Duluth-Superior Metropolitan Interstate Council Planning for all modes of transportation in and around the Twin Ports MPOs exist across the United States for population areas over 50,000.

The MIC is the designated Metropolitan Planning Organization (MPO) for the Duluth-Superior area, including Hermantown, Proctor and surrounding townships on both sides of the bridge. MPOs ensure that transportation infrastructure investments are planned cooperatively by all local jurisdictions (city, county, state and townships).

The City of Duluth is hosting a public meeting to share plans and gather feedback on the next phase of the Campus Connector Trail—segments 4 and 5. These improvements will enhance safety, accessibility, and connectivity for people walking, biking, and driving in the area.

You may be interested in attending tonight's 6:00 pm meeting of the Duluth City Council to weigh in on a measure that could have the following impacts for the DTA and its services:
• Discontinuation of the Warming Center Transportation Program (free rides for those experiencing homelessness needing transportation to the Warming Center)
• Discontinuation of the Port Town Trolley (a seasonal route serving Canal Park and Downtown)
• Discontinuation of neighborhood service in part or whole (routes 113, 112, 109 or others...)

Important Announcement - Potential DTA Transit System Impacts:

The Duluth City Council has a decision tonight that may impact you!

Tonight, the Duluth City Council will be considering the approval of the DTA's property tax levy request. The DTA is requesting that the levy be increased from $2,322,280 to $3,318,438 in 2026. The levy is used to help meet local match requirements on State and Federal grants.

Also in consideration tonight is an amendment to reduce the levy to $2,820,359 from the original request by the DTA. That would still be an increase from the existing levy amount, but it would be half as much as what's needed to continue running the current service levels. If the proposed amendment is passed, it would leave the DTA with a budget deficit of $498,079.

To make up for the shortfall, a number of budget-saving measures would need to be considered. Initial considerations may include the following:

This planning effort recognizes that, as a pedestrian or bicyclist, it is currently difficult to travel along this segment road. Here's an opportunity for you to be heard, before the plan is finalized.

Join Public Works for a public meeting to obtain input about concerns, issues, and future vision for pedestrians/bicyclists along W Arrowhead Rd from Haines Rd to Rice Lake Rd. Possible I-35 traffic delays beginning Mon, 3/31.

The City of Duluth will be performing concrete repairs on two of the bridge piers for the Northwest Passage skywalk (MnDOT Bridge No. 69509) along interstate I-35 between Fifth Avenue W and Lake Avenue. Work is scheduled to begin on March 31, 2025, and is anticipated to conclude by May 1.

During construction, traffic on the interstate will be restricted to a single lane with signed detour routes provided where ramps are closed for construction. I-35 will be restricted to single lane traffic in the northbound and southbound lanes through the site at the onset of the project, lasting for an estimated two weeks, and will include the closure of the Lake Avenue to I-35 southbound on-ramp. The remaining duration of the project will shift the traffic control to allow for two lanes of unrestricted traffic through the project on I-35 (northbound and southbound), but will close the Fifth Avenue W to I-35 northbound on-ramp and will reduce the northbound frontage road ramp to single-lane traffic through the project site.

Drivers on I-35 in the project area should anticipate traffic changes in the project area through the month of April and plan trips accordingly.
