If you are currently receiving unemployment benefits, or plan to begin filing for unemployment, please be aware that the NYS Department of Labor will begin upgrading its Unemployment Services System this coming Monday, November 2nd, at 5 PM.

The upgrade period will last 9 to 12 calendar days, during which unemployment services will be unavailable (including online and phone services).

As a result, unemployment payments will be delayed, as you will be unable to file or certify for benefits. Once the upgrade is complete, you can apply for any missed payments.

We recognize that this upgrade period will be difficult for many. Please know, however, that the upgrade is intended to improve the system for all.

It was an honor to attend The Arc Westchester’s annual Employer Recognition Breakfast last Friday. I was delighted to present NYS Assembly Citations to NewYork-Presbyterian Westchester Behavioral Health, recipient of the Employer Excellence Award, and Jack Lambert, recipient of the Anthony Cannata Memorial Employee Award.

Jack’s journey from program participant to employee exemplifies the importance of inclusive employment. As Chair of the Assembly Subcommittee on Employment Opportunities for People with Disabilities, I am especially pleased to recognize these achievements, and The Arc Westchester’s outstanding work expanding opportunities and promoting independence for individuals with diverse abilities.

At the Westchester Youth Alliance annual Pints With a Purpose celebration last week, I was delighted to present Board President Nisa Geller with a symbolic $30,000 check representing a New York State grant I secured to support WYA's programming and transportation needs.

WYA brings together high school students from diverse backgrounds through community service, dialogue, the arts, and civic engagement, helping young people build friendships, develop leadership skills, and bridge differences. I'm pleased to support WYA's important work in strengthening connections among young people throughout Westchester.

There is growing evidence of the healing power of horses, particularly for vulnerable populations, and that is at the heart of Endeavor Therapeutic Horsemanship, Inc.

Last week, my Chief of Staff Heather Mieko Lackey and I visited Endeavor’s impressive facilities in Bedford Corners, and met with Co-Executive Director Emily Bushnell to learn more about its remarkable work. Through therapeutic interaction with horses, Endeavor helps children with disabilities, veterans coping with PTSD and other challenges, and incarcerated women at the Bedford Hills and Taconic Correctional Facilities build confidence, trust, and emotional well-being. Endeavor also offers programs specifically designed to support correctional officers and other first responders.

Spirits were high on Wednesday as we celebrated Italian-American Heritage Month with the raising of the Italian flag at the Michaelian Office Building in White Plains. Thanks to County Executive Ken Jenkins and Mara Persampieri, President of the Westchester Coalition of Italian American Organizations, for bringing together community leaders, elected officials, and residents to celebrate the rich cultural heritage of Italian-Americans, whose contributions to business, government, education, and community life have helped shape Westchester.

A wonderful celebration of Italian heritage, family traditions, and community pride!

Earlier this week, Westchester Medical Center (WMC), in partnership with the Westchester County Office for Women, celebrated the launch of a new 24/7 countywide hotline for victims of domestic violence, sexual assault, and other crimes. WMC’s Sexual Assault and Crime Victims Advocacy (SAAVE) Program provides free, confidential crisis intervention, safety planning, counseling referrals, and medical and legal advocacy.

Congratulations to Catherine Borgia, Acting Director of the County Office for Women, Licia Sandberg, Director of SAAVE, and their teams for expanding these vital services throughout Westchester.

The hotline, 1-833-220-2444, is available around the clock, with interpretation in more than 240 languages.

Plaudits to the Westchester Children's Association (WCA) for their compelling 20th Annual Advocacy Breakfast on Tuesday, featuring Dr. DaMia Harris-Madden, Commissioner of the New York State Office of Children and Family Services (OCFS). Her keynote address reflected the event’s theme, “Beyond the Silo: Building Connected Systems for Every Child.”

For more than a century, WCA has championed programs that improve the lives of Westchester’s children, while OCFS oversees vital services including child welfare, foster care, child care, and youth development. Both exemplify the importance of breaking down barriers and connecting services, so that every child and family has the support and opportunities they need to thrive.

October is College Application Month! For the fifth year, SUNY is waiving application fees as part of the statewide College Application Initiative. This is a fantastic opportunity for prospective undergraduate students to apply to SUNY free of charge.

Students may apply to up to five SUNY campuses at no cost from Monday, October 19 to Monday, November 2. Fee waivers can be accessed through both ApplySUNY and the Common App. Don’t miss this chance to save up to $250 on college application fees!

Once the College Application Initiative period concludes, SUNY will continue to offer fee waivers for students attending public high schools where 75 percent of students qualify for free or reduced-price lunch, students from low-income households, students in foster care, and students with military connections. More information about automatic application fee waivers can be found here: https://www.suny.edu/attend/apply-to-suny/fee-waiver/

Need help navigating the financial aid process? SUNY is also hosting virtual and in-person FAFSA completion workshops. Click here for more information: https://www.suny.edu/smarttrack/

On Sunday, the Mount Kisco Historical Society (MKHS) held a remarkable ceremony at the Oakwood Cemetery for the rededication of the headstone of Civil War veteran George S. Lakey. He served in Company F of the 26th Regiment of the US Colored Infantry, which President Lincoln formed after compelling arguments from Frederick Douglass and other Black leaders that African Americans should have the right to fight in the Union Army.

Preserving the memory of the history of African American veterans, Ross Porter of the MKHS researched the barely legible 140 year old headstone and found that Lakey was the only African American veteran buried at the cemetery. The badly deteriorated headstone was replaced by the U.S. Department of Veterans Affairs. I presented a NYS Citation to Ross and the Historical Society, which Ross gave to Rev. Malcolm M. Hudson, Jr. of the Bethel Baptist Church, on hand for the ceremony.

Yesterday, I joined the Mount Kisco Volunteer Fire Department and others in the community to honor Herb Steinhauser for his exemplary service to the Village of Mount Kisco and to our nation. A lifelong Mount Kisco resident, Herb is a Korean War veteran, was an emergency responder for over twenty years, and served on the Village’s Recreation Commission for over 18 years (10 years as Commissioner). He is also a retired employee of over 33 years with the United States Postal Service.

It was an honor to present a NYS Assembly Citation recognizing his tremendous contributions.
