Universal Service and Access Agency of South Africa The Agency is an administrative arm of the Universal Service and Access Fund (USAF), which is established through Section 87 (1).

USAASA, established under the Electronic Communications Act, is dedicated to promoting universal access to ICT services, ensuring connectivity and digital inclusion for all communities in South Africa. The strategic mandate of the Fund is to provide grants for the construction and extension of the Information and Communications Technology (ICT) infrastructure in under-serviced areas, and also give

subsidies to needy persons towards the cost of ICT provision, access and usage. USAASA manages the Universal Service and Access Fund by properly identifying Fund beneficiaries, identifying beneficiary needs, develop and implement community projects that will positively benefit identified beneficiaries, and change the lives of the people for the better. The Fund beneficiaries range from under-serviced areas as defined and published by the Independent Communications Authority of South Africa (ICASA), identified communities in which the Agency has deployed public access centres, poor households benefiting from the Set Top Box Subsidy Scheme and persons with disabilities.

Today, we honour the courage of the youth of 1976 and celebrate the young people who continue to shape South Africa's future.

As we mark the 50th anniversary of the Soweto Uprisings, we reflect on this year's theme:

"Our National Commitment to the Future, for Freedom Lives in Every Generation."

This theme reminds us that the future of our country lies in the hands of its young people. Their ideas, creativity, resilience and determination have the power to drive meaningful change and build stronger communities.

πŸ“‘ WHAT IS DTT?

South Africa is transitioning from analogue television broadcasting to digital broadcasting through the Broadcasting Digital Migration (BDM) programme.

To support this transition, the South African Government is providing free USAASA subsidised decoders to qualifying low-income TV-owning households.

Through the Broadcasting Digital Migration programme, USAASA
supports digital inclusion by overseeing the subsidised set-top box rollout process for qualifying households, helping ensure broader access to digital television services across South Africa.

The Universal Service and Access Agency of South Africa (USAASA) has published the Draft Universal Service and Access Fund (USAF) Manual for public comment in the Government Gazette.
