A 15-year-old Ghanaian boy, Javits Frimpong, has been shot dead while on his way to school in New York. His father suspects the killing may be linked to bullying after two students were reportedly suspended for bullying his son days before the shooting. ZAMBIA POLICE STEPS UP ROAD SAFETY CAMPAIGN TO CURB MOTORCYCLE ACCIDENTS

Zambia Police Service has stepped up efforts to reduce road traffic accidents through a road safety sensitisation programme targeting motorcycle riders in Lusaka, aimed at promoting responsible riding and compliance with traffic regulations.

The programme, held on October 30,2026, at the Main Post Office in Lusaka, brought together key stakeholders in road safety and healthcare to educate riders on safe riding practices and the dangers of reckless behaviour on the roads.

Speaking during the sensitisation, Zambia Police National Road Safety and Awareness Coordinator, Senior Superintendent Elias Ngululu, urged motorcycle riders to observe traffic regulations and exercise caution.

He cautioned against over-speeding, overloading, riding without helmets and disregarding traffic signals, noting that such practices significantly increase the risk of accidents.

Mr. Ngululu disclosed that the Zambia Police Service had recorded approximately 5,000 motorcycle-related accidents from January to date, describing the figure as worrying.

He attributed most of these accidents to negligence and non-compliance with traffic laws, emphasising that they are largely preventable and require concerted efforts from all stakeholders.

Meanwhile, Road Transport and Safety Agency (RTSA) Regional Education Officer, Mr.Songolo Kabika, educated riders on the procedures for obtaining a motorcycle rider's licence. He explained that the process was straightforward and affordable, with a licence costing K348.

He encouraged unlicensed riders to regularise their status, stressing that proper licensing helps ensure they possess the necessary skills and knowledge to operate safely on the roads.

And Dr. Kodwani Chirwa, a Consultant at the University Teaching Hospital (UTH) and representative of the Zambia Orthopaedic and Trauma Association, emphasised that preventing accidents is far better than treating their consequences.

Dr.Chirwa noted that UTH continues to record a high number of trauma cases resulting from motorcycle accidents, some of which lead to permanent disabilities or loss of life.

He highlighted the critical role of healthcare professionals in providing emergency treatment, managing trauma injuries and saving lives, while stressing that prevention remains the most effective way of reducing injuries, disabilities and unnecessary loss of life.

As part of the initiative, Police distributed reflective materials to motorcycle riders to improve their visibility, particularly at night and during periods of poor visibility.

The riders expressed appreciation to the Zambia Police Service and its cooperating partners for the educational programme and provision of reflectors, pledging to apply the knowledge gained and adhere to road safety regulations.

The initiative demonstrates the Zambia Police Service's commitment to proactive policing through public education, stakeholder collaboration and preventive interventions aimed at safeguarding lives.

The Service calls on all road users, particularly motorcycle riders, to obey traffic regulations, exercise caution and make safety a priority, recognising that protecting lives on the road is a shared responsibility.

4 houses torched after Malawian man dies for love in Chama

ALL hell broke loose in Chama following the death of a Malawian who died after he was allegedly assaulted by his girlfriend's relatives leading to the torching of four houses as retaliation from his country people.

According to sources, George Kumwenda aged 38 years died after jumping through the window from the house of his girlfriend and landed on his head.

Eastern Province commanding officer Robertson Mweemba said the incident occurred yesterday around 02:00 hours at Chimbalanga Village within Chama.

On Wednesday around 17:30 hours, Kumwenda entered Zambia through Chimbalanga Village, to visit his girlfriend, Catherine Mfune, aged 25.

Without knowing why, but according to information gathered, Kumwenda sneaked into Catherine's house of before midnight.

However his presence wasn't incognito as Catherine's father noticed that there was a man in his daughter's house and found Kumwenda.

That was the beginning of the tragedy. In his anger, Mfune went to wake up his sons Julius and Hevah junior who later descended on the Malawian unwanted visitor.

According to witnesses, Kumwenda was beaten and in trying to escape, the window was the nearest and he dived out but landed on his head.

Following the incident, the father surrendered his daughter to her Malawian lover for marriage and chased both of them from his compound.

However, according to Mweemba, Kumwenda only moved for about 100 meters and died.

But around 09:00 hours, a mob of people from the Malawian side went to the scene of crime and became unruly, trying to revenge but Mfune and his children had already gone into hiding.

"The mob decided to set fire on four grass-thatched houses belonging to Male Hevah Mfune," Mweemba said.

"Police officers from Chama Police Station followed up the report, and visited the scene of crime and findings were that the body of the deceased was found at the Secondary Scene where it was found lying on the ground facing upwards."

Mweemba shared that a physical inspection was conducted on the body of Kumwenda and found it with a cut on top of the head, bleeding from the nose and bruised face.

The body was picked and deposited into Chama District Hospital Mortuary, awaiting for postmortem examination results to ascertain the cause of death.

Mweemba said a docket of case was opened but no arrest has been made yet as the suspects and still in hiding.

Chasefu North Independent Member of Parliament Captain Towani Chipeta has returned K7,600 to Chasefu Town Council after questioning the legality of allowances paid to her in her capacity as an ex-officio councillor.

Chipeta says the payments were made despite no duly constituted council meeting having taken place.

She argues that accepting the money would amount to improper double remuneration, citing Section 28 of the Local Government Act and the role of the Emoluments Commission in determining councillors’ allowances.

The returned money includes K1,600 paid as a purported partial allowance for September 2026 and K6,000 described as a monthly allowance for October.

Chipeta says the money could instead help provide essential services to residents of Chasefu District, where many communities continue to face significant development challenges.

The lawmaker says her conscience would not allow her to keep money she believes she was not entitled to receive.

She has pledged to challenge irregular payments and other wrongdoing, including involving relevant authorities where necessary, and says bank deposit slips are available to confirm that the money was returned.

PPDF Welcomes Registration Of Zambian Media Fund

The Public-Private Dialogue Forum (PPDF) has welcomed the successful registration of the Zambian Media Fund, describing it as a significant milestone in efforts to strengthen the sustainability, independence and professional capacity of Zambia's media sector.

The development follows engagements facilitated through the PPDF's Media Technical Working Group dialogue platforms, which bring together public and private sector media stakeholders to explore practical solutions to challenges affecting the industry.

During a courtesy call to the PPDF, a delegation from the Zambian Media Fund, led by Fund Coordinator JOY CHULA and Fund Consultant GAUTAMA NYERERE, briefed the Forum on the Fund's registration, governance arrangements and implementation roadmap.

Speaking during the meeting, PPDF Deputy Director General JACQUELINE CHISHIMBA congratulated the team on the achievement, noting that the registration demonstrated the importance of structured dialogue in addressing challenges affecting the private sector.

Ms CHISHIMBA said the PPDF remained committed to facilitating collaboration between Government and the private sector to address constraints and identify solutions that contribute to national development.

And Ms CHULA said the Fund would adopt a blended financing model comprising grants, loans, capacity development and digital transformation support, depending on the needs of beneficiary institutions.

She said the Fund also intended to mobilise resources from Government, private sector partners and development partners while establishing transparent governance and funding guidelines to guide the allocation and monitoring of support.

Meanwhile, Mr NYERERE said implementation would be phased, beginning with the establishment of operational structures, governance systems and financial management frameworks before the initial funding initiatives.

The Fund's roadmap also includes establishing a core secretariat, developing grant and loan guidelines, engaging prospective funding partners and launching an initial investment round targeting approximately 10 high-impact media projects.

A COPPERBELT University (CBU) lecturer has died in a road traffic accident while his liitle boy has survived after their vehicle collided with a Tanzanian-registered truck on the Kitwe Kalulushi road.

Miyanda Hamachila, who was driving a Benz, registration BCJ 7631, died in the early hours of Thursday after his vehicle collided with a truck that was moving from the opposite direction.

Copperbelt Province police commanding officer, Edwin Kaluba, said the victim sustained head injuries, fractured arms and died upon arrival at Kalulushi General Hospital.

“The victim’s body has been deposited in the hospital mortuary while the truck driver who escaped unhurt fled the scene after the accident,” Mr Kaluba said.

Mr Kaluba said both vehicles have been impounded by the police as investigations continue.

ON FUEL PRICES AND OUR RESERVES - MY POSITION

The Grow Zambia Agenda is anchored on both Production and Economic Prudence.

Hon. Imenda raised a concern that many Zambians feel when fuel goes up. The cost of living is real, especially for persons with disabilities.

However, on this specific economic point, I respectfully hold a different view from my colleague.

Her Honour the Vice President, Mrs. W.K. Mutale Nalumango, was on point as she responded to Hon. Getrude Imenda during Vice President's Question Time on whether Government could use reserves to cushion fuel prices.

Here is my two cent

From the outset Reserves are not cash to spend.
Bank of Zambia reserves are our national insurance. They keep the Kwacha stable, help us import medicines, fertilizer, and pay our debts. If we burn them on fuel, we will have cheap fuel for one month and a collapsed Kwacha for 12 months. That hurts the poor more.

Moreover, this apporoach has failed in the past.
During the past regime, reserves fell to $1.2 billion because we were using them to subsidize consumption. We defaulted. Today we have rebuilt to about $4.5 billion with discipline under President Hakainde Hichilema and under the IMF Programme. We cannot go back.

Lastly Fuel subsidy is not pro-poor as when we subsidize fuel from reserves, we subsidize mostly car owners in Lusaka and Copperbelt, not the woman selling tomatoes in Mongu or the farmer in Serenje who needs cheaper fertilizer and improved market access. That is not Grow Zambia.

Grow Zambia means we cushion differently, first through increased local production thus: 10 million tonnes of maize, 3 million tonnes of soya, bio-fuels.
Thus through efficiency in TAZAMA and Indeni, not through burning dollars.
And through targeted Social Cash Transfer, not blanket fuel subsidies

As the Vice President said, we must stay disciplined. This is how we grow the economy for everyone, including persons with disabilities.

I thank Her Honour the Vice President for guiding the House with wisdom and humour, as always. Let us debate ideas freely, but let us remain anchored on economic prudence.
