As part of Government’s continued efforts to protecting and empowering women and children, taking a firm stand against all forms of abuse, alleviating poverty, and restoring dignity during the 16 Days of Activism against violence towards women and children, MEC Tasneem Motara handed over government subsidised houses to deserving beneficiaries at Dan Tloome Mega Project.

Empowered women with secure homes have the strength to break free from abuse—whether it’s domestic violence, financial exploitation, or other forms of mistreatment.

One of the beneficiaries who found herself and 3 children destitute because of abuse received a house from the Department through the support of social workers from A re Ageng, a shelter for abused women and children in Westonaria which the Department built through its Corporate Social Initiative Programme in 2011. This is proof that the fight against abuse can be conquered through collective effort.

The Gauteng Department of Human Settlements handed over 150 title deeds in Krugersdorp, Munsieville Ext. 9 as a guarantee of land ownership to deserving beneficiaries. Beneficiaries included: Child headed homes, elderly and people living with disabilities.

The Department of Human Settlements Title Deeds programme is a strategic initiative designed to formalize land ownership and provide security of tenure to rightful beneficiaries.

The hand over of title deeds was paired with an information sharing session with the community of Munsieville Ext. 9 on how to protect their title deeds, registration of indigency with the municipality, drafting of wills and applying for social grants.

The second leg of the site visits focused on inspecting incomplete housing projects at Jabulani Hostel, Lawley 2, Orange Farm 8Xb, and Drieziek X3 and X4. The purpose of these visits was to discuss potential solutions for resuming the unfinished projects.

The deliberations outlined collaborative efforts between the province and municipality, the establishment of a legal framework to ensure project completion, the appointment of a contractor, and the implementation of measures to prevent vandalism and illegal occupation.

The MEC and MMC concluded their visit at Vlakfontein Farm to assess progress on the alternative electricity project implemented by the City of Johannesburg.

Who can apply?

FLISP Applicants must meet the following qualifying criteria:

RSA citizens with a valid ID or permanent residents with valid permit

Over 18 years and competent to legal contract.

Never have been benefitted from Government Housing Scheme before.

Have an approval in principle of home loan from accredited South African banks.

First time home buyer, earning from R3501 to R15 000 per month.

FLISP is for residential properties in formal towns where transfer of ownership and registration of mortgage bond is recordable in the Deeds Office.

Important Documents

RSA Bar coded ID or Bar Coded permanent residence permit.

Birth certificates/RSA IDs of all financial dependents (where applicable).

Proof of foster children guardianship (where applicable).

Marriage certificates, civil union certificate or cohabiting affidavit (where applicable).

Divorce settlement (where applicable).

Proof of monthly income.

Home loan approval in principle/ Grant letter from an accredited Lender.

Agreement of sale for the residential property.

Building Contract and approved Building Plan (where applicable).

What is FLISP?

Financed Linked Individual Subsidy Program, better known as FLISP, was developed by the Department of Human Settlements to enable sustainable and affordable first time home-ownership opportunities to South African citizens and legal permanent residents earning between R3501 and R15 000 per month (the “affordable” or “ gap” market). Individuals in these salary bands generally find it hard to qualify for housing finance. Their income is regarded as low for mortgage finance, but too high to qualify for the government “free-basic-house” subsidy scheme.

I am single and have a child, can I apply for a housing subsidy?

Yes, if you comply with other qualifying criteria you may apply. This means over 21 years of age or previously legally married.

If my husband and I received a housing subsidy and we are now divorced, can I get a subsidy again?

Normally when a marriage is terminated the assets of the marriage arrangements is divided by mutual agreement or by order of the court. This implies that if you had a house you would have received a benefit from the property when the marriage was terminated. If however this is not the case and you have lost everything, the MEC may after investigating your circumstances decide to give you a new subsidy should you qualify in all other respects
