Luapula Water Supply and Sanitation Company Limited (LpWSC) was incorporated under the Companies Act Cap 388 of the Laws of Zambia as a limited liability company in December 2008 to provide water supply and sanitation services to all the people in Luapula Province. It is wholly owned by the Twelve (12) Local Authorities in Luapula province. LpWSC commenced operations in September 2009 and is currently operating in five districts out of the twelve districts in the province and the currently serviced districts include Mansa (i.e., Provincial Capital of Luapula Province), Samfya, Mwense, Kawambwa, and Nchelenge. The Company is yet to commence operations in the other Seven (7) districts of Mwansabombwe, Milenge, Chipili, Chembe, Lunga, Chifunabuli, and Chiengi. LpWSC has the legal mandate to supply water and provide sanitation services to all the people in the entire 50,567 km² Luapula Province (urban and rural areas) and serve a total population of approximately 1,514,011 ( re: 2022 Census, Zambia Statistical Agency).

PUBLIC NOTICE: EXPECTED LOW WATER PRESSURE / TEMPORARY WATER SUPPLY INTERRUPTION

Luapula Water Supply and Sanitation Company Limited (LpWSC) wishes to inform its customers in Mansa and Samfya Districts that water supply is expected to be affected today Saturday, 5th September 2026, from 08:00 hours to 16:00 hours, due to a scheduled power shutdown by ZESCO Limited to facilitate annual maintenance works.

As our water production and distribution systems depend on electricity, customers may experience low water pressure and, in some areas, a temporary interruption of water supply during the shutdown period.

Once power supply is restored, water production and pumping will resume immediately. However, pressure across the distribution network will build up gradually, meaning that some areas, may take longer to receive normal water supply.

Customers are therefore encouraged to store sufficient water in clean and safe containers ahead of the shutdown and use it sparingly during the affected period.

LpWSC regrets the inconvenience this may cause and appreciates our customers' patience and understanding.

Paying your water bill on time enables us to continue treating, pumping and delivering safe and reliable water while maintaining the infrastructure that serves our communities.

Customers with outstanding balances are therefore encouraged to pay their bills or visit the nearest LpWSC office to make suitable payment arrangements.

Continued non-payment may result in:

• Disconnection of water supply
• Legal action for recovery of outstanding debt
• Referral to the Credit Reference Bureau (CRB), which may affect your credit record and future access to credit

More communities in Nchelenge District are gaining access to water services as Luapula Water Supply and Sanitation Company Limited (LpWSC) continues implementing the Nchelenge–Chiengi Water Supply Project, funded by the Government of the Republic of Zambia (GRZ).

Through the ongoing project, LpWSC is extending the water supply network across Nchelenge, with water supplied from the Kashikishi Water Treatment Plant. The expanded infrastructure is enabling us to reach more communities and connect customers who previously had limited or no access to our services.

As the works progress, the impact is already being felt by customers. In this video, one of our customers shares their experience and appreciation for the service now reaching their community.

The project is still in progress, and LpWSC remains committed to extending the network and bringing improved water services closer to more people across Nchelenge District.

LpWSC WORKS WITH DONALD, CHIKWABILA AND CHIKUWE COMMUNITIES TO EXPAND WATER ACCESS

Luapula Water Supply and Sanitation Company Limited (LpWSC) is making progress towards expanding access to safe and reliable water for residents of Donald Village and the neighbouring communities of Chikwabila and Chikuwe in Mansa District.

Through the Projects for Results (P4R) initiative, the Company is working closely with the three communities to extend the water network and create a pathway for more households to access individual water connections.

What makes the initiative particularly encouraging is the level of community participation. Residents have taken ownership of the project by contributing towards the required materials, purchasing pipes, digging trenches and mobilising more households to participate. A community committee has also been established to help coordinate the works, with 50 active members currently participating.

LpWSC has continued to provide technical guidance throughout the process, including identifying and marking the main pipeline route, coordinating the extension works and preparing for the laying of the main water pipeline once trenching is completed.

The partnership is already beginning to translate into results, with the first three households connected from the section of pipe laid so far. With trench works progressing across Donald, Chikwabila and Chikuwe, the project is moving closer to enabling more families to access water directly within their communities.

For LpWSC, the initiative is part of the Company’s broader commitment to progressively expand water service coverage by working with communities and finding practical, sustainable ways of reaching areas that require improved access to water.

The progress in Donald, Chikwabila and Chikuwe also demonstrates what can be achieved when communities are actively involved in improving the services that affect their everyday lives. While LpWSC provides the technical support and facilitates the network extension, residents are playing an important role in making the project possible.

Once the ongoing trench works are completed, LpWSC will proceed with laying the main pipeline and facilitate individual household connections, with priority given to registered members who have actively participated in the works.

Together with the people of Donald, Chikwabila and Chikuwe, Luapula Water is working to bring safe and reliable water closer to more homes.

DIDN’T RECEIVE YOUR PREPAID WATER TOKEN AFTER MAKING A PURCHASE?

If you purchase prepaid water and the token message does not come through, you no longer have to wait for our staff to retrieve it for you.

You can now retrieve your last two (2) purchased tokens yourself using our *2424 # USSD platform.

Simply follow these steps:

1. Dial *2424 #
2. Select Option 8 – Get Last Tokens
3. Enter your meter number
4. Your last two purchased tokens will be displayed

This option gives you quicker access to your tokens and reduces the need to contact or wait for our staff whenever a token message is delayed or not received.

Save these steps for the next time you need them, and feel free to share this information with another LpWSC prepaid customer.

LpWSC Hosts Chambeshi WSSC for Municipal Billing Benchmarking

Today, Luapula Water Supply and Sanitation Company Limited (LpWSC) welcomed a delegation from Chambeshi Water Supply and Sanitation Company (ChWSSC) for a three-day peer-to-peer benchmarking visit.

Led by Mr. Lewis Kabwe, Head of Business Development at ChWSSC, the delegation is in Luapula to learn from LpWSC’s experience in the successful implementation and optimization of the Municipal Billing System. The delegation comprises officers from the Commercial, Finance and Information Technology departments.

The delegation was welcomed by LpWSC Commercial Manager, Mr. Chewe Mwangilwa, who highlighted the importance of knowledge sharing and encouraged all participants to actively engage in the exchange of best practices.

The three-day benchmarking exercise will focus on key areas including customer account management, data integrity, meter reading management, debt management, and other commercial operations.

This peer-to-peer exchange demonstrates LpWSC’s commitment to knowledge sharing, continuous improvement and its vision of becoming a model of excellence in the provision of water supply and sanitation services.
