The Plant Quarantine and Phytosanitary Service PQPS Provide Services that Prevent the Introduction & Spread of Plant Pests by Facilitating Safe Trade.

The Plant Quarantine and Phytosanitary Service (PQPS) is the National Plant Protection Organisation (NPPO) of Zambia. Our core function is to provide services that prevent the introduction and spread of exotic plant pests into the country while facilitating safe international trade of plants and plant products (Agro products). PQPS derives its authority from The Plant Pests and Diseases Act CAP 23

3 and The Noxious Weeds Act CAP 231 of the Laws of Zambia to perform its functions. Functions include:
*Agriculture Trade facilitation through issuance of Plant Import Permits and Phytosanitary Certificates
*Licencing through registration of fumigators, Plant nurseries, wood treatment facilities, Tobbaco premises
*Pest Surveillance and Pest Risk analysis
*Advisory services etc

Yesterday the 15th September 2025, the STOSAR II Project was officially launched, accompanied by its inception workshop. The European Union has inputted an amount of USD 10.8 million to this initiative, underscoring its importance and impact. The launch featured productive deliberations, and the workshop is continuing today, 16th September 2025.

Among the distinguished officials in attendance was Dr. Kenn K. Msiska, Director of the Plant Quarantine and Phytosanitary Service (PQPS).

The Plant Quarantine and Phytosanitary Service (PQPS) stands to benefit significantly from this project. Key areas of support include:

*Finalisation of regulations to ensure the effective implementation of the new law,

*Capacity building in diagnostics, surveillance, and biosecurity through specialised training,

*Procurement of essential survey supplies, among other critical interventions.

This initiative represents a major milestone in strengthening PQPS’s capacity to safeguard plant health and enhance phytosanitary services for the future.

LECTURE ON PLANT QUARANTINE AND PHYTOSANITARY SERVICES DELIVERED TO UNZA AGRICULTURE STUDENTS

Today, a lecture was successfully delivered to third-year students from the University of Zambia (UNZA) pursuing agriculture-related programmes, focusing on the essential roles and responsibilities of the Plant Quarantine and Phytosanitary Service (PQPS).

The session provided an in-depth overview of the core functions of PQPS, including the prevention of entry and spread of plant pests and diseases, inspection and certification of plant and plant products, and the implementation of international phytosanitary standards. The lecture pointed at the importance of safeguarding national agriculture and as well as facilitating safe trade through compliance with plant health requirements.

It also served as an opportunity to foster collaboration between academic institutions and government services in the development of future professionals in the agricultural sector.

The department extends its appreciation to the University of Zambia for the continued partnership and to the students for their active participation and interest in the field of plant health.

PQPS OFFICERS SENSITIZE NEW KASAMA GARDENERS ON PLANT NURSERY REGULATIONS

On August 16th, officers from the Plant Quarantine and Phytosanitary Service (PQPS) embarked on a vital outreach mission in the heart of New Kasama. Their goal which was to engage with local gardeners and raise awareness about the crucial regulations governing plant nurseries.

Gathered under the warm August sun, a group of passionate gardeners listened attentively as PQPS officers unpacked the often-overlooked legal and phytosanitary standards that shape the safe cultivation and sale of nursery plants. The session emphasized the importance of compliance in preventing the spread of pests and diseases, safeguarding both local agriculture and international trade.
