Statement by ANCYL Amathole Region(Back to School Campaign)

Back to school campaign led by Cde Zuko Lugalo ,as the ANCYL Amathole Region, together with the Ngqushwa Sub Region, we are honoured to lead a Back to School Campaign at Mzuxolile High School on 28 January 2026 at 12h30. This campaign is about restoring hope, promoting discipline and supporting a smooth start to the academic year for our learners.

We call on parents, educators, learners and the broader community to work together to protect school infrastructure, encourage attendance and ensure every learner is ready to learn. Education remains the most powerful tool to defeat poverty, unemployment and inequality.

Let us build a culture of learning and excellence. Forward to quality education for all!

The ANCYL Amathole Region, through the Mnquma Sub-Region, will conduct a Back To School Campaign to encourage discipline, punctuality and commitment to learning led by Cde Zuko Lugalo the Regional Secretary of Amathole Region.

On 30 January 2026, we will visit Ward 23 – Mabobothi SSS (07h30) and Ward 7 – Zazulwana SSS (10h00) to motivate learners and engage school stakeholders in protecting teaching and learning.

We call on parents, SGBs and the community to work together to support every learner to succeed.

STATEMENT OF THE AFRICAN NATIONAL CONGRESS YOUTH LEAGUE (ANCYL) IN AMATHOLE REGION FOLLOWING THE SUCCESSFUL 4TH REGIONAL CONGRESS

The African National Congress Youth League (ANCYL) in the Amathole Region successfully convened its 4th Regional Congress from Thursday, 31 July 2025, at Zovuyo Hotel, Ndabakazi N2, under the theme: “Youth Unity and Organisational Renewal for Economic Freedom in Our Lifetime.”

The Congress was attended by branches in good standing, alliance partners, leaders of the ANCYL, and invited guests. It was a moment of reflection, renewal, and recommitment to the revolutionary task of mobilising young people behind the banner of the African National Congress and the cause of youth development.

The Congress received and adopted key reports, including the Organisational Report, Political Report, and Financial Report. These provided a thorough account of the work done by the 3rd Regional Executive Committee (REC) and outlined key challenges and tasks for the incoming leadership.

Election of the 4th Regional Executive Committee (REC)

The highlight of the Congress was the democratic election of a new leadership collective to take forward the work of the ANCYL in the Amathole Region. The Congress elected the following comrades to serve:

We express our deepest gratitude to the outgoing REC under the leadership of Comrade Bonginkosi Tshetu for steering the Youth League through a challenging period, and for laying a solid foundation for the renewal of our structures and programs.

Way Forward

The newly elected leadership commits itself to building a vibrant, disciplined, and militant Youth League that advances the interests of young people across the Amathole Region. Our immediate focus areas include:
• Rebuilding and strengthening ANCYL branches;
• Championing youth economic empowerment and job creation;
• Intensifying political education and ideological training;
• Fighting for quality education, healthcare, and access to land;
• Mobilising youth behind ANC-led community development programs.
Furthermore, the Congress resolved to convene a Special Regional General Council before the end of 2025 to finalise all outstanding matters, including the adoption of Congress Commission reports.

In our pursuit of accountable governance and youth empowerment, we declare the formation of dedicated task teams that will monitor youth development across spheres of governance and ensure efficient delivery of essential public services.

4th Regional Congress Declarations

The ANCYL in the Amathole Region supports the call for an early Provincial Congress of the ANC to renew the mandate of ANC structures and build unity and stability in preparation for the 2026 Local Government Elections.
Subsequently, we are also calling for an early ANC Regional Congress in Amathole due to the prevailing lack of coordination and the inability of the current regional leadership to provide political and organisational direction.

The 4th Regional Congress of the ANCYL in Amathole unequivocally declares its readiness to engage in the succession debate ahead of the next ANC Regional Conference. In this regard, the Youth League will lobby for the emergence of its current Provincial Secretary and ANC REC Member Comrade Zusiphe Francisco Dyantyi as the next ANC Regional Secretary. We believe Comrade Dyantyi embodies the values, discipline, and progressive vision required to advance the renewal agenda of the ANC and strengthen its organisational capacity in the region.

The challenges faced by the ANC in Amathole Region require leaders that know and understand the challenges faced by our movement and the people in depth, those who possess fundamental skills and expertise to run an organisation faced with complex challenges we are faced with.

The ANCYL Mbhashe Sub Region Condemns the Politically Motivated Manipulation of the Ward Delimitation Process

The African National Congress Youth League in the Mbhashe Sub Region condemns the ongoing agency capture of the Municipal Demarcation Board (MDB) by manipulating the ward delimitation process. We are deeply disturbed by the apparent use of this process to pursue narrow political interests, rather than to promote equitable representation and improved service delivery.
The draft ward boundaries currently under consideration in several areas of Mbhashe reflect unjustified shifts that threaten to destabilize communities without proper consultation. These proposals have, in many cases, been developed without meaningful engagement with ward councillors, ward committees, or the very communities that are directly affected. This blatant exclusion undermines the democratic spirit and transparency that the delimitation process is meant to uphold.

There is growing concern over the reallocation of rural communities into urban wards and vice versa, often without any consideration of existing community structures, service delivery arrangements, or geographic logic. Such changes are not only irrational but also destructive to local governance and development planning.
Equally troubling is the MDB’s failure to verify the stability of voter populations through analysis of previous voters’ rolls. In many urban townships and semi-urban areas, voter rolls are populated by non-permanent residents, including students attending local institutions and temporary workers concentrated around commercial zones. Drawing permanent ward boundaries based on transient populations undermines the legitimacy and sustainability of local government representation. The Public Participation units bear the responsibility of ensuring that communities have confidence in Local Government institutions by ensuring that opinions of the public are considered in delimitation processes. The ANCYL will not be silent in the capturing of Government entities (Municipal Public Participation and the MDB) to individuals who are dislodging members for interests of a minor constituency.
We believe this manipulated delimitation process is being weaponized to influence political outcomes and silence authentic community voices. The long-term consequences of these actions will be felt in the form of disrupted service delivery, poor representation, and deteriorating trust in democratic institutions.
We therefore call on the Municipal Demarcation Board to:

Immediately suspend all questionable delimitation proposals pending inclusive and transparent consultations.
Disallow boundary changes that are politically motivated and not in the interest of community development.

Undertake a comprehensive review of voter data and residency patterns to inform a legitimate, community-driven process.
The ward delimitation process must be about people, not client politics. Our communities deserve fair representation, stable governance, and service delivery that meets their needs — not decisions made behind closed doors to serve short-term political agendas.
