✅ *TRAFFIC UPDATE: R58 AT EKHEPHINI REOPENED*

The Joe Gqabi District Municipality wishes to inform motorists that the R58 at the entrance of Ekhephini, which was temporarily affected by a protest action earlier today, has now been cleared and is fully open to traffic.

Law enforcement authorities have confirmed that the area is safe for travel, and the normal flow of traffic has resumed.

Motorists are thanked for their patience and cooperation during the disruption. Road users are encouraged to continue exercising caution and to adhere to all traffic regulations while travelling through the area.

The municipality will continue to monitor the situation and provide updates should circumstances change.

🚨 *TRAFFIC ALERT: R58 ROAD CLOSURE – EKHEPHINI* 🚨

The Joe Gqabi District Municipality advises all motorists travelling on the R58 near the entrance of Ekhephini (Barkly East) to exercise caution and avoid the area until further notice.

A protest action is currently underway, resulting in the road being blocked and traffic movement severely disrupted. Motorists are urged to seek alternative routes where possible and to follow the instructions of law enforcement officers on site.

*NOTICE | 2026 WINTER CUSTOMARY MALE INITIATION SEASON*

Joe Gqabi District Municipality joins the Province in informing communities that the *2026 Winter Customary Male Initiation Season* will officially commence as follows:

📍 *08 June 2026 – Opening for out-of-school boys*
📍 19* June 2026 – Opening for in-school boys*

🏥 Department of Health pre-screening facilities will be open from *08 June 2026 until 03 July 2026*.

Parents, guardians, and communities are urged to ensure that all initiates undergo the necessary health screening before attending initiation schools.

Let us work together to promote a safe, responsible, and dignified initiation season while preserving our cultural heritage and protecting lives.

Mr Luvuyo Mosana is the Chief Executive Officer of the Eastern Cape Socio Economic Consultative Council, a public entity committed to building a prosperous and productive Eastern Cape where all people realise their potential.

With a distinguished career in socio-economic development, Mr Mosana leads efforts to facilitate policy dialogue, design and implement growth strategies, create jobs and combat socio-economic disparities. He also packages strategic development and infrastructure projects to leverage resources from government, SOEs, and the private sector.

A holder of a Master's degree in Politics and Political Economy from Nelson Mandela University, he has further sharpened his leadership through training in Strategic Planning and Management at the University of the Witwatersrand, Public Budgeting and Fiscal Management in Sweden, and Organisational Development at the New School for Social Research in New York.

His Worship, the Mayor of Senqu has tabled the annual budget for the 2026/2027 financial year in line with the prescriptive guidelines issued by National Government. These guidelines require municipalities to adopt budgets that are realistic, affordable, financially sustainable, and supported by cost-effective municipal tariffs.



The proposed budget is structured as follows:

Total Operating Budget: R428.49 million
Capital Projects Budget: R117.96 million


Funding Sources for Capital Projects:

R38.51 million from the Municipality’s own cash-backed capital replacement reserve
R40 million from new loan funding
R39.45 million from national and provincial government grants and contributions


This budget demonstrates the Municipality’s commitment to responsible financial management, sustainable service delivery, and long-term development. The allocation of resources has been carefully considered to ensure that the Municipality continues to respond to the needs of communities while improving infrastructure, enhancing service delivery, and promoting economic growth across Senqu.
