8:25AM UPDATE: Radar and recon data indicate Edouard is now strengthening, finding winds in the 55-65 mph range about 4,500 feet above the water. The center has also jogged a little to the south, which will buy it a little more time over water and likely mean the center makes landfall on the Texas side of the border somewhere in Jefferson County. More to come.

7AM TROPICAL STORM EDOUARD UPDATE
Thankfully Edouard has not strengthened overnight, but with the storm structure looking more organized on radar and satellite, the National Hurricane Center still predicts “significant strengthening” before landfall today. This is why a small Hurricane Watch is up from High Island, Texas eastward to Cameron, Louisiana. Because of Edouard’s tiny size, those winds will entirely miss Houston, but southern Liberty County has been added to the Tropical Storm Warning.

Landfall looks to occur near the Texas-Louisiana border in the noon-ish to 1PM-window. Conditions east of I-45 will gradually deteriorate throughout the afternoon and evening with the threat of heavy rainfall continuing near and along Edouard’s path through Wednesday morning. Based on Edouard’s current path, Houston just might dodge the worst rains to the east, but it will be a close call. I’d exercise caution over the next 24 hours for anyone in the Flood Watch.

At the same time, we really need rain, so hopefully Edouard will be more of a blessing than a curse!

Stay Weather Aware Santa Fe. I'll bring you an update on city preparations tomorrow during your Mayor's Monday Update.

The National Hurricane Center now gives Invest 97-L a 50% chance of becoming a tropical depression or storm named Edouard, and the Hurricane Hunters are set to fly into the disturbance around sunrise tomorrow. Again, this storm will have a small footprint, but small systems can spin up quickly in low wind-shear environments like this one. NHC says:

“Interests along the Louisiana and Upper Texas coasts should monitor the progress of this system. Regardless of development, locally heavy rainfall is possible over portions of the Upper Texas or southwestern Louisiana coasts during the next couple of days.”

Coincidentally, the 2008 version of Edouard formed under similar circumstances and made landfall as a 65 mph tropical storm in Southeast Texas. It brought over half a foot of rain to Baytown.

We are still getting a feel for what this one will bring us, but at a minimum, it should bring some of us needed rainfall starting on Tuesday. There is also the potential for some wind impacts, especially along the coast near where the center makes landfall.

We’ll keep you calmly informed and aware these next few days as we all keep an eye on the Gulf.
