𝗠𝗘𝗛𝗔𝗟𝗘𝗪 𝗡𝗘 𝗞𝗘𝗘𝗡𝗗𝗔𝗪𝗔𝗡 𝗗𝗨𝗧 𝗟𝗔𝗡𝗚𝗨𝗡

Patuloy ang pakikiisa ni Konsehal Melanio Q. Tomaring sa adhikain ng pagtataguyod ng isang mas matatag, maunlad, at nagkakaisang komunidad ng mga Katutubong Mamamayan (Indigenous Peoples) sa Bayan ng Midsayap. Bilang kinatawan ng sektor ng IP, nananatili siyang tapat sa kanyang tungkulin na isulong ang mga programang naglalayong mapangalagaan ang karapatan, kultura, at kapakanan ng mga katutubo.

Sa pamamagitan ng aktibong pakikipag-ugnayan sa mga komunidad, pagsusulong ng mga makabuluhang polisiya, at pakikipagtulungan sa iba't ibang sektor ng lipunan, patuloy niyang pinagtitibay ang boses ng mga Katutubong Mamamayan sa lokal na pamahalaan. Kaisa siya sa hangarin na mabigyan ng mas maraming oportunidad ang bawat pamilya, maprotektahan ang kanilang lupang ninuno, at mapanatili ang mayamang pamana at tradisyon para sa susunod na henerasyon.

Ang kanyang dedikasyon sa paglilingkod ay patunay ng kanyang paniniwala na ang pagkakaisa, paggalang sa kultura, at sama-samang pagkilos ay susi sa pagkamit ng tunay na kaunlaran. Sa patuloy na suporta at pakikiisa ng bawat mamamayan, mas mapapalakas pa ang sektor ng Indigenous Peoples at masisiguro ang isang mas maliwanag at inklusibong kinabukasan para sa buong Bayan ng Midsayap.

“ROBIN PADILLA: NGANONG IMPORTANTE SIYA SA IP UG SUBANEN COMMUNITY?”

Para sa daghang Indigenous Peoples, lakip ang Subanen community, si Senator Robin Padilla dili lang tan-awon isip representante sa Muslim Mindanao—tan-awon usab siya isip usa sa mga senador nga nagdala sa isyu sa IP sa Senado.

Si Padilla ang chair sa Senate Committee on Cultural Communities and Muslim Affairs, ug sa mga Senate records, iyang giduso ang mga hearing ug bills alang sa Indigenous Peoples, lakip ang IP resource centers, traditional property rights, indigenous conserved territories, ug protections sa Muslim ug IP communities. Importante usab sa IP communities ang iyang pagduso og imbestigasyon sa reklamo sa Cuyunon IPs sa Palawan bahin sa IPMR selection process ug Malampaya-related issues, tungod kay ang IPMR dili dekorasyon—representasyon kini sa tingog sa tribu. (Senate of the Philippines)

Aduna usab siyay bill nga nagtinguha nga hatagan og mas dako nga share ang IP communities gikan sa revenues sa natural resources—usa ka isyu nga importante kaayo sa mga ancestral domain areas nga naapektuhan sa mining, quarrying, ug development projects. (Senate of the Philippines)

Sa 2025, misumite usab siya og bill nga moila sa kontribusyon sa IPMRs pinaagi sa civil service eligibility human sa ilang serbisyo isip IPMR sulod sa labing menos tulo ka tuig. (Senate of the Philippines)

Mao nga para sa ubang IP ug Subanen supporters, masakit kung i-underestimate siya. Kay ang nakita nila dili lang iyang personalidad sa politika—kundili ang iyang pagdala sa mga isyu nga dugay nang kulang og tingog sa national level.

Dili tanan mouyon sa tanan niyang baruganan. Apan sa isyu sa IP representation, ancestral domain, cultural identity, ug Muslim-IP welfare, klaro nga adunay record nga iyang gidala kini sa Senado.

Hon. Melanio Tomaring mitambong sa ika-42nd Regular Session sa Sangguniang Bayan sa Midsayap, usa ka malinaw nga pagpamatuod sa iyang padayon ug tinuoray nga dedikasyon sa pag-alagad sa katawhan. Ang iyang presensya sa maong sesyon dili lamang pormal nga katungdanan, kondili usa usab ka simbolo sa iyang aktibong partisipasyon sa paghimo og mga desisyon ug polisiya nga makatabang sa kalamboan sa lungsod.

Ilabi na, nagpakita si Hon. Tomaring og lig-on nga baruganan ug pagtagad sa kahimtang sa atong mga Indigenous People (IP). Pinaagi sa iyang pag-apil sa mga diskusyon ug deliberasyon, iyang gipadayag ang kahinungdanon sa paghatag og tingog sa mga komunidad nga kasagaran malimtan o dili madungog. Ang iyang paningkamot naglangkob sa pagpanalipod sa ilang katungod, kultura, ug kaayohan, nga maoy pundasyon sa usa ka inklusibo ug patas nga katilingban.

Sa matag sesyon nga iyang gitambongan, makita ang iyang paninguha nga mapalambo ang serbisyo publiko ug masiguro nga ang tanang sektor, lakip na ang mga lumad, adunay representasyon sa lokal nga panggamhanan. Ang iyang liderato naghatag inspirasyon sa uban nga magpabiling matinud-anon ug masaligan sa ilang responsibilidad isip alagad sa katawhan.

Sa kinatibuk-an, ang padayon nga partisipasyon ni Hon. Melanio Tomaring sa Sangguniang Bayan nagpakita nga ang tinuoray nga serbisyo publiko nagkinahanglan og kasingkasing, dedikasyon, ug pagtagad sa tanan—labina sa mga komunidad nga nanginahanglan og mas kusog nga tingog ug suporta.

The Traditional Dance of Erumanen ne Menuvu is a vibrant expression of culture, identity, and heritage. It reflects the rich traditions passed down through generations, preserving the stories, beliefs, and values of the community. Every movement, rhythm, and gesture carries meaning—honoring ancestors, celebrating life, and expressing unity among the people.

More than just a performance, this dance symbolizes the deep connection between the community and nature. It mirrors the harmony between humans and the environment, drawing inspiration from the land, the forests, and the rhythms of everyday life. Through this dance, the community expresses gratitude for nature’s abundance and reaffirms its responsibility to protect and respect it.

As it is performed, Erumanen ne Menuvu becomes a living tradition—bringing people together, strengthening cultural pride, and passing on a legacy to future generations. It stands as a powerful reminder that culture and nature are inseparable, and that both must be cherished and sustained.

𝗦𝗶𝗴𝗻𝗶𝗻𝗴 𝗼𝗳 𝗨𝘀𝘂𝗳𝗿𝘂𝗰𝘁 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁

The signing of the usufruct agreement was attended by Honorable Melanio Tomaring, together with the leaders of the Indigenous Peoples (IPs) and the school heads of Bitoka Elementary School, and witnessed by a representative from the National Commission on Indigenous Peoples (NCIP).

The usufruct agreement was formally entered into between the Indigenous Peoples Structure (IPS) of Bitoka, Bitoka Elementary School, and the NCIP. This agreement authorizes Bitoka Elementary School to utilize a designated portion of land for educational purposes.

A usufruct agreement is a legal and temporary arrangement that allows a party (the usufructuary) to use, possess, and benefit from a property owned by another without transferring ownership. Under this agreement, the usufructuary is responsible for maintaining and preserving the property and is prohibited from selling or causing damage to it. Meanwhile, the landowner (referred to as the naked owner) retains ownership and the right to dispose of the property, subject to the agreed terms.

This partnership strengthens the commitment to providing accessible education while upholding and respecting the rights and ownership of the indigenous community.

𝗜𝗣𝗦 | Indigenous Political Structure Leaders Consultative Assembly

The Indigenous Political Structure (IPS) Leaders Consultative Assembly of the Erumanen ne Menuvu was successfully held at the Libungan Municipal Tribal Hall, bringing together respected tribal leaders and representatives from 13 sub-tribes across the southern part of Bukidnon and the 1st and 2nd Districts of Cotabato Province.

This significant gathering served as a platform for unity, dialogue, and collective decision-making among Indigenous leaders, aimed at strengthening governance rooted in culture, tradition, and ancestral wisdom. The assembly highlighted the importance of preserving indigenous identity while addressing present-day challenges faced by Indigenous communities.

Key discussions focused on the protection of ancestral domains, promotion of cultural heritage, sustainable livelihood programs, and the empowerment of Indigenous Peoples (IPs) through inclusive leadership and active participation in local governance. The role of the IPS as a guiding structure in maintaining peace, order, and cultural integrity within communities was also emphasized.

The Erumanen ne Menuvu leaders reaffirmed their commitment to unity and cooperation, recognizing that strong collaboration among sub-tribes is essential in advancing their shared vision for progress while safeguarding their traditions for future generations.

This assembly stands as a testament to the strength, resilience, and enduring spirit of our Indigenous communities—working together to build a future that honors their roots and uplifts their people.
