NWPL SPEAKER MOTSUMI JOINS PREMIER MOKGOSI AND MEC MOSENOGI AT AUDITOR-GENERAL'S 2025/26 PFMA ROADSHOW TO STRENGTHEN ACCOUNTABILITY IN NORTH WEST

The Speaker of the North West Provincial Legislature, Hon Viola Ntsetsao Motsumi, today joined the Premier of the North West, Hon Lazarus Mokgosi, and the MEC for Provincial Treasury, Hon Kenetswe Mosenogi, during the Auditor-General of South Africa's 2025/26 PFMA Roadshow held at Sun-City Resort.

The high-level engagement, led by the Auditor-General, Ms Tsakani Maluleke, presented the 2025/26 PFMA audit outcomes for the North West Province to the political leadership, Accounting Officers, Chief Financial Officers and oversight structures.
The Hon Speaker was flanked by the Premier and the MEC for Provincial Treasury in a demonstration of united political leadership in confronting audit outcomes and committing to clean governance.

Hon Motsumi said accountability is at the heart of good governance.

"This roadshow strengthens oversight, promotes responsible use of public resources and builds public confidence in government. Audit outcomes are not just numbers; they are about service delivery, about classrooms, clinics and roads. As the Legislature, we will ensure that findings are not just noted, but that consequence management and credible improvement plans are implemented and tracked through our Portfolio Committees," said Hon Motsumi.

The North West Provincial Legislature will now schedule dedicated oversight sessions with affected departments, table the AG's report for Committee scrutiny, and publish a quarterly audit accountability tracker.

North West Legislature Public Accounts Committee Applauds Intervention Programmes of Department of Cooperative Governance, National and Provincial Treasuries in Municipalities

The North West Provincial Legislature Public Accounts Committee chaired by Hon. Motlalepula Rosho has applauded the intervention programmes of the Department of Cooperative Governance and Traditional Affairs and National and Provincial Treasuries of the Mandatory Financial Recovery Plans initiated in local municipalities in the province. This follows the last round of Municipal Finance Management Act public hearings of the 2024/25 audit outcomes the Committee held with Ngaka Modiri Molema District, Madibeng, Mahikeng, Ramotshere, Tswaing and Ratlou Local Municipalities.
The plans were invoked in terms of governance, financial management, institutional capacity and service delivery under Section 139(5)(c).

Hon. Rosho said financial recovery plans have been welcomed by both administrative and political wings of district and local municipalities. “Unlike in the past where there was general resistance on government intervention programmes in municipalities, we want to celebrate progress registered as the interventions are finally showing positive results as they are aimed at stabilising service delivery and revenue enhancement, supply chain management processes, billing systems and infrastructure projects.
“We also want to praise the support from SALGA as a support structure. Municipalities have been able to address recommendations of audit findings, Post Audit Action Plans and investigations and consequence management on the increasing unauthorised, irregular and fruitless and wasteful expenditure and material irregularities. Some municipalities are also moving from the rescue to stabilisation phases such as Ramotshere who have exited the intervention programme after successfully implementing its recommendations,” said Hon. Rosho.

The Committee noted the improvement in most municipalities but also noted that Madibeng is still at rescue phase and are hopeful that they will finally get to stabilisation phase.
“We’ve also noted that this Financial Recovery Plan is turning the tide in the municipalities by enforcing consequence management in the Budget and Treasury and Performance Management Units (PMU); terminating endless irregular contracts and underperforming contractors and dealing with material irregularities.,” said Hon. Rosho.

She said the municipalities must submit detailed reports on the work done by the intervention team; litigations and legal cases and costs incurred; investigations conducted by the Municipal Public Accounts Committees and their close-out reports at the end of the current term and copies of the latest unauthorized, irregular and fruitless and wasteful expenditure (UIF& W) Reduction Strategy as well as an implementation Plans with clear timelines.
“The municipalities should also submit reports on post audit action plans; the skills transfer from consultants appointed for the compilation of annual financial statements for audit periods and oversight work done by the committees of council,” said Hon. Rosho.

North West Legislature Speaker, Hon. Ntsetsao Viola Motsumi Receives Memorandum from Deaf Community during Deaf Awareness Month

Mmabatho - The Speaker of the North West Provincial Legislature, Hon. Ntsetsao Viola Motsumi, this morning officially received a memorandum from the Deaf Community during a march held to launch Deaf Awareness Month - September. The march, organized by the Deaf Community in collaboration with the Pan South African Language Board (PanSALB) North West Provincial Language Committee (PLC), chaired by Adv. T. Mokaleng, and supported by the North West Department of Arts, Culture, Sports and Recreation, converged at the North West Provincial Legislature at 10h00.

The memorandum was received on behalf of the Legislature by the Speaker, Hon. Motsumi, following a formal request dated 28 August 2026 from PanSALB PLC through the Secretary to the Legislature, Adv. L.I Netsh*tumbu. According to PanSALB, the memorandum highlights critical issues affecting the Deaf community in the North West Province and advocates for the promotion, protection and development of linguistic human rights of Deaf persons, with specific emphasis on the effective implementation and use of South African Sign Language (SASL) across all public institutions.

The march forms part of the national launch of Deaf Awareness Month, observed annually in September to celebrate Deaf culture and promote SASL as an official language, under the theme _"One nation, many languages."_

Speaker's Commitment on receiving the memorandum, Hon. Motsumi committed that the Legislature will not treat the memorandum as symbolic. "Language rights are human rights. Today you reminded us that true democracy must be seen, heard, and signed. This memorandum will be formally tabled and referred to the relevant Portfolio Committee for processing and a formal response within 14 working days," said Hon. Motsumi.

The Speaker further committed to three interventions:Visibility - Ensuring SASL is visible in House sittings, public hearings and oversight programmes. Accessibility Auditing the accessibility of the Legislature to Deaf persons.Accountability - Tracking implementation of the issues raised. The Legislature thanked PanSALB, its North West PLC, the Department of Arts, Culture, Sports and Recreation, and all stakeholders who supported the Deaf Community.

The Legislature reiterates its commitment to inclusive governance and language rights for all.

NORTH WEST PROVINCIAL LEGISLATURE DEMANDS ACCOUNTABILITY ON PETITION MATTERS

The North West Provincial Legislature’s Standing Committee on Legislative Review and Implementation of Resolutions of the House, led by Chairperson Hon. Tebogo Modise, has called for further engagement with relevant government stakeholders on a petition submitted to resolve conflicts within traditional leadership structures and ensure that all outstanding related matters are comprehensively addressed.

The Committee convened at the Rustenburg Civic Centre on Thursday, 03 September 2026, to consider the petition and receive a briefing from the Department of Cooperative Governance and Traditional Affairs (COGTA), and the Office of the Premier, on the investigations undertaken, the outcomes thereof and the feedback provided to the petitioners.

A key focus of the engagement was to establish whether the recommendations previously made by the Committee had been adequately considered in order to resolve the petition.

The Committee expressed concern over the non-attendance of the Head of Department of COGTAT to the meeting, emphasizing that the participation of an Accounting Officer and senior officials is critical in ensuring that matters brought before the Legislature receive the necessary attention, oversight and accountability.

“The Legislature has a responsibility to ensure that petitions are not merely processed, but that the concerns raised by petitioners receive meaningful consideration and appropriate responses. Our role is to ensure that the resolutions and recommendations of the House are properly considered and that petitioners receive satisfactory and accountable responses,” said Hon. Modise.

Following the engagement, the Committee resolved that a follow-up meeting be convened with all relevant stakeholders, including the Office of the MEC, the Department of Cooperative Governance and Traditional Affairs and the Department’s legal advisors.

The follow-up engagement will seek to clarify the outstanding issues, assess whether the Committee’s recommendations were properly considered and obtain a comprehensive response regarding the manner in which the petition was investigated, processed and ultimately addressed.
