Dreams Within Reach as MEC Rodgers Supports Aspiring Accountant

There were tears of joy at the KwaZulu-Natal Treasury Ministry offices on Thursday, 28 May, when MEC for Finance, Mr. Francois Rodgers, handed over an iPad device to Ms Silindokuhle Mdolomba, a matriculant from Nsikayethu Comprehensive Secondary School, Pietermaritzburg.

Ms. Mdolomba was among several learners invited to attend the tabling of KwaZulu-Natal’s R168.2 billion budget for the 2026/27 financial year in March. Following the event, she wrote an email to MEC Rodgers, requesting technical support as she navigates her critical final year of high school.

Moved by her heartfelt appeal, MEC Rodgers resolved to assist.

Ms. Mdolomba was accompanied by the Deputy Principal of Nsikayethu Comprehensive Secondary School, Mrs. Emelda Mongoato, who received the device alongside her. On behalf of Ms Mdolomba’s family, teachers, and the wider community, Mrs. Mongoato expressed sincere gratitude to the MEC.

“We are deeply honoured to have this rare opportunity to meet with you in person. This gift will undoubtedly motivate her as she prepares for her final examinations,” said Mrs. Mongoato.

Ms. Mdolomba shared that she comes from a humble background but aspires to become a Chartered Accountant. To realise this ambition, she plans to enrol at the University of the Western Cape upon completing her matric.

This act of support by MEC Rodgers is not an isolated gesture. It forms part of a broader vision to empower and develop learners across KwaZulu-Natal. In April, the MEC launched the Digital Access Programme, which included the handover of computer sets to schools in the iLembe, uMgungundlovu, and Sisonke districts - benefiting hundreds of learners.

“Developing our youth is central to our vision of building an ethical and capable KwaZulu-Natal, characterised by economic growth, innovation, and improved safety and security,” said MEC Rodgers.

Under his leadership, the KwaZulu-Natal Provincial Treasury will continue to fund tertiary education for underprivileged students, provide internship opportunities, and train aspiring accountants, among other initiatives.

“Through collaboration with National Treasury and the KwaZulu-Natal Department of Education, we have ensured that schools will receive the financial support required, with every rand directed towards supporting our learners,” Rodgers said.

KWAZULU-NATAL TREASURY SECURES FUNDING SUPPORT FOR SCHOOL PAYMENTS

KwaZulu-Natal (KZN) Treasury has secured a R2 billion advance of funds from National Treasury to enable the provincial Department of Education to meet its critical obligation of transferring norms and standards payments to schools across the province.

MEC for Finance, Mr Francois Rodgers, said:

"This intervention demonstrates our unwavering commitment to protecting service delivery in the education sector. Through collaboration with National Treasury and the KZN Department of Education, we have ensured that schools will receive the financial support required, with every rand directed towards supporting our learners."

Approved on 26 May 2026, the advance funds that are being provided follow cash flow constraints at the provincial level and ensures that payments to schools are not disrupted.

“The provincial fiscus remains constrained, however, this front loading advance does provide some immediate relief to the education sector,” added MEC Rodgers.

National Treasury have indicated that the funds are earmarked for norms and standards transfers to schools. Priority is to be given to settling historic debt due to funding limitations.

KwaZulu-Natal Treasury will continue to work towards ensuring financial stability to protect the future of our children and the province.

This initiative reflects strong collaboration between Provincial Treasury, National Treasury and the Department of Education to safeguard educational service delivery across KwaZulu-Natal.

KZN TREASURY REITERATES CALL FOR MFMA COMPLIANCE AS GPU SUMMONS MUNICIPALITIES WITH POOR FINANCIAL MANAGEMENT RECORD

KwaZulu-Natal (KZN) Provincial Treasury notes with concern the findings of the National Treasury Strengthening Municipal Financial Management – MFMA Compliance 2024/25 report, which points to worsening financial management and governance challenges across municipalities, including rising unauthorised, irregular, fruitless and wasteful expenditure, now at R268.13 billion.

Of particular concern is that municipalities in KZN, alongside the Eastern Cape, have been flagged for elevated fiscal risks. This is compounded by unsustainable expenditure patterns, including overtime spending exceeding R316 million, placing further strain on already constrained municipal budgets.

KZN Treasury supports the national call for stricter adherence to the Municipal Finance Management Act (MFMA), improved internal controls, strengthened supply chain management (SCM) units, and firm consequence management to restore accountability and public confidence.

KwaZulu-Natal MEC for Finance, Mr Francois Rodgers, said:

“These findings are a stark reminder that sound financial management and accountability are non-negotiable. Municipalities must strengthen controls, ensure credible reporting, and decisively address financial misconduct.

We welcome the decision by the Provincial Executive Committee of the Government of Provincial Unity to request presentations from the top 10 municipalities with the highest levels of irregular, fruitless and wasteful expenditure.

This intervention will assist in shedding light on the underlying challenges and inform the necessary corrective measures required to remedy the situation.”

KZN Treasury remains committed to supporting municipalities to improve compliance and build institutional capacity. The department will continue to work collaboratively to build a capable and ethical state, ensure sustained service delivery, and deliver long-term benefits to our communities.

UMKHANYAKUDE CABINET OSS: KwaZulu-Natal MEC for Finance Francois Rodgers restored dignity and respect when he handed over keys for a brand new house to Themba Mbuyazi (54) at Siphahleni area in uMkhanyakude District today.

“This Government wants to restore dignity to people. We care,” said MEC Rodgers.

He was deployed to uMhlabuyalingana Local Municipality Ward 2 to listen to service delivery issues during the Premier’s Operation Sukuma Sakhe/District Development Model Cabinet Imbizo Day.

Mbuyisa was overwhelmed with excitement. “It’s a blessed Wednesday for me! Government built me a house I would have only dreamt of,” he said with tears in his eyes.

MEC Rodgers kicked the day off with a morning briefing session with government officials.

Officials from the Department of Social Development told MEC Rodgers of the Mbuyisa case.

MEC Rodgers also raised concerns about service challenges.

He pointed out that local economy was reliant on tourism, however, poorly-maintained roads could dent tourism.

MEC Rodgers also cautioned businesses from hiring undocumented workers, saying that employers found in violation should be fined, with the proceeds directed to the government for redistribution to frontline departments.

Clean water supply, outstanding housing projects, limited local farming opportunities, and the need for disability skills development and women empowerment programmes were also highlighted as challenges facing the northern border district.
