Welcome to the RFO Monitor, where PCI keeps you up to date on the revolutionary FAR Overhaul. Today, I’m sharing a few RFO Facts from Part 15, which covers Contracting by Negotiation.

Did you know that according to RFO FAR 15.101(c)(3), All requests for information (FRIs) issued by the contracting officer must include the following two statements: (i) The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested; and (ii) Responses will be treated as information only and not as a proposal.

Did you know that according to RFO FAR 15.104(b)(2), A contracting officer is required to evaluate the quality of the product or service in every competitive source selection through consideration of one or more non-cost evaluation factors such as past performance, compliance with RFP requirements, technical excellence, management capability, personnel qualifications, and prior experience.
