Reaffirming its commitment to the statistics community, the Department of Justice - Philippines (DOJ) and its Attached Agencies actively took part in the 8th Philippine Statistical System (PSS) Outreach Program as part of the 37th National Statistics Month (NSM). This year’s celebration carries the theme, “Tuklas Pilipinas: Statistics as Beacon
Towards Inclusive, Resilient and Sustainable Tourism.”

Under this initiative, the Evaluation and Statistics Division (ESD) of the Planning and
Management Service spearheaded the collection and consolidation of cash and in-kind donations from DOJ Central Office units, local prosecution offices, and Attached Agencies to benefit Bahay Aruga in Ermita, Manila. Bahay Aruga provides free half-
way house for pediatric cancer patients and their guardians who travel from different provinces to seek medical treatment at the Philippine General Hospital (PGH). The
outreach program reflects the collective commitment of participating government
institutions to assist vulnerable sectors of society, particularly children undergoing
cancer treatment and their families.

For the second consecutive year, the DOJ actively participated in this meaningful
outreach initiative supporting programs that promote the welfare of vulnerable
sectors. Thanks to the generosity and support of participating offices and agencies,
the collected contributions reached an estimated value of ₱270,690.00, comprising of
medical and supplementary supplies, food and nutritional provisions, gift certificates
and hygiene and personal care items. The Department extends its heartfelt
appreciation to all those who joined the cause, most especially:

1. Bureau of Corrections;
2. Office of the Government Corporate Counsel;
3. Parole and Probation Administration;
4. Public Attorney’s Office;
5. Office of Undersecretary Jose R. Cadiz, Jr.;
6. Office of Undersecretary Ian Norman R. Dato;
7. Office of Assistant Secretary Maria Elisa B. Germar;
8. Witness Protection Security and Benefit Program;
9. Office for Competition;
10. Evaluation and Statistics Division;
11. Regional Prosecution Office II;
12. Regional Prosecution Office III;
13. Regional Prosecution Office V;
14. Regional Prosecution Office XII;
15. Provincial Prosecution Office – Benguet;
16. City Prosecution Office – Marikina; and
17. City Prosecution Office – Iloilo.

The consolidated donations were turned over to Bahay Aruga on 15 October 2026
during a turnover ceremony organized by the Philippine Statistics Authority (PSA)
attended by representatives from the PSS Member Agencies.

Through its continued participation in the PSS Outreach Program, the DOJ underscores
the importance of inter-agency collaboration and collective action in extending
meaningful assistance to communities in need. Beyond promoting the importance of
statistics in public service, the initiative demonstrates how the PSS can serve as a
platform for solidarity, compassion, and shared responsibility in uplifting vulnerable
sectors of society.

Among the executive officials who participated in the dialogue were Department of Budget and Management (DBM) Secretary Kim Robert C. De Leon, DBM Undersecretary Wilford Will L. Discussions covered equitable access to justice, institutional and governance bottlenecks, accountability mechanisms, civil society engagement, justice-system efficiency, modernization, and priority reforms for the coming years.

In his message, Secretary Vida underscored the importance of collaboration across the justice sector, particularly with the Judiciary, DBM, other government agencies, and civil society partners. He emphasized the value of listening to the experiences of people who actually encounter the justice system and recognizing diverse perspectives as an opportunity to strengthen justice institutions.

These include the provision of free legal services through the DOJ Action Center (DOJAC), the establishment and relaunching of DOJ Katarungan Offices, the expansion of Justice Zones, the establishment of additional prosecution offices, and investments in the capacity of prosecutors and law enforcement personnel.

The DOJ also highlighted the continuing efforts of its Human Rights Office (HRO), Committee for the Special Protection of Children (CSPC), Inter-Agency Council Against Trafficking (IACAT), and National Coordination Center Against OSAEC and CSAEM (NCC-OSAEC-CSAEM), in collaboration with government institutions and civil society organizations, as well as digital transformation initiatives such as the National Justice Information System (NJIS), which is designed to facilitate secure and authorized information exchange among justice-sector institutions.

Anchoring these initiatives is the Department’s commitment to people-centered justice, public trust, fairness, accountability, strategic partnerships, capability and culture, institutional foundations, and future-ready systems. The dialogue underscored the importance of listening to the experiences and recommendations of civil society and other stakeholders in improving justice policies, programs, and services.

Secretary Vida likewise presented the Department’s priorities for the FY 2027 budget, including investments in prosecution offices, information and communications technology, justice and human rights programs, international legal affairs, and other locally funded justice-sector initiatives.

The moderated dialogue was facilitated by DOJ Spokesperson Prosecution Attorney Raphael Niccolo L. Martinez, bringing together government and civil society representatives in a substantive discussion on the future of justice-sector reforms.
The conduct of the dialogue was supported by the DOJ Planning and Management Service (PMS), headed by Director Vanya Ysabel M. Maneja-Kharazmi, which led the Department’s coordination and preparatory efforts for the engagement. PMS worked with the concerned DOJ offices, DBM, PH-OGP, participating government institutions, civil society organizations, and other stakeholders to facilitate the necessary arrangements and ensure the smooth implementation of the dialogue.

The event concluded with closing remarks from DBM Undersecretary Wilford Will L. Wong, Senior Supervising Official of the Philippine Open Government Partnership. Key insights and recommendations generated during the dialogue will be consolidated by the Secretariat to help inform succeeding engagements and initiatives under the PH-OGP Policy Dialogue Series.

The Access to Justice Dialogue reaffirmed the shared commitment of government and its partners to advancing a justice system that is accessible, accountable, transparent, responsive, and people-centered with sustained collaboration, coordination, and meaningful participation of stakeholders at its core.

The Department of Justice - Philippines (DOJ) advances the formulation of its Strategic Plan 2027–2033 through a two-day Strategic Planning Workshop held on 15–16 September 2026 in Clark, Pampanga.

The Strategic Planning was attended by DOJ Secretary Fredderick A. Vida, DOJ officials, heads of offices, programs, services, and attached agencies, with the Planning and Management Service (PMS) serving as the Secretariat. Also in attendance were Mr. Siavash Rahbari, Country Manager of the International Development Law Organization (IDLO) and Team Leader of EU-GOJUST, together with other officials, staff, and personnel of European Union Governance in Justice (EU-GOJUST) and United Nations Office for Project Services (UNOPS), the development partner who funded the project.

The Strategic Planning workshop activities is built on the earlier review of the DOJ's Vision, Mission, and Core Values (VMV), as well as key informant interviews and consultations conducted as part of the strategic planning process.

A major focus of the planning workshops was the identification and validation of six proposed Big Bold Moves (BBMs) that emerged from the preceding consultations namely: People-Centered Justice, Public Trust, Strategic Partnerships, Capability and Culture, Institutional Foundations, and Future-Ready Systems.

The proposed BBMs provide a framework for identifying the major Department-wide changes needed to move the DOJ toward its desired future state. Participants developed initial 2033 desired future-state statements and corresponding six-year road maps outlining the key changes, milestones, and capabilities necessary to achieve these aspirations.

The Strategic Planning workshops likewise translated the longer-term strategic directions into initial strategic performance commitments and critical initiatives for 2027–2028, covering areas such as access to justice and service delivery, organizational and institutional reforms, human resource capability and culture, digitalization and interoperability, data and infrastructure, and strategic partnerships.

Participants also began identifying key performance indicators, targets, and baseline requirements to ensure that the implementation of the Strategic Plan can be measured and monitored.

After each workshop activities, the DOJ Secretary and other panelists provided their comments, observations, and recommendations to further refine and enhance the outputs presented.

The discussions underscored the importance of advancing a unified One DOJ direction by strengthening coordination and integration among the Department's offices and attached and constituent agencies. The workshop also emphasized that strategic reforms should be supported by clear accountability, adequate resources, measurable results, and mechanisms that can sustain institutional improvements beyond changes in leadership and resource conditions.

Following the planning session, the DOJ will consolidate and further refine the outputs, including the proposed BBMs, desired future states, six-year road maps, strategic performance commitments, indicators, and implementation requirements. These will undergo succeeding validation and management review toward the preparation of the DOJ Strategic Plan 2027–2033.

This initiative marks an important transition from strategic direction-setting to ex*****on planning, as the Department moves toward a coherent, measurable, and implementable strategic agenda that will guide its programs, reforms, and institutional development through 2033.
