We would like to formally introduce you to the City Breeze Battery Storage Project! Construction is underway, and we want you to know exactly what's being built and why it's great news for all of us.

The City Breeze Project is a battery energy storage project. This facility, owned and operated by leading US company, esVolta, will store energy from the grid when the price is low and discharge that energy later when demand is high, helping stabilize our local power supply, keeping energy costs low and supporting grid reliability for residents and businesses in Matagorda County.

Here are just a few of the benefits that City Breeze will bring to the county:

🔋140 MW / 280 MWh capacity: enough to power 88,000 households

👷 ~100 local construction jobs

⚡️ $20 million in tax payments to Matagorda County, City of Bay City & Bay City ISD over project's life

🪏 Increases stability for the grid, especially during periods of peak demand

♻️ Zero impact to air, soil, or groundwater quality

esVolta has proved to be a fantastic community partner by keeping lines of communication open and being conscientious of any impacts to local residents and businesses through construction.

TxDOT is hosting a virtual public meeting with an in-person option for the Bay City Relief Route Feasibility Study.

This feasibility study is being conducted to explore a potential relief route around the City of Bay City. To view the virtual meeting, visit www.txdot.gov, keyword search “Bay City Relief Route.”

The in-person option will be held on Thursday, Feb. 19, 2026, from 4:30 - 6:30 p.m. at the Bay City Civic Center, 201 7th Street, Bay City, TX 77414.

TxDOT is accepting comments through Friday, March 6, 2026, for inclusion in the official public meeting record.
