After a lifetime of service, York County Emergency Management Agency Director Art Cleaves has announced his retirement at the end of this year.

Since stepping into the role in 2015, Art’s leadership, dedication, and expertise have shaped emergency management in York County and beyond. County Commissioners expressed deep gratitude as they accepted his decision at their Oct. 21 meeting, noting that his presence will be greatly missed.

Art’s career is nothing short of extraordinary. From 30 years with the Maine Army National Guard, to leading the Maine Emergency Management Agency and Homeland Security office, to serving as FEMA’s New England administrator—he’s been at the forefront of disaster response and recovery across the region and nation. His work has touched countless lives, from managing major storms in Maine to coordinating recovery efforts after Hurricane Sandy and the Haiti earthquake.

Please join us in thanking Director Cleaves for his remarkable service and wishing him all the best in retirement.

A Kittery native with 26 years of law enforcement experience, Major Stacy brings a wealth of knowledge and leadership to his new role as Major of Administration. His career includes service with the Portsmouth Police Department and Maine State Police, along with experience in training, recruitment, and community relations.

We’re proud to welcome a longtime law enforcement professional back to his York County roots and look forward to the experience and dedication he brings to serving our communities.
