UMGUNGUNDLOVU STRENGTHENS ONE-GOVERNMENT APPROACH THROUGH DDM POLITICAL HUB

uMgungundlovu District Municipality today convened its District Development Model (DDM) Political Hub, bringing together the District’s National DDM Champion, Deputy Minister Morolong, political leadership from the uMgungundlovu family of municipalities, senior government officials and key stakeholders. The sitting forms part of the District’s commitment to the DDM approach introduced by President Cyril Ramaphosa in 2019, to break down the silo mentality in government and strengthen coordinated planning, budgeting and service delivery across all three spheres of government.

Welcoming the sitting, District Mayor Cllr Mzi Zuma said uMgungundlovu has made significant progress in implementing the model, with both its Technical and Political Hubs functioning and meeting regularly to address matters affecting communities. “We have lived up to that commitment as uMgungundlovu District. We are one of those municipalities where the District Development Model structures are functioning optimally,” said Mayor Zuma, emphasising that the platform enables government to collectively identify challenges and find solutions rather than planning and operating in isolation.

High on today’s agenda are catalytic projects requiring intervention from provincial and national government, including the planned Smart City development in Cato Ridge under Mkhambathini Municipality. The District is engaging investors towards establishing a Midrand -type development in the area, but Mayor Zuma stressed that investment must be supported by adequate bulk infrastructure. A key requirement is a wastewater treatment plant capable of accommodating the scale of development planned for the area, with an intervention required from the national Department of Water and Sanitation to help unlock the project and pave the way for further investment.

The Political Hub also received a critical presentation from the Independent Electoral Commission (IEC) on election readiness and the support required from municipalities. Mayor Zuma said successful elections depend on coordinated support, including reliable water and electricity at voting facilities, accessible roads and other infrastructure necessary for the IEC to execute its mandate. The platform therefore allows municipalities and the IEC to plan together and address possible challenges ahead of the elections.

With examinations scheduled to begin on 30 October, the Department of Education also presented its state of readiness and identified areas where support may be required from municipalities and other stakeholders to prevent disruptions. Mayor Zuma said this demonstrates the importance of the DDM Political Hub as a coordinating platform where government departments and municipalities can collectively prepare for programmes and services that directly affect communities across the District.

uMgungundlovu remains committed to the One Plan, One Budget approach, with its DDM structures fully functional and government programmes across the District increasingly aligned. Continued cooperation between national, provincial and local government is critical to unlocking strategic projects, addressing service delivery challenges and ensuring that government makes a greater impact on the ground. “This is the spirit of the District Development Model, and this is how we should be operating,” said Mayor Zuma.
