DTO Motor Vehicle Inspection Services We are an accredited Motor Vehicle Inspection Center that tests roadworthiness and exhaust emissions. What is an MVIC? Why the need for MVIC's?

A Motor Vehicle Inspection Center, or MVIC, is a privately owned and operated facility, authorized and accredited by the DOTr, through the LTO, to conduct tests by qualified personnel and automated equipment to evaluate and determine the roadworthiness, including exhaust emissions compliance, of land vehicles (except trucks and trailers), as a prerequisite for annual vehicle registration. MVICs wi

ll also determine the roadworthiness of public utility vehicles (except buses), which will become the basis for the issuance of Certificate of Public Convenience (CPC). The creation and operation of MVICs is in accordance with the government’s Motor Vehicle Inspection System (MVIS) and National Motor Vehicle Inspection and Maintenance Program (NVIMP), pursuant to Section 21.d. of RA 8146 (Clean Air Act), and Department Order 2019-002 of the Department of Transportation. The program’s directive ensures the compliance of motor vehicles "to the existing mandatory regulations and standards for vehicle safety and emissions to create a safer and cleaner society by ensuring only efficient, safe, clean and comfortable vehicles running on the roads and highways."

Aren't vehicles already being inspected? Despite previous laws and regulations requiring vehicles to be roadworthy and exhaust emission compliant, the reality is that proper vehicle inspection in the Philippines is almost non-existent. The lack of strict regulation combined with dishonest practices such as non-appearance, the use of fixers, and its direct impact on vehicular accidents and property damage, has compelled the Department of Transportation to strengthen its policies. With the implementation of the above-mentioned Department Order (DO 2019-002), honest and lawful vehicle inspection procedures and standards have now been put into place, with privately owned and operated Motor Vehicle Inspections Centers leading the way.
