Battalion Chief Jonathan Kaplan was named the DES Employee of the Year at our Beyond the Call ceremony. One of Jonathan's nominations started by saying it was difficult to fit everything Jonathan does into the nomination form — and after reading the nomination, it's easy to understand why.

There are countless projects the department may never fully realize Jonathan had a hand in because he sees something that needs to be done, takes ownership, and gets it done. He doesn't look for recognition. He quietly moves projects forward, solves problems, and leaves the department better than he found it.

He takes time to explain, mentor, and answer questions. As his nominator wrote, "He has an ability to teach without making people feel like they should have already known the answer."
And when the day gets difficult, his wonderfully sneaky sense of humor has a way of making it just a little easier.

Jonathan's impact isn't measured only by the projects he completes or the problems he solves. It is also measured by the people he has helped along the way.

Today we recognize the DES Team of the Year. This team of department members responded to a critical incident earlier this year.

This effort brought together colleagues from MED-ACT and Emergency Communications. From those coordinating communications and the response to those providing care and bringing additional supplies and equipment, every person played an essential role. They responded to changing needs, stepped in where they were needed, and worked together through difficult circumstances.

We honor their teamwork, their compassion, and their commitment to the community and to one another.

Today we are introducing you to Carrie Bare, she serves as a Lead Dispatcher in our Emergency Communications Johnson County Emergency Communications Center. Carrie is the 2026 Beyond the Call One DES award winner. She received numerus nominations for multiple of our award categories.

Carrie has been described as someone who spreads happiness like sunshine, brings unlimited laughs, answers questions, explains decisions, welcomes newcomers, supports trainees, works extra hours and days off, and helps coworkers understand policies, procedures, and operations.

A field employee wrote that Carrie understands ECC and field operations are not separate groups. "We are members of the same team working toward the same goal." Her concern for field crews is genuine. She understands the challenges they face and works to support them, building trust between ECC and field personnel.

Way to go Carrie!

Today we will highlight the Leadership Excellence Award that was presented at the Beyond the Call event. This year's winner is Rick Gisolf, DES Deputy Director over Johnson County Johnson County Emergency Communications Center

Since becoming Deputy Director over Emergency Communications in 2022, Rick Gisolf has provided what his nominator described as "steady, principled leadership in a complex, high-demand environment."

Rick leads with humility, integrity, and an uncommon willingness to listen — not simply to respond, but to understand. That became particularly clear during an agency-wide culture assessment focused on staffing, retention, burnout, and engagement.
When continuous hiring and trainee attrition created significant burnout among trainers, Rick didn't walk into the room with his own solution. Instead, he trusted the Training Division to research, develop, and implement a new pod-training model. He gave his team the autonomy to solve the problem.

That same trust extends to his leadership team. Rick empowers managers to make decisions, provides guidance without micromanaging, and creates an environment where questions, thoughtful disagreement, and learning are welcomed.

His nominator specifically highlighted Rick's humility. When he doesn't understand something, he asks questions — demonstrating to the people around him that understanding is more important than appearances or ego.

Congratulations, Rick!

Today we highlight the Beyond the Call Culture Champion. If you know Dustin, you know that winning this award should come as no surprise. Dustin continually does a fantastic job mentoring new employees and goes out of the way to make them feel welcomed to our team.

Multiple nominators also talked about the small things Dustin does — the things that might easily go unnoticed. Dustin will es**rt a worried family member to their loved one's hospital room. He asks patients if they would like a warm blanket to make their transition into the emergency room a little more comfortable. He once saw overflowing trash in a busy ambulance bay and simply took care of it.

One nominator said it was difficult to choose just one example of Dustin going "Beyond the Call" because he does it in so many ways. Dustin brings compassion, sound clinical judgment, professionalism, and an incredible work ethic to his job.

But perhaps most importantly, he remembers the small things that make people feel valued.
Please join us in congratulating our Culture Champion, Dustin Gerlach

Today we will highlight the Beyond the Call Innovation Award. The award this year was given to Gerard McConaha from the Johnson County, KS Emergency Management division of DES.

Gerard received this award for the hard work and dedication he committed to the Countywide AED replacement project.

For years, AEDs in county-owned buildings had developed through a largely decentralized approach. Equipment was purchased and maintained through different budgets, responsibilities weren't always clear, and there was not one comprehensive system to ensure AEDs were strategically located, maintained, and replaced when needed.

Gerard, working alongside DES Director Paul Davis, recognized an opportunity to create something safer and more sustainable. Over the course of a year, they helped develop a plan that brought clear ownership of the public-access AED program under DES, prioritized the replacement of aging — and in some cases expired — equipment, and created a framework to proactively manage AEDs and their replacement components across county facilities.

Thank you for your hard work Gerard.

Today we highlight our Beyond the Call Guardian Award. This award is given to the Department member who demonstrated courage, calm decision making, or extraordinary service during a critical call. Reece Pulliam, who serves as a MED-ACT Training Captain, was nominated for the Guardian Award because of his calm presence, sound decision-making, willingness to serve others, and commitment to helping the people around him succeed.

His nominator shared one particular day that demonstrated exactly who Reece is. Reece was helping her work with a new hire on BLS trauma skills when a water rescue was dispatched. Reece chose to go with them. The call was a drowning cardiac arrest beside a muddy pond in the heat of the day. Reece remained calm and focused, helped direct the crew, and managed the HandTevy application throughout the resuscitation.

When patient care was finished, Reece wasn't. He stayed to help clean up and helped lead the debrief with the fire crew afterward.

This call was a single example of how Reece goes above and beyond in his service to others.

The featured Beyond the Call award winner today is Penny Pearson. Penny serves as the DES Senior Executive Assistant. Penny was selected for the Unsung Hero Award, this award is given to a Department member who makes behind the scenes contributions that often go unnoticed, yet make a tremendous difference. Penny's nomination began with a statement that describes an unsung hero better than anything we can write "So many of the things no one even realizes need to be done are handled seamlessly every single day because
of Penny."

Penny is constantly working behind the scenes to make sure people have what they need, details are covered, and DES keeps moving forward. Hiring and onboarding, employee access cards, uniforms, meetings, meals, binders, Interview questions, calendar invitations, Recognition Week, schedules, meeting minutes, agendas.

That still does not cover everything Penny does.

She supports Emergency Management every week with administrative responsibilities and provided tremendous support to the EOC during FIFA, including evenings, weekends, game days, and activation days.

Penny, thank you for your contributions to the success of DES.

Today, our featured Beyond the Call award is the Mentor of the Year Award. This peer nominated award was given to a person who invests in developing others through teaching and support.

This years award winner is Micah Sleppy. He was nominated by a member of his team in Administrative Services. Here are some excerpts from his nomination:

This nomination came from someone who could speak personally about what Micah Sleppy's mentorship meant to him. When Mark started his Project SEARCH internship in the DES Business Office, he said Micah made him feel
welcomed from the very beginning. In his words, "I immediately felt like I belonged and was truly part of the team."

Mark wrote that Micah taught him about being a good teammate, having a positive attitude, and treating people with kindness and respect. He described Micah as someone who always has a smile on his face, makes coming to work fun, and brings positive energy to the people around him. "I will carry the things I have learned from him with me as I continue to grow and move forward in my career." Mark said.

That is a mentor's impact.
