Does a clean audit opinion translate to service delivery?

A "clean audit", technically an unqualified opinion with no findings, means all three boxes were ticked. It means that its financial statements and performance report give a transparent and credible account of its finances and its performance against the set targets.

But here is the distinction: an audit is a report on processes and records. It tells us that the money is accounted for and the reporting is credible. It does not necessarily tell us if the service provided was of high quality or if it actually met the needs of the community. SABC Education
