She stressed that early childhood development is crucial because its impact lasts a lifetime and lays the foundation for future learning and wellbeing.

"The early childhood development of children is crucial as it has a lifetime impact," said Ms. Zuluza-Njakazi.

Dr J. Kotze, Director: ECD, together with the Education Outcomes Fund team, outlined the primary objective of the fund. The fund will incentivise and reward verified outcomes in Early Childhood Care and Education to expand quality, safe, and accessible ECD services for children. Payments are triggered only when Early Learning Programmes meet agreed targets for access, safety, quality, and child development, ensuring accountability and measurable impact.
