The NAPOLCOM Regional Office 4A exercises administrative control and operational supervision over PNP Offices, Stations and Units within its jurisdiction.

HISTORY

In 1966, Congress enacted Republic Act 4864 otherwise known as the Police Act of 1966 to provide the foundation for the much needed police reforms in the country. It created the POLICE COMMISSION (Polcom) “to achieve and attain a higher degree of efficiency in the organization, administration and operation of local police agencies; and to place the local police service on a professional level.”

Since 1966, the Commission had undergone changes in its organizational structure. It was reorganized in 1972 as the National Police Commission (Napolcom). Originally under the Office of the President, it was transferred to the Ministry of National Defense in 1975 by virtue of Presidential Decree 765, known as the Police Integration Law. This Decree also established the Integrated National Police (INP) with the Philippine Constabulary (PC) as the nucleus. Ten (10) years later in 1985, it was returned to the Office of the President pursuant to Executive Order No. 1040. In 1989, Executive Order No. 379 placed the INP directly under the “command, supervision and control of the President.”

The same executive order vested the National Police Commission with the powers of administrative control and supervision over the INP. With the passage of Republic Act No. 6975 on December 13, 1990, the Philippine National Police (PNP) was established under a reorganized Department of the Interior and Local Government (DILG). A new National Police Commission was created within the DILG “ for the purpose of effectively discharging the functions prescribe in the Constitution and provided in the Act.”

On February 25, 1998, Congress passed into law Republic Act No. 8551 otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998“ thus, amending RA 6975. This Act strengthened and expanded the Commission’s authority over the PNP to include administration of police entrance examination, conduct of pre-charge investigation against police anomalies and irregularities and summary dismissal of erring police members.

SHARED VISION, SHARED RESPONSIBILITY

On October 23, 2026, Atty. Owen G. De Luna, Regional Director of NAPOLCOM CALABARZON graced the Summit of Purok Leaders and HOA Officers of Naic, Cavite, as the Guest of Honor and Speaker, with the theme “PUROK LEADERS AND HOMEOWNERS ASSOCIATION (HOA) OFFICERS SUMMIT: STRENGTHENING COMMUNITY PARTNERSHIP FOR CRIME PREVENTION AND PUBLIC SAFETY”.

The said summit was organized by the Naic MPS, thru the leadership of PLTCOL Louie DC Gonzaga, the Chief of Police. Messages of Support were given by Atty. Ryan Flores, Municipal Councilor and representative of Hon. Rommel Anthony V. Mabitang, the Municipal Mayor of Naic; Ms. Maria Aurora Dumadag, Purok Leader Representative; and Mr. Nonito Hernandez Jr., President and HOA Representative.

In his message, Atty. De Luna expressed his support for the initiative of the Naic MPS to hold a summit like this, highlighting the collaborative effort between the police force, the LGU, and the community. He also mentioned four things that the community members and the police force should remember: first it the frequent vigilance which is about “pakikipag-ugnayan”, connection and communication from these people; second is to give respect to others even if they are not respected; third is to be humble; and fourth is to become a good person.

With the advancement of technology, crime prevention and crime solution should not be shouldered alone by the law enforcement; with the community members as active participants, this should be a shared vision and shared responsibility of everyone.

SERBISYO CARAVAN FOR PNP PERSONNEL, THEIR FAMILIES, AND TAYTAY RESIDENTS

NAPOLCOM CALABARZON Rizal Provincial Officer Atty. Maclord M. Talamayan attended the Serbisyo Caravan on October 20, 2026, at the San Juan Gym, Taytay, Rizal.

The Serbisyo Caravan, spearheaded by the Rizal Provincial Police Office (RPPO) in partnership with the Integrated Bar of the Philippines (IBP) Rizal–RSM Chapter, to bring essential government services closer to PNP personnel, their families, and local residents.

The activity was attended by PCOL Eleazar R. Barber Jr., Provincial Director of Rizal PPO, represented by PLTCOL Zyrus Michael C. Serrano, Deputy Provincial Director for Operations and PLTCOL Joel J. Custodio, Chief of Police of Taytay MPS. Also present were personnel and family members of Rizal PPO and Taytay MPS, along with representatives of the IBP Rizal–RSM Chapter, demonstrating their shared commitment to strengthening inter-agency collaboration and bringing essential government services closer to police personnel, their families, and the Taytay community.

The outreach initiative highlighted strong inter-agency collaboration aimed at making government programs, welfare services, and legal support accessible to the community and frontliners alike.

SPECIAL ACTION FORCE FLAG CEREMONY AND PERSONNEL AWARDING

The Special Action Force (SAF), led by its Director, PMGEN Paul Kenneth T. Lucas, held its Flag Ceremony and Personnel Awarding on October 19, 2026, at the SAF Headquarters Gymnasium, Fort Sto. Domingo, Sta. Rosa City, Laguna.

Atty. Owen G. De Luna, Regional Director of NAPOLCOM CALABARZON, graced the ceremony as the Guest of Honor and Speaker. In his message, he underscored the vital role of character, discipline, and integrity in upholding the highest standards of public service.

Atty. De Luna officiated the Affidavit of Undertaking; he also congratulated the awardees on their outstanding accomplishments and exemplary dedication to duty. He emphasized that being part of an elite police unit goes beyond operational competence and tactical excellence. Rather, it demands humility, honesty, hard work, discipline, and sacrifice—values that define a true public servant.

He likewise reminded SAF personnel to remain steadfast in carrying out their respective missions, uphold integrity and mutual respect, and fulfill their sworn commitment to serve and protect the nation and the Filipino people, regardless of rank or assignment.

SUCCESSFUL CONDUCT OF PNP ENTRANCE AND PROMOTIONAL EXAMINATIONS (OCTOBER 18, 2026)

NAPOLCOM CALABARZON, under the leadership of the Regional Director, Atty. Owen G. De Luna, successfully administered the PNP Entrance and Promotional Examinations across two examination centers: Calamba Elementary School (Calamba City, Laguna), and Lucena City National High School (Lucena City, Quezon). The examinees consisted of 2,280 for the Entrance Exam and 374 for the Promotional Exam.

The Local Government Units of Calamba City and Lucena City, whose collaboration was crucial to the seamless and effective administration of the exams, made this achievement possible. The Commission also recognizes the support of DRRMOs, PNP units, BFP, POSO, EOD/K9 Group 4A, traffic management teams, and school staff.
