The Water Resources Management Authority (WARMA) yesterday held its Staff Recognition and Awards Ceremony in Lusaka, bringing together employees from across the Authority, including Headquarters and the Kafue, Luangwa, Chambeshi, and Zambezi Catchments, who, despite the distances that define their daily operational realities, gathered under one roof in a shared celebration of excellence, dedication, and service to the nation.

The ceremony recognised members of staff whose commitment, professionalism, innovation, teamwork, and dedication to duty continue to quietly power the Authority’s achievements across 2025 and 2026, often behind the scenes and sometimes under less than ideal conditions.

Speaking during the event, Director General Mrs. Misozi Ngulube-Lumpa commended staff for their continued contribution towards implementing the Authority’s Strategic Plan and advancing WARMA’s mandate of managing, regulating, and protecting Zambia’s water resources.

She noted that while individual employees were recognised in various award categories, the Authority’s success is, and has always been, built on the collective efforts of all members of staff working across the country to deliver results that are often expected as routine, but are in fact the outcome of sustained dedication and teamwork.

Mrs. Ngulube-Lumpa encouraged staff to continue striving for excellence, integrity, teamwork, and innovation, emphasising that people remain WARMA’s greatest asset and the driving force behind its achievements, even when their work happens far away from the spotlight.

The ceremony served as both a recognition of outstanding performance and a quiet reminder that institutional success is rarely the product of a few, but the consistent effort of many.

Congratulations to all award recipients and sincere appreciation to the entire WARMA team for your continued dedication to sustainable water resources management in Zambia.

The Water Resources Management Authority (WARMA) joins the people of Zambia and the rest of Africa in commemorating Africa Freedom Day under the theme, “Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063.”

As Africa reflects on its journey of freedom and self-determination, this year's theme highlights the importance of safeguarding the water resources that support development across the continent.

Agriculture, energy generation, mining, industry, environmental sustainability, and many other sectors depend on the availability of water resources. The protection, conservation, and sustainable management of rivers, wetlands, catchments, and groundwater contribute to food production, economic growth, climate resilience, and the wellbeing of communities.

As the institution mandated to regulate, manage, protect, and conserve Zambia's water resources, WARMA remains committed to promoting the sustainable use of water resources for the benefit of present and future generations.

As we commemorate Africa Freedom Day, let us all recognise our shared responsibility to protect water resources from pollution, degradation, and unsustainable use. Through collective action, we can help secure sustainable water availability and support the aspirations of Agenda 2063 for a prosperous and resilient Africa.

𝐅𝐈𝐍𝐋𝐀𝐍𝐃 𝐄𝐗𝐂𝐇𝐀𝐍𝐆𝐄 𝐌𝐈𝐒𝐒𝐈𝐎𝐍 𝐓𝐎 𝐒𝐓𝐑𝐄𝐍𝐆𝐓𝐇𝐄𝐍 𝐙𝐀𝐌𝐁𝐈𝐀’𝐒 𝐖𝐀𝐓𝐄𝐑 𝐆𝐎𝐕𝐄𝐑𝐍𝐀𝐍𝐂𝐄 𝐀𝐍𝐃 𝐃𝐈𝐒𝐏𝐔𝐓𝐄 𝐑𝐄𝐒𝐎𝐋𝐔𝐓𝐈𝐎𝐍 𝐌𝐄𝐂𝐇𝐀𝐍𝐈𝐒𝐌𝐒

The Water Resources Management Authority (WARMA), in partnership with the German Development Cooperation (GIZ) under the AWARE 2.0 project, has concluded a high-level technical study visit to Finland aimed at transforming water governance and mitigating resource-based disputes within Zambia's critical catchments.

The exchange mission, funded through the European Union’s Technical Assistance for Information Exchange (TAIEX), brought together senior officials from the Ministry of Water Development and Sanitation, WARMA, and GIZ.

The initiative seeks to build institutional capacity in water allocation, groundwater protection, and dispute resolution, focusing on the Lower Kafue Sub-Catchment (LKSC).

Throughout the study visit, the Authority engaged with key Finnish entities, including the Ministry of Agriculture and Forestry, the Ministry of Environment, and the Geological Survey of Finland (GTK).

Technical meetings focused on Finland's automated hydrological forecasting networks, localized environmental regulations, and its structured, six-year River Basin Management Planning cycle.

WARMA delegates observed how Finland utilises inclusive, transparent public consultations within its planning cycles to align competing industrial, agricultural, and domestic water demands, thereby preventing legal and communal disputes before they manifest.

The technical team also addressed groundwater sustainability and toured specialized hydrogeological research installations to observe the application of isotope analysis in tracking groundwater paths and mapping aquifer recharge zones.

Furthermore, a dedicated conference in Lahti exposed participants to Managed Aquifer Recharge (MAR) infrastructures designed with operational lifespans exceeding a century.

Following the mission, technical experts have proposed a series of strategic recommendations to upgrade Zambia’s current water management frameworks.

Key priorities include the phased automation of WARMA’s nationwide hydrological monitoring stations to enable real-time data transmission, alongside the adoption of Multi-Criteria Decision Analysis (MCDA) tools to introduce more objective, data-driven methodologies during the water permitting and dispute arbitration processes.

The insights and technical strategies gathered from the Finnish model are expected to guide WARMA and the Ministry of Water Development and Sanitation as they finalize tailored water dispute prevention and resolution guidelines designed for the unique climate and regulatory landscape of Zambia.

The Authority continues to collaborate with its stakeholders in sustainably managing and protecting Zambia’s water resources.

The Water Resources Management Authority (WARMA) today successfully hosted the 2026 First Quarter Technical Forum at WARMA Headquarters in Lusaka under the theme: “Advancing Sustainable Water Resources Management at Catchment and Basin Levels.”

The forum brought together stakeholders from government institutions, academia, research institutions, cooperating partners, civil society organisations, and the private sector to strengthen technical dialogue, knowledge sharing, and collaboration on emerging water resources management issues in Zambia.

Speaking during the official opening, WARMA Acting Director General, Mrs. Misozi Ngulube-Lumpa, emphasized the importance of strengthening evidence-based water resources management amid increasing pressures arising from climate change, environmental degradation, rapid urbanisation, pollution, and growing demand for water resources.

Mrs. Ngulube-Lumpa noted that sustainable water resources management requires coordinated action, scientific research, innovation, and strong partnerships among stakeholders.

The forum featured technical presentations on a wide range of topics including Integrated Water Resources Management (IWRM), groundwater systems, climate change impacts on water availability, catchment protection, water allocation planning, water quality assessment, remote sensing technologies, and sustainable water governance.

Presentations were delivered by experts and researchers from the University of Zambia (UNZA), the Southern African Science Service Centre for Climate Change and Adaptive Land Management (SASSCAL), BGR Zambia, WWF Zambia, and other cooperating institutions.

The Technical Forum forms part of WARMA’s continued efforts to promote stakeholder engagement, strengthen technical collaboration, and support science-based decision-making in the sustainable management and protection of Zambia’s water resources.

The Water Resources Management Authority (WARMA) Acting Director General, Mrs. Misozi Ngulube-Lumpa, today joined officials and staff from the Ministry of Water Development and Sanitation in bidding farewell to Hon. Eng. Collins Nzovu, MP, ahead of the dissolution of Parliament and Cabinet.

Speaking during the farewell engagement held at the Ministry Headquarters in Lusaka, Hon. Nzovu expressed gratitude to His Excellency President Hakainde Hichilema for the opportunity to serve the country, describing the President as a leader who restored direction, purpose, and hope at a critical time in Zambia’s development.

The Minister thanked Ministry staff and institutions within the water sector for their dedication, professionalism, and support throughout his tenure. He noted that achievements recorded in the sector, including the expansion of water supply schemes, rehabilitation of infrastructure, improvement of sanitation systems, and responses to drought and cholera outbreaks, were made possible through teamwork and collective effort.

He further encouraged public officers to remain committed to serving the people of Zambia with integrity, professionalism, and unity, emphasising that while leadership may change, the responsibility to deliver essential services remains constant.

As part of the engagement, WARMA presented a Reverence Award to Hon. Eng. Collins Nzovu, MP, in recognition of his distinguished service and contribution to strengthening water resources management, institutional coordination, and sustainable development within the water sector.

Mrs. Lumpa joined other senior officials in paying tribute to the Minister’s leadership and support to the sector, noting his role in advancing collaboration and strengthening strategic programmes in water development and sanitation.

The engagement concluded on a note of appreciation and mutual respect, with staff and sector institutions acknowledging Hon. Nzovu’s service to the Republic of Zambia and wishing him well in his future endeavours.

The Water Resources Management Authority (WARMA) today hosted the Hon. Minister of Water Development and Sanitation, Eng. Collins Nzovu, MP, at the construction site of the State-of-the-Art Regional Water Quality Laboratory in Ibex Hill, Lusaka.

The visit provided an opportunity to appreciate progress made on this strategic national investment, which is expected to significantly strengthen Zambia’s capacity for water quality monitoring and analysis.

Situated in Ibex Hill, Lusaka, the modern two-storey facility is being developed as a central hub for advanced water quality testing and analysis.

Once completed and accredited to international standards, the laboratory will provide reliable and scientifically credible data to support water resources management across the country.

The facility will house specialised laboratories for wet chemistry, microbiology, and soil and sediment analysis, as well as modern sample preparation and storage systems. This will enhance the country’s ability to monitor water quality, detect pollution risks early, and respond effectively to emerging environmental challenges.

Once operational, the laboratory will play a critical role in supporting climate-resilient agriculture, improving irrigation planning, strengthening early warning systems for water-related risks, and enhancing regulatory enforcement of water quality standards. It will also support sustainable water allocation for domestic use, agriculture, industry, and environmental protection.
