Unanimous Decision for Draft IDP & Budget Adoption

In a Special Council Meeting held today, the Emalahleni Local Municipality Council took a unanimous decision in adopting the Draft Integrated Development Plan (IDP) and Budget for the 2026/2027 financial year.

As required, Councillors voted on the adoption of the budget tabled by the Mayor, Councillor Nontombizanele Koni. All Councillors present in the meeting voted in favour of the budget.

Other items discussed during the Council meeting included:
• Municipal Policies
• Organizational Structure
• Council Calendar

The adopted budget is a funded budget, reflecting a surplus of more than thirty thousand rand. This demonstrates the Municipality’s commitment to maintaining financial sustainability while continuing to prioritise service delivery to communities.

Completed Xhalanga Paving Project Handed Over to the Community

Today marks an important milestone in infrastructure development, demonstrating the dedication and commitment of the Emalahleni Local Municipality Council to improving the lives of residents, as the completed Xhalanga Paving Project was officially handed over to the community.

The handover was led by the Mayor, Councillor Nontombizanele Koni, accompanied by the Portfolio Head of Infrastructure Development and Human Settlements, Councillor Tandeka Kulashe, Ward 16 Councillor Nkohla Peter, Municipal Administration, the Project Steering Committee, and members of the community.

This stage of the project is vital as it provides an opportunity for all stakeholders to inspect and evaluate the work completed on site, and to identify any minor issues that may still require attention. A period of fourteen days has been provided for the correction of such issues before the final completion certificate is issued.

During the site visit, Mayor Councillor Nontombizanele Koni acknowledged the importance of community participation in the process, especially as members of the community and the Project Steering Committee highlighted areas of concern. Both the contractor and the consultant committed to addressing the identified issues with urgency.

Animal Medication Programme to Improve Livestock

Three shearing sheds have benefited from the distribution of animal medication, Dectomax, aimed at improving the health and quality of livestock. The beneficiaries are KwaPercy Shearing Shed (Ward 03), Noluthando Shearing Shed (Ward 05), and Bengu Shearing Shed (Ward 02).

This initiative forms part of Emalahleni Local Municipality’s ongoing efforts to support communal farmers and improve livestock for maximum quality wool production.

The programme is expected to benefit approximately 7 500 sheep in the area, and it will continue in the next financial year. Beneficiaries are selected through an application process.

Mayor Councillor Nontombizanele Koni officiated the event and expressed appreciation for the work being done by communal farmers, noting that their farming activities enable them to provide for their families. She further commended the farmers for the excellent work they continue to do, highlighting the growing number of sheep per shearing shed and the promising quality of wool being produced.

Consolidated Meeting of Municipal Forums

Yesterday, Emalahleni Local Municipality held a consolidated meeting of several forums, most of which form part of the Intergovernmental Relations (IGR) structures.

The first session convened was the Safety Forum under the Directorate of Community Services. This was followed by meetings of the Initiation Forum, Community Work Programme Forum, Intergovernmental Relations Forum, and the Integrated Development Plan (IDP) Representative Forum.

During the sessions, various departments presented their planned programmes and projects currently underway following the commencement of the new financial year in April. The municipality also presented the Draft IDP and Budget for the 2026/2027 financial year.

The meeting was productive, with meaningful engagements taking place and clear way-forward resolutions provided on each item discussed. Stakeholders further indicated that progress is being made on the projects currently underway.

Pre-Petition Inquiry Engagement in Ward 16

The Eastern Cape Legislature visited the community of Lower Mgwalana in Ward 16 for an engagement session aimed at gathering more information regarding the petition submitted to the Office of the Speaker in the Eastern Cape Province. The issues raised by the community relate mainly to service delivery challenges.

The meeting was chaired by Honourable Mlibo Qoboshiyane, Chairperson of the Standing Committee on Public Participation, Petitions and Public Education. Members of the Legislature who formed part of the delegation included MP Wongama Gela, MP Mandlakazi Keleku, MP Mxolisi Buya, and MP Sindile Toni.

The delegation was joined by Emalahleni Local Municipality leadership led by Mayor Councillor Nontombizanele Koni, Portfolio Head for Infrastructure Development Councillor Tandeka Kulashe, Ward Councillor Peter Nkohla, as well as representatives from various government departments.

During the meeting, community members, led by the Mgwalana Development Forum, presented concerns contained in the petition. The Legislature delegation committed to follow up with all relevant departments in order to obtain detailed feedback and progress reports on each matter raised. The delegation will subsequently return to provide feedback to the community.

The matter will be regarded as finalized once the community has received satisfactory responses to all concerns raised.
