Pan African Parliament The Pan-African Parliament, is the legislative body of the African Union. The Pan African Parliament held its inaugural session on 18 March 2004.

The Pan-African Parliament (PAP), a legislative organ of the African Union, was established in 2004 to ensure full participation of the peoples of Africa and their grassroots organisations in governance and economic integration of the continent. At present it exercises oversight, and has advisory and consultative powers provided for in current Protocol which is being revised to empower the Parliam

ent to exercise full legislative powers. Its Parliamentary representatives are elected by the legislatures of the Member States. However, when the amendment of the Protocol is finalized and adopted, Members of the continental Parliament shall be elected by adult suffrage.

It is with profound sorrow and deep sadness that I have received the sombre news of the untimely passing of Hon. Manuel Domingos Augusto, Head of the Angola Delegation to the Pan African Parliament.

On behalf of the Bureau, Parliamentarians and the entire Pan African Parliament family, I extend our heartfelt condolences to the Government and people of the Republic of Angola, the National Assembly of Angola, the Angolan delegation to the Pan African Parliament led by the 4th Vice President, Hon. Dr. Arlete Borges, and most especially to his family, friends and colleagues during this difficult period of mourning.

Hon. Manuel Domingos Augusto was a distinguished statesman, an accomplished diplomat and a committed Pan-Africanist whose dedication to the ideals of African unity, peace and development earned him the admiration and respect of his peers across the continent. His invaluable contributions to parliamentary diplomacy and his unwavering commitment to strengthening the role of the Pan African Parliament in advancing the African Union Agenda will remain an enduring legacy that those of us remaining should strive to emulate.

A fountain of wisdom and a calming presence even during turbulent times in the Pan African Parliament, Hon. Augusto exemplified humility despite his countless individual accomplishments and worked tirelessly to advance the interests of the Republic of Angola as much as he promoted the interests of the continent.

To the Pan African Parliament, Hon. Augusto has gone too soon. We have lost a dedicated servant of Africa, and the continent has lost one of its finest sons. While his passing leaves a great void, his vision, leadership and commitment to the African cause must continue to inspire future generations.
As we mourn this great loss, we stand in solidarity with the Republic of Angola and pray that the Almighty grants strength and comfort to his loved ones and eternal rest to his noble soul.

May his dear departed soul rest in eternal peace.

The President of the Pan-African Parliament, H.E. Dr. Fateh Boutbig, delivered a lecture as part of the celebrations marking Africa Day, organized by the El Moudjahid Newspaper Forum in Algiers.

Speaking during the forum themed โ€œAfrica Remembers the Symbols of the Liberation Movements,โ€ President Fateh Boutbig recalled that Africa shaped its history through immense sacrifice in its struggle against colonial domination. โ€œThe continent was impoverished by colonial enterprises. Africa, which fought tirelessly for its liberation, is today confronted with new challenges and a new reality brought about by ongoing transformations on the international stage,โ€ he stated.

โ€œOur continent is rich with Pan-African figures whose memory we collectively honour, including Nelson Mandela, Kwame Nkrumah, one of the architects behind the creation of the Organization of African Unity in 1963, as well as Julius Nyerere, who transformed Tanzania into one of the key rear bases supporting African liberation movements,โ€ he added.

He further noted that Africa is now actively working towards raising public consciousness, strengthening complementarity, promoting development, ensuring food and health sovereignty, and deepening integration in order to speak with one unified voice.

โ€œThe world is unforgiving towards the weak, and the Pan-African Parliament will play a decisive role in achieving these objectives. As the representative institution of the will of African peoples, it will rise to the challenges of the moment within the framework of implementing African Unionโ€™s Agenda 2063, particularly through combating all forms of poor governance,โ€ he stressed.

He added that the Pan-African Parliament would remain at the forefront of advocating for the accelerated implementation of the African Continental Free Trade Area, the fight against ignorance, and the promotion of economic development. โ€œTodayโ€™s Africa speaks of comprehensive development and Agenda 2063,โ€ he said.

During this forum, which focused on the role of African institutions in addressing the continentโ€™s current challenges, H.E. Dr. Fateh Boutbig also sought to point out that โ€œthe Pan-African Parliament has a duty to give a voice to the people and to raise their concernsโ€, emphasising that this institution must also โ€œdebate the major challenges facing humanity and the international community todayโ€.
