WARD 4 - FROM MANIFESTO TO CONCRETE:THE INFRASTRUCTURE LEGACY OF THE 2021 LEADERSHIP

‘Where 2021 Promises became 2026 Projects’, Acting Executive Mayor, Cllr TH Thwala’s walk-about.

“When the current political leadership assumed power in 2021, we made one undertaking to the people of Dr Pixley Ka Isaka Seme Local Municipality-that Service Delivery would no longer be a story told in Council Chambers, but a reality felt in the streets where our people live,” Acting Executive Mayor Cllr TH Thwala said.

Today, Ward 4 is a the living proof of that undertaking.

We found a Ward constrained by years of underinvestment, dilapidated access roads and a water network that was ageing, unreliable and undignified. “We chose not to explain the problem. We chose to fix it.”

“We have delivered quality paved roads that have fundamentally altered the face and functionality of Ward 4”, he adds.

“These roads have restored
Pride to homeowners, ensured safe passage for learners and the elderly, allowed for swift access for emergency services and unlocked local economic activity. Tar in Ward 4 is not just infrastructure, it is inclusion,” he explains.

Simultaneously, we have invested decisively in improved water services infrastructure. Through the upgrading, replacement and expansion of our water networks, we have restored consistent, reliable supply to households. Water is life, and by ensuring it flows, we have restored health, dignity and the core function of a caring municipality.

These two flagship developments, among others, are not accidental successes as this administration. They demonstrate what is possible when political stability, administrative focus and community partnership converge.

“Ward 4 in 2021 was a promise. Ward 4 in 2026 is proof-proof that this leadership listens, that it acts, and that it delivers”, Acting Executive Mayor concludes.

‘Historic Milestone as Council launches Municipal-Wide asbestos eradication programme’

“Today marks a turning point in our commitment to safe and dignified housing”, Cllr TV Hlakutse, MMC for Infrastructure and Engineering Services.

Sitting on behalf of the Acting Executive Mayor, Cllr TH Thwala, Member of the Mayoral Committee (MMC) for Infrastructure and Engineering Services Cllr TV Hlakutse, officially conveyed Council’s appreciation to COGHSTA for its intervention and support on behalf of the people of Dr Pixley Ka Isaka Seme Local Municipality.

“As Government , we are acutely conscious that asbestos is not just an old building material-it is a silent health hazard, a direct threat to the health and lives of our people”, Hlakutse adds.

This milestone project has been earmarked as a Municipal-Wide Programme, ensuring equitable rollout.

To expedite this critical work, COGHSTA has appointed the following two capable contractors. viz.

-SSSM Group-50 Houses
-Dynamo Duck Trading -50 Houses

A total of 100 houses have been earmarked across the entire Municipality in this phase, translating to 20 houses per ward in the targeted areas.

Adding his voice , the Acting Municipal Manager Mr FI Mofokeng, emphasized the developmental imperative of the project.

“We want to emphasize as a Municipality that the general workers be sourced locally, in order to transfer skills and empower local community with job opportunities so as to address unemployment which has about 66% of unemployed youth.

This directive ensures that , while we eradicate a health hazard, we also confront the challenge of youth unemployment head-on transferring critical construction skills and ensuring that Municipal Investment circulates within our own communities.

General labourers from different wards will therefore be prioritised during the project phase.

SUCCESSFUL SUBMISSION OF 2025/26 ANNUAL FINANCIAL STATEMENTS-A MILESTONE OF ACCOUNTABILITY

‘We lead from the front, financial discipline is non-negotiable’, Acting Executive Mayor.

The successful submission of the 2025/26 Annual Financial Statements to the Auditor-General within the legislated deadline marks a significant and proud milestone for Dr Pixley Ka Isaka Seme Local Municipality.

This is more than compliance. It is a statement of intent-that we are serious about financial discipline, good governance and leadership beyond reproach.

“On behalf of Council and the community of Dr Pixley Ka Isaka Seme, I wish to extend my sincere and profound appreciation to the entire administration”, said the Acting Executive Mayor, Cllr TH Thwala.

I further wish to thank Committees of Council and all governance structures for their support, oversight and strategic guidance throughout this process. Your continued vigilance plays a critical role in strengthening accountability snd deepening the culture of clean governance within our Municipality.

The submission is not the finish line, it is the foundation. We now look forward to the audit outcome to build a financially viable, accountable and people-centred Municipality.

‘BUSINESS DIALOGUE SIGNALS NEW DAWN FOR ECONOMIC INCLUSION’

In what has been described as a watershed moment for stakeholder governance in Dr Pixley Ka Isaka Seme Local Municipality, the Acting Executive Mayor, Cllr TH Thwala, together with Council Speaker Cllr BG Mavuso convened a no-holds-barred engagement with local business-an engagement anchored on listening, accountability and decisive course correction.

Convened under the Acting Executive Mayor’s inaugural pledge to strengthen all resolves for leadership beyond reproach, the session marked a deliberate shift from ceremonial stakeholder engagements to substantive, issue-based dialogue.

“We have convened not to tick a compliance box, but to rebuild trust. A Municipality that does not listen to its business community forfeits its right to claim it is building an inclusive economy,”declared Acting Executive Mayor Thwala.

Accompanied by Council Speaker, Cllr BG Mavuso, who hailed the engagement as a triumph of constitutional democracy and participatory governance, the executive duo reaffirmed that Council’s transition has ushered in, not a vacuum, but a beacon of hope for leadership continuity and economic renewal.

With candour and clarity, the business community tables six pressing structural concerns, which includes but not limited to the following:

1. The non-functioning Local Economic Development (LED) forum and its urgent reconstitution.
2. Compliance, Transparency and Local Participation on regravelling tenders closed 14 August 2026.
3. Outstanding business site applications and access to Municipal business sites.
4. Progress on proposed amendment to SCM Policy-reservation of Tenders below R3 million for Local Business.
5. Forensic report on contract awards over past three financial years.
6. Enforcement of Community Development and CSI obligations.

The Acting Executive Mayor assured business people that there was a viable need for the Executive to exercise rigorous oversight to ensure resolutions emanating from the engagement are implemented.

For Dr Pixley Ka Isaka Seme, the message was clear: A new chapter of consultative, ethical and development-oriented leadership has begun.
