The Zambia Revenue Authority was formed in 1994, as a semi-autonomous agency under the ZRA Act, Chapter 321 of the Laws of Zambia. The Authority's main responsibilities are to:

- Ensure that all monies collected are properly accounted for and banked
- Properly enforce all relevant statutory provisions
- Provide statistical information and advice on Tax Policy to the Government
- Facilitate International Trade

WINNER OF THE 2026 ZAMBIA REVENUE AUTHORITY (ZRA) TENGA RECEIPT YAKO CAMPAIGN IN LUSAKA, MAGGIE NAKAZWE, GETS HER REWARD AS SHE ENJOYS A WEEKEND FOR TWO IN LIVINGSTONE.

Maggie Nakazwe participated in the Tenga Receipt Yako Campaign, an initiative aimed at encouraging taxpayers to demand a Smart Invoice/ Receipt after every transaction.

The campaign ran during the 2026 Agricultural and Commercial Show.

The use of Smart Invoice encourages businesses to honour their tax obligations.

The Zambia Revenue Authority (ZRA) is conducting a two-day conference on ‘Ethics in Tax Administration’ at the Mulungushi International Conference Centre in Lusaka.

The conference is aimed at promoting integrity, professionalism and accountability in tax administration.

The engagement, open to the public, provides an opportunity for stakeholders to reflect on ethical standards, discuss practical challenges and strengthen their understanding of individual responsibility in promoting better tax compliance.

ZRA WORKING TO CLOSE TAX COMPLIANCE GAP - AUTHORITY IS RESOLVED TO SUPPORT DOMESTIC RESOURCE MOBILISATION EFFORTS

The Zambia Revenue Authority (ZRA) Commissioner General Dingani Banda says the Authority is prioritizing reforms to improve tax compliance, strengthen risk management, and modernize tax administration as it works to close Zambia’s tax compliance gap.

Speaking at the launch of consultations on the 2027–2031 Medium-Term Revenue Strategy (MTRS) in Lusaka this morning, Mr. Banda said the compliance gap, estimated at about 45 percent, remains far higher than in countries such as South Africa, where it stands at about 13 percent.

“We have a huge compliance gap of about 45 percent, and this is a gap that we must address if we are to collect enough revenue to meet the needs of the country. We need to strengthen compliance, manage risks better and ensure that all taxpayers are treated fairly and equally,” Mr. Banda said.

Mr. Banda said the Strategy will introduce a strengthened compliance risk management framework, supported by continuous monitoring of emerging risks and data from Smart Invoice and other systems to detect anomalies and expand the tax base.

At the same event, Secretary to the Treasury, Felix Nkulukusa, said the MTRS aims to promote a fair distribution of the tax burden through progressive formalisation and simplified tax registration.

Willie Chipango, Director of Budget at the Ministry of Finance and National Planning said the Strategy will support the Zambia Growth Agenda by strengthening domestic revenue mobilisation.
