A BUSY YOUTH DAY INDEED, AS HONOURABLE NKULUKUSA CELEBRATES YOUTH DAY IN CHUNGA WARD.

Katuba Constituency Member of Parliament who is also Central Province Minister Hon. Mwabashike Nkulukusa celebrated Youth Day with the youths in Chunga Ward in his his constituency.

"During the liberation of our country, youths played a critical role— and it is the more reason that we should celebrate and appreciate their bravery today," the MP indicated.

The Minister encouraged the youths to remain peaceful as the 2026 general elections draws closer.

"The President has always preached peace, even when he was the victim of being attacked several times, he chose peace and love over retribution. We need to emulate the President's stance", the Minister emphasized.

The Minister further implored the youths to take advantage of the empowerment programs through CDF, CEEC and other government empowerment programs.

"My Office will soon recruit a loans officer, who will be facilitating to get loans in the CDF and other empowerment programmes," the MP highlighted.

The MP further highlighted the on the milestone projects achieved in the ward:

✅ Shifwankula Police Post completed and commissioned.

✅ Construction of 1X3 classroom block at Sunshine school.

✅ Water reticulations system around North Park Zone.

✅ Rehabilitation of Precem road.

✅ Construction of 3 crossing points.

✅ Construction of a wall fence at the proposed site for construction of a clinic in Kingstone area.

PIPELINE PROJECTS:

🚧 Construction of Naluyanda Police.

🚧 Construction of Kapini bridge.

🚧 Construction of a clinic in Kingstone area.

The Minister also encouraged a local youth rehabilitating desks at Shifwankula Primary School, to continue doing the good works and that his office is ready to support him by accessing CDF loans.

Speaking at the same event Alice Mtenje the youth representative thanked government for enacting the mixed-member proportional representative which speaks to, having youths in parliament and government structures both at local and national level.

Thousands of Katuba Constituency women joined the rest of women world over to commemorate Women's Day under the theme: "𝑹𝒊𝒈𝒉𝒕𝒔, 𝑱𝒖𝒔𝒕𝒊𝒄𝒆, 𝑨𝒄𝒕𝒊𝒐𝒏 𝒇𝒐𝒓 𝑨𝒍𝒍 𝑾𝒐𝒎𝒆𝒏'𝒔 & 𝑮𝒊𝒓𝒍𝒔".

Each of the 8 wards namely; Chunga, Mungule, Katuba, Cholokelo, Kamaila, Muchenje, Chilochabalenje and Kabile wards in Katuba Constituency held their functions separately in their various locations.

Katuba Constituency Member of Parliament Hon. Mwabashike Nkulukusa donated K160,000 last month in February, towards holding of the women's and youth day commemorations in his constituency.

Speaking on his behalf in a speech delivered by Chibombo Town Council Chairman Mr. Newton Nyeleti at Shifwankula grounds in Chunga ward, Hon. Nkulukusa highlighted that, the UPND government under the leadership of President Hakainde Hichilema attaches the great importance towards the plight of women.

"This is the reason why now Act 13 in the Constitution of Zambia was enacted through Bill No. 7 of 2025, which speaks to enhance inclusivity of women in parliament by introducing a mixed-member proportional representation system. Alongside constituency-based seats, women, youths, and persons with disabilities will be elected through a proportional representation ballot, ensuring greater representation and strengthening democracy; this aims to ensure that women are actively involved in the legislative and governance process", the MP explained.

Further, this government has ensured that more women benefit from socio-economic programmes such as Cash for Work, Social Cash Transfer as well as CDF loans and grants.

"Moreso, as a constituency and a district, we have sent more girls for life-skills training since 2022 when CDF was enhanced. Alot of our women and girls are able to sustain their livelihoods by working for themselves through acquiring skills such as cosmetology, catering and others, the MP indicated.

Additionally, the President has demonstrated by appointing women in key government positions such as the Republican Vice-president, the Speaker of the National Assembly, Electoral Commission of Zambia Chairperson, Anti Corruption Commission Director General and other government key positions.

In the vote of thanks, women representative Ms. Alice Mtenje thanked the Area Member of Parliament for Katuba Constituency and his Constituency Development Fund Committee (CDF) for prioritizing women and girls in equipping them with skills and empowering them in grants and loans.

She further thanked the President and his Cabinet for ensuring the plight of women and girls is adhered to, and that women and girls are involved in the governance and legislative processes.

"This approach, highlights part of broader efforts to foster a more inclusive and equitable political environment in Zambia", Ms. Mtenje narrated.

"Educate or empower a woman, you empower the whole nation".

Central Province Minister who is at the same time Area Member of Parliament for Katuba Constituency Hon. Mwabashike Nkulukusa graced the ground breaking ceremony in Mutakwa village, to pave way for the construction of a modern Secondary School in the area.

This milestone project once completion, will significantly reduce the distance covered by the learners to access secondary education to other schools such as Katete, Namununga, Muwanjuni, Moomba etc.

"We will ensure that, those learners that passed to Form I at Mutakwa Primary School and have gone to other schools, to be returned back— because according to the donors, the time frame of completing constructing a 1X8 classroom block is within 2 months. I will inform Provincial Education Office (PEO) to engage DEBS Chibombo, to ensure that, pupils that have gone to other schools are returned back and be allowed to be putting on the uniforms that they have been using in the other schools which they went to", the MP highlighted.

He (MP) further thanked, most sincerely Sister Loice from St. Leticia Boarding School, a private school owned by the Catholics situated within Katuba Constituency, for playing a pivotal role in bringing on board the donor.

The Minister also tackled out on the issue of increase in criminal activities in the area and assured the general citizenry that, the matter will soon be the thing of the past— in the sense that, Mungule Police Post building completed, furniture is already in place, water and electricity has already been connected. And in the few days the Police Post will be commissioned, which will help curb crime in the area.

Katuba Constituency continues to be a shinning example in terms of thriving in strategic partnerships in key Social sectors such as education.

The key features of the project in the first-phase will include:

✅ Construction of a 1X8 Classroom block.

✅Construction of and fully furnished Computer laboratory.

✅Construction of and fully furnished School library.

Second and third Phases of the project will include:

✅ Construction of a 1X4 Semi-detached teachers flat, which will have One 3 bedroomed house and Three 2 bedroomed houses.

✅ Construction of and fully furnished Home Economics room.

✅ Construction of and fully furnished Science laboratory.

✅ 2X6 Semi-detached teachers houses and

✅ School Hall.

This donation is coming courtesy of Jahanes Beese Stiftung (JBS) Charitable Foundation a Non-Govermental and Non-profit Organization based in Germany.

Sr. Loice emphasized the need of Collaborations between government and the private sector. Government and the private sector are supposed to be partners in development and as such, JBS Charitable Foundation so the need to help construct a modern and fully furnished school such as this one. The organization is planning to construct 5 extra schools in Central Province.

The community has contributed in terms of manual work such as digging of the foundation and constructing of the box and slab, while all the building materials have been provided by JBS Charitable Foundation.

Mutakwa village headman assured the donor that; as a traditional leader will do anything possible to ensure that his subjects and the surrounding villages are engage to ensure that community members increase on the efforts in terms of providing the necessary manual works needed at the site as community participation aspect.

Mutakwa Primary School Headteacher Mr. Shambwanga thanked government under the able leadership of President Hakainde Hichilema for implementing the good education policies such as the Free Education and the School Feeding Programmes, which have significantly improved the enrollment levels, as well as improved on the pass rate.

Mungule Ward councillor Mr. Kelvin Mutende thanked JBS Charitable Foundation for the wonderful gesture of chosing Mutakwa school as a first school to receive such infrastructure in the constituency and the province (Central) at large.

"This development will surely change the landscapes of Mungule Ward and Mutakwa Zone in particular", the Councillor hinted.

The Chibombo Town Council Chairperson Mr. Newton Nyeleti, appreciated the donor and urged the community to have a sense of ownership towards the project and that they have should guard it jealously.

HON. NKULUKUSA STRETCHES HANDS TO THE COMMUNITY DOING A COMMUNITY LED INITIATIVE PROJECT IN HIS CONSTITUENCY.

Katuba Constituency || Saturday 13th December, 2025.

The Special Assistant to the Honourable MP for Katuba Constituency on Saturday 13th December, 2025 visited the site where the community is proposing to construct the bridge and met with community members spearheading the project.

What started as a community driven project in Zanimuone West, Izeni/Kaunda's Family Area in Chunga Ward that is; to construct a bridge on a stretch which becomes a seasonal stream and usually gets "cut off" during the rainy season— has received some financial boost from the Area MP, to cushion the financial burden from the community members.

The initiative dubbed as "Build a Bridge Project" gained momentum, after the financial support from the Area MP using his personal resources.

Community members have expressed happiness upon hearing that the MP pledged to support the project, which in no time honoured his promise by contributing to the same.

Hon. Nkulukusa has always been coming to aid whenever called upon by community members in his Constituency. He operates in an "Open Door" kind of leadership style; accessible to many— a remarkable leadership style he posses.

Some sections of Katuba Constituency Community have been opting to do community initiative projects, because they are in a hurry to see developments in their various localities— and that, CDF and other government programs seem to have prolonged processes in order for certain projects to be implemented.

"Whenever communities knocks on our doors— seeking for assistance, we ensure that we respond to their needs promptly either by our own personal capacity or we lobby from donors and well-wishers. That's our principle", Hon. Nkulukusa indicated.

We remain resolute as we serve the people of Katuba Constituency.

DETOUR ROUTE ROAD REHABILITATION EXERCISE BETWEEN 6 - 10 MILES KICK-STARTS.

Katuba Constituency || 3rd December, 2025.

Today, Wednesday 3rd December, 2025, AVIC-MOIC contractors dumps first heaps old tar gotten from the old Great North Road.

Just as the Area Member of Parliament for Katuba Constituency Hon. Nkulukusa promised his people that he was going to engage AVIC-MOIC; the contractor working on the Lusaka - Ndola dual carriage way, to also help out repair the damaged community roads used as detours— This is a testament of a fulfilled promise.

The community expressed happiness upon seeing the 40 tons tipper trucks dumping old tar on their very bad road.

Running commentaries could be clearly be heard from the people passing and those standing by their yards— as they watched and wondered; _"ba chita mushye kuti konzela road iyi, ndaba ina ipa maningi chifukwa cha ma motoka yamane yenze kupita nga kwa nkala congestion"_ translation; _"they have done well to start working on this road, otherwise, it was very bad especially that heavy traffic was passing through this road, due to the main road being worked on."_

The detour road being worked on is deep inside on the eastern side of the Great North Road.

This road is a community road accessed by the locals, which was damaged caused by the heavy traffic avoiding congestion between 6 miles up to 10 miles on the Great North Road.

We thank the community exercising patience and not being hostile to the motorists using their community road.

WATER CRISIS IN ZANI MUONE, NORTH PARK AREA NEARS ITS END: HON. NKULUKUSA'S COMMITMENT TO END WATER CHALLENGES.

Katuba Constituency || Friday, 27th November, 2025.

In a bid to ensure that the long-standing water crisis in Zanimuone, North Park area comes to end, drastic measures were put in place by the Area MP for Katuba Constituency Hon. Nkulukusa and his team.

The community in Zanimuone specifically around North Park area have been facing challenges to access water. Women and children woke up in the early hours as early as 01:00 to ensure that they draw water in their nearest points.

This seemingly endless challenge is almost reaching a defining moment, as the Area MP through CDF set aside K454, 333.00 to put up the water reticulation system in the area.

The scope of work includes among other things such as, drilling of a commercial borehole, installation of the water stand and tanks, putting up of the water distribution channels and taps in different locations.

This project marks yet another milestone in Hon. Nkulukusa's relentless commitment to ensure that water challenges faced by the people in his Constituency is curtailed.

The project is progressing well, as the commercial borehole has already been sunk, installation of the water stand done as well. This project is expected to be finalized before the year ends.

GOVERNMENT RELEASES K2.3 BILLION FOR SOLAR ROLLOUT AS CDF IS RESTRUCTURED

The Government has unlocked K2.3 billion (US$100 million) to kick-start a nationwide solar energy programme, following a major restructuring of the Constituency Development Fund (CDF), the Ministry of Local Government and Rural Development has announced.

Permanent Secretary for Technical Services Nicholas Phiri said the financing marks one of the largest single reallocations of CDF resources since the fund was established, describing it as 'a strategic investment in national energy security and long-term revenue generation for Local Authorities.'

He explained that the US$100 million initial investment for the newly created Presidential Constituency Energy Initiative (PCEI) is a combination of US$40 million from the CDF and US$60 million from ZCCM-IH, forming the first tranche of a US$200 million (K4.6 billion) national solar rollout.

"The Ministry has concluded the restructuring of the CDF 2026 in order to release funds needed to translate this policy guidance into tangible project deliverables," Mr. Phiri said.

"An initial equity contribution of 100 million dollars will be immediately made available to commence the works."

According to the Ministry, the restructuring of the loan and disaster components of the CDF will release K826 million (US$35.9 million).

However, a K94 million shortfall remains, prompting each constituency to contribute about K5.9 million, of which approximately K603,000 will come from community projects.

Mr. Phiri stressed that the reallocation has been done in line with the CDF Act No. 1 of 2024 and will not derail existing 2026 community projects or Presidential priorities such as maternity annexes, water and sanitation facilities, and chiefs' palaces.

He also highlighted concerns over low loan recoveries under CDF, noting that although K1.6 billion has been injected into the loan portfolio since 2022, only K163.7 million, a recovery rate of 9.7%, had been repaid by September 2025.

"We will intensify stakeholder engagement to ensure that all CDF loans are recovered so that the facility can revolve and be extended to other recipients," he said.

Mr. Phiri further underscored that the energy investment will generate new income streams for councils, calling it 'a significant milestone in enhancing Local Authority Own Source Revenue, as all the 156 Local Authorities will earn dividends arising from their equity contribution.'

He assured the public that the initiative, managed by the Ministry of Energy with support from the Ministry of Finance and ZCCM-IH, will be executed with strict financial oversight.

"The Presidential Constituency Energy Initiative will be implemented with the highest level of urgency, efficiency, accountability, and technical vigilance," he said.

"This transformative programme remains critical to the financial sustainability of Local Authorities while contributing to national energy security."

AVIC/MOIC PLANS TO WORK ON THE DETOUR ROUTES BETWEEN 6 TO 10 MILES.

A few days ago, the Road Transport & Safety Agency (RTSA) gave a statement on the plans to work on the alternative routes between 6 to 10 miles by the contractor working on the Lusaka - Ndola dual carriage way.

Today, Monday 24th November, 2025 the Honourable MP for Katuba Constituency and Central Province Minister Hon. Nkulukusa assigned his Special Assistant to accompany AVIC/MOIC to assess one of the deviation (detour) road earmarked to be worked on.

This is a move aimed to ensure that, the alternative route(s) that have been extensively damaged, due to the heavy traffic they have been receiving coupled with the rains experienced in the past few days are repaired.

The Honourable MP has from time to time been engaging key stakeholders such as the Road Development Agency (RDA), Road Transport & Safety Agency (RTSA), traffic officers as well as the contractor to ensure that, modalities are put in place to cushion the mobility challenges faced by motorists due to the traffic jams between 6 to 10 miles.

This congestion has negatively impacted on the socio-economic gains, because goods and services can't be delivered on time.

"These roads are not just detours— they are community access roads and have been damaged because of the excessive traffic they are receiving. Therefore, we would want them to be repaired for our people, who have generously allowed heavy traffic to pass on them without any form of resistance from the community— to us this move will also act as a compensation aspect", Hon. Nkulukusa indicated.

PRESS STATEMENT
FOR IMMEDIATE RELEASE.

19 November, 2025.

The provincial administration of Central Province wishes to strongly condemn the alleged attack and dragging of Honourable Given Lubinda by some thugs and as a province, we believe that those who were involved will be brought to justice immediately. Such acts of violence have no place in Central Province in particular and Zambia as a whole and it's imperative that we stand together to condemn such acts.

We have instructed our team to work with the authorities to identify those responsible and ensure they face the full force of the law. Our investigations have not found any evidence linking those in the circulating video to the UPND membership but If any UPND member is found wanting, we will not hesitate to take swift and decisive action against them.

I urge Honourable Lubinda to report the matter to the police so that investigations are instituted and I assure him of our full support and cooperation throughout this moment.

The UPND Government, led by President Hakainde Hichilema is committed to upholding the rule of law and protecting the safety and security of all citizens. We will not tolerate any form of violence or lawlessness, and those responsible will be held accountable.

We call on all Zambians to join us in condemning this behavior so that we can create the Zambia we all desire. Together, we can build a society where everyone feels safe and respected.
