The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs is mandated to oversee the socio-economic transformation in the province. It therefore leads the policy and strategic initiatives directed at promoting development and growth in various sectors of the economy. However, to achieve its objectives, the Department has to co-operate with various stakeholders and soc

ial partners that include the private sector and civil society. National and provincial legislative, policy and strategic frameworks guide the operations of the Department. Some of the national acts that are critical to the operations of this portfolio are the Constitution of the Republic of South Africa, particularly Schedule 6 which stipulates the competences of the provincial government on matters of economic development and the Public Finance Management Act (PFMA) among other sector specific acts. The Department’s operations are also guided by a number of national policies and strategies, which include among others:

• New Growth Path (NGP)
• Industrial Action Plan (IPAP2)
• National Development Plan (NDP)
• Local Economic Development (LED) policy guideline;
• South Africa Trade policy framework
• Green economy framework
• Mining beneficiation strategy
• National Spatial Economic Development Perspective (NSDP)
• Special economic Zones (SEZs) Bill and policy, and
• A number of sector specific strategies. The provincial government has aligned to these acts and policies and the Department’s mandate is further guided by the following provincial acts and strategies, among others:

• Ithala Act,
• Tourism Act,
• Liquor Act, Business Act,
• Dube Trade Port act,
• BEE Act,
• Film Commission Act,
• Trade & Investment Act,
• Provincial growth & Development Strategy (PGDS),
• Provincial Spatial Economic Development Strategy (PSEDS),
• Export Strategy,
• Industrial Development Strategy (IDS),
• Investment Promotion Strategy,
• Green Economy Strategy,
• Airport Strategy,
• SMME strategy, Co-operative Developments strategy,
• Youth Economic Empowerment Strategy,
• Informal Economic Policy. The emphasis in most of the current policies and provincial strategies is the issue of addressing the triple challenges of poverty, unemployment and inequality. The main policy discussions currently are centred on the following:

• Job Creation,
• Special Economic Zones (SEZ),
• Beneficiation/Value Addition,
• Infrastructure Development,
• Rural Economic Development,
• Skills Development,
• Economic Transformation,
• Trade Policy,
• Spatial Economic Development. The above legislations, policies and strategies are critical to direct the vision and mandate of the Department. One of the primary focus areas of the Department in the forthcoming five-year strategic planning horizon should be effective implementation of the aforementioned policies and strategies. It is only through efficiency in the implementation of these legislations, policies and strategies that the organisation can meaningfully contribute to the fight against the triple challenges of development as mentioned above. For the Department to be able to cost-effectively implement is mandatory policies and strategies is made up of various programmes that constitute distinct but complementary functions that are related to the basic strategic mandate of the organisation. These include functions that are actively involved in the implementation of strategy and those focusing on the provision of corporate support services to ensure compliance and governance of the resources deployed for the delivery of services. Below is the list of programmes that give the complete profile of this portfolio:

The Department is a public organisation that is bound by the content of the Promotion of Access to Information Act to provide information to members of the public and other stakeholders wishing to use it to access details with respect to various services offered by this organisation and its public entities. [PICTURES]Today marked a significant milestone for the Department of Economic Development, Tourism and Environmental Affairs as the MEC, Rev. Musa Zondi, officially launched and opened the new Ministry's offices at Dube TradePort, one of KwaZulu-Natal's premier economic hubs.

The relocation of the Ministry's office to Dube TradePort reflects the department's commitment to improving accessibility, strengthening investor relations, and positioning itself at the heart of economic activity in the province.

Delivering his remarks during the official opening, MEC Zondi highlighted the strategic advantages of the new location, emphasising its proximity to King Shaka International Airport in Durban. He noted that the move will greatly enhance convenience for international investors, business leaders, and stakeholders travelling from outside KwaZulu-Natal to engage wanting to engage with the MEC.

"The location of these new offices will make it easier for investors and visitors from across the country and around the world to access the Ministry. Being situated next to the airport places us in an ideal position to facilitate meetings, promote investment opportunities, and support economic growth in the province," said MEC Zondi.

The new offices are expected to strengthen the department's ability to engage with key economic partners while reinforcing KwaZulu-Natal's reputation as a destination for investment, tourism, and sustainable development.

UMKHOSI KANOMKHUBULWANE 2026

The Department of Economic Development, Tourism and Environmental Affairs joined thousands of women, cultural custodians, and traditional leaders at the KwaSokhulu Royal Residence as the annual uMkhosi kaNomkhubulwane officially commenced on 06 to 07 June 2026.

uMkhosi kaNomkhubulwane is one of the most significant ceremonies on the Zulu cultural calendar, celebrating womanhood, indigenous knowledge systems, cultural heritage, and the vital role women play in preserving traditions and strengthening communities. The ceremony serves as a platform for cultural reflection, social cohesion, and the promotion of values that have been passed down through generations.

As part of its commitment to economic empowerment and inclusive growth, EDTEA brought previously funded and trained Cooperatives and Micro, Small and Medium Enterprises (MSMEs) to the event to showcase and market their products and services. The exhibition provided valuable exposure for local businesses while creating opportunities for networking, market access, and enterprise development.

Today's programme includes a visit to the heritage site, where married women will participate in traditional cultural rituals that form an important part of the ceremony and contribute to the preservation of KwaZulu-Natal's rich cultural heritage.

EDTEA SUPPORTS LAUNCH OF PROJECT 10X UNICORN PROGRAMME

The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) participated in the launch of Project 10x Unicorn, an Enterprise and Supplier Development Programme hosted at the KZN Oils offices in Durban.

Implemented in partnership with KZN Oils and the eThekwini Municipality, the programme was designed to accelerate the growth, competitiveness and market readiness of emerging Micro, Small and Medium Enterprises (MSMEs).

Twenty businesses from various sectors, were selected to participate in the 10-month programme. EDTEA’s role is to provide market access readiness support, equipping participants with the knowledge, tools and frameworks needed to access new markets and grow their businesses.

The initiative forms part of ongoing efforts to strengthen enterprise development, promote inclusive economic growth and support the sustainability of local businesses in KwaZulu-Natal.

JOZINI WASTE MANAGEMENT & CIRCULAR ECONOMY TECHNICAL ENGAGEMENT PROGRAMME

The Department of Economic Development, Tourism and Environmental Affairs, through its Environmental Directorate, in conjunction with the Jozini Local Municipality, held the Jozini Waste Management Programme on 5 June 2026 at Mkuze Airport under the theme: "Turning Trash into Riches: Towards Poverty Alleviation, a Healthy Environment and the Creation of Job Opportunities for the Benefit of Jozini Citizens."

The programme aimed to educate waste pickers on how they can transform the waste crisis into circular economy opportunities, improve waste management practices, understand policies related to the waste economy, and explore the various opportunities available within the waste sector and its regulatory framework.

Key stakeholders that participated in the programme included METPAC-SA, which delivered a presentation on the Waste Pickers Integration Policy and the waste picker registration process, as well as the uMhlosinga Development Agency, the Department of Forestry, Fisheries and the Environment's Local Government Support (LGS) unit, Pecto, PRO Alliance, and Thando Solutions.

[PICTURES] Today, the Department of Economic Development, Tourism and Environmental Affairs (EDTEA), led by MEC Rev. Musa Zondi, presented its 2026/27 Annual Performance Plan and Budget to the Portfolio Committee on Economic Development and Tourism at the KwaZulu-Natal Legislature.

The presentation outlined the Department’s strategic priorities, key programmes, and budget allocations aimed at driving economic growth, creating sustainable employment opportunities, strengthening the tourism sector, and advancing inclusive development across KwaZulu-Natal.

In fulfilling its oversight role, the Portfolio Committee engaged with the Department’s plans and resource allocation framework before exercising its mandate to consider and vote on the Annual Performance Plan and Budget.

EDTEA remains committed to ensuring that public resources are utilised effectively to deliver meaningful socio-economic development and improve the lives of the people of KwaZulu-Natal.
