Mpumalanga Department of Public Works, Roads and Transport Provision of integrated transport system and public infrastructure within Mpumalanga Province.

PROGRAMMES



Administration



Administration serves as a support function to the other programmes, namely: Roads Infrastructure, Public Transport and Traffic Management, Property and Facility Management and Community Based Programme. Services that are rendered by this programme are: Communication, Legal Services, Internal Audit, Special Programme and Transformation, Human Resource Management,

Human Resource Development, Integrated Planning, Financial Management Services, Risk Management, Supply Chain Management as well as Government Motor Transport. Public Works



The programme is responsible for the provision, management and maintenance of provincial building infrastructure and equipment. It is also responsible for the provision of project management services to client departments to ensure that new capital projects are implemented effectively. Transport Infrastructure



The main functions of this programme are to provide and maintain the provincial road network. It is responsible for maintenance of road network and bridges in the province. The programme executes the functions through planning, design, maintenance and construction-sub programmes. Transport Operations



Transport Operations is mandated to provide affordable, safe, reliable and sustainable transport system as well as the implementation of the taxi recapitalization project. The restructuring of bus subsidy system to incorporate taxis, the revitalization of provincial freight rail network and investigation into the introduction of passenger rail services as well as promotion of non-motorized transport are all key programmes implemented. The programme consists of transport planning, public transport infrastructure, regulation and control, empowerment and institutional management, operator safety and compliance, office of the registrar and office of the operating licensing board. The Expanded Public Works Programme in the province consists of the following sub-programme EPWP co-ordination, Monitoring and Evaluation, Enterprise Development and Training as well as National Youth Service.

OVERSIGHT: On Friday, 2 July 2021, MEC Mohita Latchminarain started her work schedule with the Executive Mayor of Steve Tshwete, Cllr Diphale Motsepe, MMC for infrastructure, Cllr Johan Mashianne and HOD Mr. Charles Morolo conducted an oversight visit to the DSD Cost Centre in Middelburg.

The purpose of the oversight visit was to assess the working conditions of the building following a complain that the building was no longer compliant with the health and safety standards. Department of Public Works,Roads and Transport is the custodian of all provincial government buildings across the province and must ensure all government buildings adhere to public safety and health regulations.

According to MEC Latchminarain the Department will conduct an extensive consultation with other client Departments to assess their maintenance needs on their buildings in line with the pronouncement made by Premier Refilwe Mtsweni Tsipane regarding a portion of the budget to be set aside for maintenance in the province.

This was the first of many oversights that the MEC will embark on going forward in the various districts across the province.

SERVICE DELIVERY ON TRACK: In a bid to fast-track service delivery, MEC Mohita Latchminarain led a delegation of senior Departmental officials to Bushbuckridge Local Municipality to introduce the contractor who has been appointed for the much anticipated construction of Mapulaneng new Hospital Phase 3A which consists of the main building of the hospital. The hospital for phase 3 it's divided into three contracts namely A,B and C.

During the session which took place on Monday, 05 July 2021, the MMC and other councillors welcomed the project with both hands as it will not only deliver the much needed infrastructure but will also create work opportunities for the locals. This is one of the major projects planned to commence in this 2021/22 financial year.

ACCIDENT IN TRANSIT: Overloading, unroadworthy vehicles and complete disregard of COVID-19 regulations define some of the unpalatable situations law enforcement authorities have to deal with on daily basis. Today (Wednesday, 30 June 2021) was no different as an overloaded bus transporting Malawi nationals heading to Gauteng Province miraculously navigated its way from Lebombo Border Post to Mbombela without brakes. Fortunately, the "accident in transit" landed itself on the hands of Transport Inspectors who were conducting their normal operation outside the City of Mbombela. As if this was not enough, the bus further broke down as it was pulled over for inspection by the law enforcement officers. Surprisingly, the only thing the passengers were worried about as one of them described it was "welding the shaft" and getting back on the road.

The bus operator was charged with two counts of contravening the National Land Transport Act no. 5 of 2009. This included conveying passengers without an operating license as well as overloading. The charges were accompanied by fines of R2500 and R2000 respectively. The bus has since been impounded.

Since similar incidents are a daily occurrence, the Department urges commuters to avoid gambling with their lives. Public transport operators are warned against any form of negligence and recklessness that may land them behind bars.

Premier Refilwe Mtsweni- Tsipane together with MEC Mohita Latchminarain were joined by MEC Sasekani Manzini during the unannounced visit at Putco bus terminal to check compliance with transport regulations and Covid-19 early in the morning from 04h30, Thursday on 24 June 2021 at Moloto.

The Premier and her entourage thereafter joined a law enforcement operation at Moloto R573 road where more than 15 Putco busses were impounded again after the operation which was held a week ago.

MEC Latchminarain was angered by the continuation of Putco by not taking serious the issue of safety for passengers.

" Amongst Other things as a Department going forward we are going to open dockets for those bus operators so that they appear in court to show cause why the busses must be released for operation" said MEC Latchminarain.

Currently the bus operators only pays the impounding fee of R2000.00 to release a bus.

UNACCEPTABLE : Those were the words of MEC Latchminarain when seeing the conditions of PUTCO busses during the ongoing law enforcement operation at Moloto R573.

" I cannot allow such public transport to operate on our roads. It shows that the service provider does not take our commuters seriously and I will ensure that our people are served with respect and dignity" said MEC Latchminarain.

She further said she will ensure that a safe and reliable public transport services must provided across the province.

So far 6 minibuses and 12 buses impounded since the operation started in the morning.

UNANNOUNCED INSPECTION : MEC Mohita Latchminarain could not wait for the sun to rise on 15 June 2021. She led a team of officials to Moloto PUTCO bus depot at 03h00am to inspect the busses before they leave to various destinations to ferry commuters in Nkangala District.

" Am here to see whether the busses are complying to safety standards and also for Covid-19 regulations on public transport " said MEC Latchminarain.

During the inspection the MEC interacted with the commuters to get first hand information about the service of the bus company.

After the inspection the MEC went to Moloto R573 road to join the Law enforcement operation which is still underway.
