"The connection is simple: when housing supply is limited, costs rise and income gains are diluted. When supply expands, workers keep more of what they earn and businesses have room to grow.

Michigan has momentum, but not yet at the scale this challenge demands. The priority now is ex*****on: faster approvals, clearer rules and coordinated investment across sectors. Progress should be measured in homes delivered and time saved, not just dollars committed."

Michigan is facing a serious housing shortage that is driving up costs, limiting economic growth, and creating barriers for families and employers alike. Michigan’s housing challenges can’t be solved with one-size-fits-all solutions. True progress happens when communities have flexible tools and resources to respond to local housing needs. Over the last 2½ years, MSHDA has made great strides by offering regional housing partners and communities that flexibility with resources from the Housing and Community Development Fund (HCDF).

$200M HCDF Investment Impact (FY23–FY25)
Created 1,841 homes
Supported 84,826 households
Served 18,390 people experiencing homelessness
Enhanced 61 neighborhoods across Michigan

These investments are helping communities turn Michigan’s Statewide Housing Plan into action by increasing housing production, removing barriers, and strengthening communities across the state.

But the work isn’t finished. Michigan still faces a 119,000-unit housing gap, and maintaining HCDF flexibility will be critical to helping communities continue advancing locally driven housing solutions.
