Elliott Fiscal Court Receives $2.5mil for New Ambulance Service

In Spring of 2026, with the support of the fiscal court, Judge Lewis applied for an Abandoned Mine Land (AML) Grant to replace the existing ambulance service. On October 9, at the Shaping Our Appalachian Region (SOAR) Summit, Congressman Hal Rogers and Governor Andy Beshear presented Judge Lewis with a ceremonial check in the amount of $2,5000,000.

We want to thank Congressman Rogers, Governor Beshear, Secretary John Lyons, Senator Phillip Wheeler, Representative Richard White, Eric Patton, Lashawna Miller & Luke Stapleton with FIVCO, Jim Skaggs, Kevin Winkleman, and our EC Ambulance Service Board of Directors for their individual works to get this project funded.

We look forward to beginning the discussions on this new project and adding it to the existing AML Grant project we are currently working on in the construction of our new EOC. These are greatly appreciated here in our community as infrastructure ages and new facilities are needed.

Please help us welcome your new Elliott County 911 Dispatch Director, Caleb Skaggs!

Caleb has been with the Elliott County Fiscal Court as a dispatcher for 9 years. In 2017, he graduated from KY's-DOCJT as a certified dispatcher. In 2025, Caleb was promoted to Assistant Director serving under Robin Thornsberry. Since then, he has taken on more roles of leadership in heading up Elliott's first, first responder network.

Caleb is the husband to his wife Kaleigh, and dad to Benton, Jameson, and Kalyn. He is a member of Newcombe Valley Church in Isonville.

Caleb has a servant's heart, calm disposition, and is excited to step into this new role. Along with the rest of our dispatch team, we know Caleb will lead with empathy, compassion, and disciplined service to all.

Thank you, Caleb, for your willingness to not only lead, but to serve in possibly the highest position of humanity offered in our community.
