YOUR 70 MAY STILL COUNT📘

Not getting an 80 in the Civil Service Exam does not automatically mean the end of the road for some qualified government workers.

Under the Civil Service Commission’s Career Service Eligibility–Preference Rating or CSE-PR, qualified government workers who received a failed CSE rating of at least 70.00 may be granted additional points to reach the passing rating of 80.00.

The additional points can be up to 10, but CSC only gives the amount needed to bring the applicant’s rating to 80.00.

For example, a rating of 70.00 may receive 10 additional points, while a rating of 75.50 may receive 4.50 points. A rating of 79.10 would only need an additional 0.90 point.

However, scoring at least 70 does not automatically qualify someone for CSE-PR.

Under the current rules, an applicant must generally have at least five aggregate years of government service and at least a Very Satisfactory or equivalent performance rating for the latest two available rating periods before applying.

The program covers specific groups of government workers, including Job Order and Contract of Service workers, casual, contractual and coterminous employees, certain Category III and IV workers, career employees with first-level eligibility, qualified military and uniformed personnel, temporary employees, and government interns.

The CSE-PR applies to both Professional and Subprofessional examinations. If approved, the resulting eligibility corresponds to the level of CSE taken.

For those who took the August 9, 2026 CSE, this is especially worth checking. Under the updated guidelines, this examination is also the starting qualifying CSE for Temporary Appointees and Government Interns, while other covered worker groups were already included beginning with earlier qualifying examinations.

Applicants must submit the CSE-PR application and complete requirements within six months from the release of their CSE results.

The benefit may also be availed of only once. A person who already obtained an eligibility through CSE-PR cannot use the program again to obtain another level of eligibility.

If you did not make the August 2026 list of passers, check your individual rating once it becomes available through CSC’s OCSERGS. A rating of 70.00 to 79.99 may still matter if you meet the other CSE-PR requirements.

Understanding Compliance with the Philippine Tropical Fabrics (PTF) Law

The Philippine Tropical Fabrics (PTF) Law promotes the use of locally developed and certified tropical fabrics in government uniforms, supporting the country's textile industry while ensuring that uniforms are comfortable, durable, and suitable for the Philippine climate. Compliance with the law is more than simply purchasing local fabrics—it requires meeting specific standards established by the Department of Science and Technology – Philippine Textile Research Institute (DOST-PTRI).

How is Compliance Determined?

A government agency is considered compliant with the PTF Law only if it satisfies both of the following requirements:

1. Use of DOST-PTRI Certified Fabrics

The fabric used for the agency's official uniforms must be tested and certified by the DOST-Philippine Textile Research Institute (DOST-PTRI). Upon successful testing, the fabric is issued a Certificate of Fabric Compliance, confirming that it meets the standards prescribed under the law.

2. Actual Use of PTF Uniforms

Compliance is achieved only when employees are already wearing uniforms made from certified Philippine Tropical Fabrics. Agencies must require employees to wear PTF uniforms at least one day each week, or ensure that at least one of the agency's official uniforms is made from DOST-PTRI certified fabric.

The requirement may apply to the entire uniform or only a specific component, such as the upper garment, trousers or skirt, or blazer or jacket. However, decorative materials such as trims, accessories, or embellishments are excluded from the certification requirement.

Is Procurement Already Considered Compliance?

The answer is No.

An agency that has merely begun the procurement process is not yet considered compliant with the PTF Law. The following situations are still regarded as part of the implementation process rather than actual compliance:

Procurement has been awarded but uniforms have not yet been delivered.
The supplier is still producing the certified PTF fabric.
Uniform tailoring or manufacturing is still ongoing.

While these activities demonstrate that the agency is working toward compliance, they do not satisfy the requirements of the law. Full compliance is attained only when employees are already wearing certified PTF uniforms.

Are Local Handwoven Fabrics Automatically Considered PTF?

Many assume that all locally woven textiles automatically qualify as Philippine Tropical Fabrics. However, this is not always the case.

Traditional textiles such as Inabel, Hablon, Yakan, T'nalak, Binakol, and other indigenous fabrics are valuable cultural products of the Philippines, but they are considered PTF only after they have been tested and certified by the DOST-PTRI and have been issued a Certificate of Fabric Compliance.

Certification ensures that the fabric meets the quality, durability, and performance standards required for official government uniforms.

Why PTF Compliance Matters

Adopting Philippine Tropical Fabrics provides several benefits:

Supports Filipino textile manufacturers, local weavers, and indigenous communities.
Promotes the use of sustainable and climate-appropriate fabrics.
Encourages innovation in the Philippine textile industry.
Preserves the country's rich cultural heritage through the use of locally produced fabrics.
Ensures government agencies comply with national laws and policies on the use of Philippine-made textiles.
Moving Towards Full Compliance

Government agencies should carefully plan their uniform procurement to ensure that certified PTF materials are specified in the bidding documents or procurement process. Coordination with suppliers should include verification that the fabrics carry the required DOST-PTRI Certificate of Fabric Compliance.

Ultimately, compliance with the Philippine Tropical Fabrics Law is not measured by procurement activities alone but by the actual use of certified PTF uniforms by government personnel. Through proper implementation, agencies not only fulfill a legal requirement but also contribute to strengthening the Philippine textile industry and promoting proudly Filipino-made fabrics.
