local Workforce Development Matters More Than Ever By Kevin Williams, CEO, Spokane Workforce Council

As I step into the role of CEO of the Spokane Workforce Council, I’ve spent a great deal of time reflecting on the critical role local workforce development boards and councils play in the strength of our communities.

Workforce development is often thought of simply as job training or employment services, but it is so much more than that.

Local workforce boards sit at the intersection of economic development, education, business growth, public policy, and community well-being. We serve as conveners, connectors, and catalysts…bringing together employers, educators, community-based organizations, labor partners, public agencies, and workforce professionals to solve real challenges in our local economy.

When businesses struggle to find talent, workforce boards help create pathways to skilled workers. When individuals need access to opportunity, we help remove barriers and connect them to meaningful careers. When industries are changing, we help communities adapt, reskill, and remain competitive.

Strong workforce systems are essential infrastructure for thriving communities. At the local level, workforce boards are uniquely positioned because we understand our regional economy, employer needs, demographic realities, and the barriers many community members face in accessing opportunity. National strategies matter, but local solutions create real local impact.

At the Spokane Workforce Council, this means continuing to deepen partnerships, align systems, and ensure workforce development remains responsive, innovative, and equitable.

Workforce development is not just about employment. It’s about economic mobility, business vitality, and stronger communities.

I’m honored to help lead this work alongside dedicated staff, board members, partners, and community leaders who are committed to building pathways to prosperity for Spokane County.

The future of our workforce depends on collaboration, and I’m excited for what we can build together.
