PUBLIC NOTICE | The New Horizon Library remains closed to the public whilst Bitou attends to the Emergency repairs at the library.

For now, the library remains closed for borrowing of materials but is open from 09:00 – 14:00 daily to take in Library materials.

The public is encouraged to return any late or overdue library materials as there is staff on-site to collect it.

Bitou Municipality Continues Title Deed Handover Programme in Kranshoek

The Bitou Municipality Human Settlements Section continued its Title Deed Handover Programme in Ward 7, Kranshoek, earlier today, 24 June 2026, where 21 title deeds were handed over to their rightful owners.

The programme was attended by the Executive Mayor, Cllr Jessica Kamkam, Ward 7 Councillor Cllr Annelise Olivier, and officials from the Human Settlements Section.

Residents were advised that title deeds are original legal documents and should be kept in a secure and safe place. Unlike ordinary documents, title deeds contain security features and watermarks, making them difficult to replace if lost.

Addressing the beneficiaries, Executive Mayor Cllr Jessica Kamkam acknowledged the lengthy delays experienced in the processing of title deeds and apologised to residents who had patiently waited for many years.

“We appreciate the patience shown by our residents. While the process took longer than expected, we are pleased that families now have official proof of ownership of their properties,” said the Mayor.

She further assured residents that the municipality would continue working hard to address the backlog and ensure that more title deeds are delivered to deserving beneficiaries.

The Mayor also informed residents about the upcoming Free Will Week scheduled for September. She encouraged community members to take advantage of the opportunity to draft wills in order to protect their loved ones and ensure that their properties and assets are properly administered in the future.

“A will helps protect the interests of your family and loved ones, especially regarding ownership of houses and land, even after you are no longer here,” she said.

The Mayor added that there are still many residents awaiting title deeds and appealed to them to remain patient as additional title deeds are expected to be processed and issued.

In her welcoming remarks, Cllr Olivier described the occasion as an important milestone for beneficiaries, noting that title deeds often take a long time to be processed and issued.

Councillor Olivier urged residents to take good care of their title deeds, emphasising that their value far exceeds the paper on which they are printed, as they serve as proof of legal ownership.

Mr Anthony Fourie from the Human Settlements Section warned residents against selling their houses without carefully considering the consequences. He also stressed the importance of safeguarding title deeds, explaining that replacing a lost title deed requires a formal application through attorneys to the Deeds Office, which involves additional costs.

Residents who were invited to collect their title deeds but were unable to attend the handover ceremony are requested to visit Ms Sinovuyo Krabi at the Human Settlements Offices. Beneficiaries must bring their identity documents as indicated in their notification letters, and married beneficiaries are required to be accompanied by their spouses.

OPPORTUNITY | Youth Driver's License Development Programme

The Road Accident Fund in conjunction with Bitou Local Municipality will be implementing the Youth Driver Development Programme (YDDP) which seeks to identify and provide training for unemployed youth to receive Code10 and Code 14 Learners and Driver’s License as well as Professional Drivers License Permit (PrDP).

Criteria:
Must be between the ages 23 and 34;
Must have passed matric from any one of the High Schools within the Bitou Municipal Area;
Parents and or Applicant must be a ratepayer(s) of Bitou Municipality;
Must be medically fit to drive heavy vehicles;
Must be willing to build a career as a professional driver;
Must be coming from rural or peri-urban areas. Preference should be given to youth from disadvantaged background and or informal settlements.
