Voting by Mail-In Ballot

On Election Day, voters who received a mail-in ballot may still vote in person at their polling place if they bring both their mail-in ballot and its return envelope and surrender them to the Judge of Election. Voters who do not have both items may vote by provisional ballot instead. Their provisional ballot will be counted only after the county Board of Elections confirms that it did not already receive their mail-in ballot.

State Police Launch Blue Envelope Program

The PA State Police (PSP) recently launched the statewide Blue Envelope Program, an initiative designed to enhance communication and support for individuals with disabilities that could impact their ability to communicate, such as with autism and/or intellectual disabilities or dementia, during law enforcement encounters.

This voluntary, nationwide program aims to identify potential communication barriers and equip law enforcement officials with information that may assist them during interactions, including traffic stops.

The blue envelope is designed to be easily recognizable and may contain information such as an individual’s communication preferences, sensory needs or other considerations that could be helpful to a law enforcement officer. Individuals and their families may also use the envelope to organize important documents and information that may be needed during a traffic stop.

Pennsylvanians can pick up blue envelopes at their local PSP station. For our district, that's Pennsylvania State Police Troop J - Lancaster, 2099 Lincoln Hwy E, Lancaster. PSP’s Office of Community Engagement will also make the blue envelopes available at various community events.

Columbia Borough Fire Department Making Renovation Plans

I stopped by the Columbia Borough Fire Department Station 80 this week to meet with some of the department leaders and hear about what they’re planning with a state grant they recently received. I was glad to advocate for Columbia Borough to receive $889,498 through a state funding program for several necessary upgrades to the facility and the parking lot of the Columbia Borough Fire Department. Renovations are being planned, including flooring, plumbing, electrical work, and some exterior renovations to enhance safety.

The funding for this project was approved by the Commonwealth Financing Authority (CFA), an independent agency that holds fiduciary responsibility over the funding of programs and investments in Pennsylvania's economic growth.

I was glad to attend the Second Chance PA annual awards ceremony to honor and celebrate local law enforcement officers who have shown exemplary care for their community and encouraging pathways to recovery for Lancaster County residents.

Pathways to Recovery, a drug and alcohol diversion program intended to divert minor drug and alcohol offenses at the district court level, is an option for police officers to use when addressing individuals facing judicial action. It's run through the Lancaster County District Attorney's Office.This helpful program is intended to give options beyond the customary imprisonment for addressing these individuals. Its goal is to meet the demands of the law while recognizing that a rehabilitation option may be the best course of action for some. To date, those police departments and officers throughout the county who participate in referrals to the program have referred more than 5,000 of these cases to the Pathways to Recovery program, giving many a second chance at rebuilding their lives. Blueprints For Addiction Recovery and Blueprints Specialty Programs hosted the event.

The program recognized two police departments and eleven officers who have gone above and beyond in their efforts to help individuals reform their lives and become contributing members of society after their encounter with the law.

I was honored to introduce and recognize Officer Jason Skiles of the East Hempfield Township Police Department for his police professionalism, his desire to serve the community, and for his heartfelt care for seeing all people treated with dignity and given every opportunity for a second chance. Officer Skiles was honored for being one of the county’s top referring officers by showing exceptional dedication to connecting individuals with substance use disorders and other behavioral health needs to appropriate services and resources through the diversion program. Officer Skiles was recognized for embracing the idea that meaningful law enforcement response can include, not only accountability, but also connection, compassion, and an opportunity for change.

More State Funding Obtained for Little Conestoga Blue Green Connector

The Little Conestoga Creek Foundation has been awarded a $463,600 state grant through the Department of Conservation and Natural Resources’ Community Conservation Partnerships Program (C2P2) to support development of the Little Conestoga Blue Green Connector in East Hempfield Township.

I was pleased to support this funding to help advance an important local trail project. The project will construct approximately 0.59 miles of new trail connecting the Noel Dorwart Park Trailhead with the future Penn Medicine Lancaster General Health Trailhead. It will also include ADA access, landscaping, signage, and other related site improvements.

The new trail connection will expand recreational opportunities in our community and improve connections between existing parks, trails, and natural areas. Thank you to the Little Conestoga Creek Foundation and everyone involved in advancing this worthy project!

The 2026 General Election is Tuesday, Nov. 3. The ballot includes candidates for governor, lieutenant governor, U.S. House of Representatives, and state House and Senate (in even-numbered senatorial districts). It was a privilege for me to take part in honoring Sgt. Edwin Noll, a resident right here in the 41st District (East Hempfield Township), and Officer Vince Mazza, both
Bern Township Police officers, with a House citation for performing lifesaving actions to rescue a woman from a house fire this past weekend. When Sgt. Noll arrived on the scene, he found a small child in the driveway who told him his mother was still inside the burning house. Along with Officer Vince Mazza, Sgt. Noll immediately approached the house and made an opening for the woman by pushing an air conditioning unit through a window. After calling to her and assuring her that her son was already outside, they then helped pull her through to safety.

When asked about his role in the incident, Sgt. Noll simply responded “When there’s a life on the line, you really don’t have time to second-guess. You have to act.”

We all join together to say thank you, Sgt. Noll and Officer Mazza, for your bravery, your selflessness and your devotion to those you serve!

I was pleased to take part in the ribbon-cutting ceremony for the new, level II Neonatal Intensive Care Unit at Penn State Health Lancaster Medical Center in East Hempfield Township. It was my honor to have played a part in securing a $750,000 grant to help move this project across the finish line.

The overall project will convert the mother/baby nursing unit into three Level II private room NICUs, which will include an Airborne Infection Isolation room as well as clinical and patient care support spaces to support the expanded capabilities of Penn State Health Lancaster Medical Center’s Labor and Delivery Unit. Up until this unveiling, newborns requiring specialized care were transfered to a larger, specialized hospital (i.e. the Penn State Health Milton S. Hershey Medical Center in Hershey). While we have been grateful over the years for these nearby facilities, it is a tremendous comfort to know these trips – by and large – will no longer be necessary. Parents can now access this higher level of medical care right here in our community, as the new Level II NICU unit stands ready to provide specialized, timely and continuous care from the moment an infant is born.

I would like to extend a special ‘thank you’ to the leadership of Penn State Health Lancaster Medical Center for seeing this project through to the end and also to the amazing medical staff, doctors, nurses, technicians and support staff, for serving our local families so faithfully over the years. May this new facility further the important work they are engaged in and be an encouragement to them and all they serve.
