𝐏𝐚𝐧-𝐀𝐟𝐫𝐢𝐜𝐚𝐧 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 𝐄𝐚𝐬𝐭 𝐀𝐟𝐫𝐢𝐜𝐚𝐧 𝐂𝐚𝐮𝐜𝐮𝐬 𝐌𝐞𝐞𝐭𝐬 𝐢𝐧 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐭𝐨 𝐀𝐝𝐯𝐚𝐧𝐜𝐞 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐀𝐜𝐭𝐢𝐨𝐧 𝐨𝐧 𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐂𝐡𝐚𝐧𝐠𝐞 𝐚𝐧𝐝 𝐖𝐚𝐭𝐞𝐫 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲

Members of the Pan-African Parliament from the Eastern African Region have convened in Addis Ababa for a two-day regional workshop aimed at strengthening parliamentary responses to climate change, water security, governance, peace and sustainable development.

The workshop, taking place from 9 to 10 September 2026, brings together Members of the East African Regional Caucus to examine the growing impact of climate change on water availability, food security, livelihoods and regional stability. The discussions are aligned with the African Union Theme of the Year, “Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063.”

Opening proceedings featured high level remarks by Hon. Dr. Ashebir Gayo, 1st Vice President of the Pan-African Parliament, welcoming remarks by Hon. Amb. Emmanuel Lowilla, Chairperson of the East African Regional Caucus, a solidarity message by Amb. Bridgette Motsepe, and The workshop was officially opened by Rt. Hon. Tagesse Chafo, Speaker of the House of Peoples’ Representatives of Ethiopia.

Discussions are focusing on regional climate trends, droughts and floods, water availability and transboundary water resources, food security and livelihoods, as well as adaptation and resilience measures. Members are also examining how stronger legislation, parliamentary oversight, climate financing and regional cooperation can contribute to more effective responses.

Particular attention is being given to the relationship between climate change, water security, governance, the rule of law, human rights, peace and security, including the need for greater accountability in the management of climate and water resources and protection of vulnerable communities.

The workshop is expected to culminate in a common East African parliamentary response, including priority actions and recommendations to the Pan-African Parliament Bureau and relevant African Union organs, as well as a Parliamentary Framework for Action to guide follow-up.

Today, we commemorate African Union Day, marking a defining moment in Africa’s journey towards greater unity, solidarity and integration.

On 9 September 1999, the Heads of State and Government of the Organisation of African Unity adopted the historic Sirte Declaration, calling for the establishment of the African Union and accelerating the process of political and economic integration across our continent. This vision culminated in the official launch of the African Union in Durban, South Africa, in 2002.

African Union Day is therefore an opportunity to honour the vision of Africa’s founding fathers and successive generations of leaders who understood that the continent’s strength lies in its unity and in the collective determination of its peoples to shape their own destiny.

The Pan-African Parliament stands as one of the key institutions born from this vision of an integrated and people-centered Africa. Established as an Organ of the African Union, it gives institutional expression to the aspiration that African citizens should be more closely involved in the continent’s development, integration and decision-making processes. As the parliamentary arm of the African Union, the Pan-African Parliament has a critical responsibility to bring the Union closer to the people and ensure that the aspirations of African citizens remain at the heart of the continental agenda.

As we commemorate this important day, the Seventh Legislature of the Pan-African Parliament reaffirms its commitment to strengthening this mandate and contributing meaningfully to the realization of Agenda 2063: The Africa We Want. We are determined to work with National and Regional Parliaments, African Union Organs, Member States and citizens to advance integration, good governance, peace and security, sustainable development and shared prosperity.

The vision proclaimed at Sirte remains as relevant today as it was in 1999. Our responsibility is to translate that vision into tangible progress for the people of Africa.

On this African Union Day, let us renew our commitment to the ideals of Pan-Africanism and to building a united, peaceful, prosperous and people-driven Africa.

The Pan-African Parliament (PAP) is participating in the Fourteenth Conference on Climate Change and Development in Africa, taking place in Addis Ababa, Ethiopia, from 7 to 9 September 2026. Organised by the Climate for Development in Africa Programme of the United Nations Economic Commission for Africa, the Conference is being held under the theme “From Pledges to Implementation: The Belém–Antalya–Addis Roadmap.” It brings together African policymakers, climate negotiators, parliamentarians, development partners, experts and other stakeholders to advance coordinated action on climate-resilient and low-emission development and strengthen Africa’s strategic engagement towards COP31.

The PAP delegation is led by Hon. Dr. Ashebir Gayo, First Vice-President , and comprises Hon. Abdallah Barkat, Member of the PAP Committee on Rural Economy, Agriculture, Environment and Natural Resources, and technical staff from the PAP Secretariat.

On 7 September, during a session titled “From Climate Priorities to Climate Agency: What Would Africa’s Climate Leadership in Global Climate Governance Actually Mean?”, Hon. Dr. Ashebir Gayo delivered a parliamentary perspective highlighting the critical role of African parliaments in translating climate commitments into national legislation, budgets, programmes and effective implementation.

He stressed that Africa should move beyond participation in global climate processes towards greater climate agency, including by developing and advancing African solutions that reflect the continent’s circumstances, priorities and development aspirations.

The First Vice-President highlighted the PAP’s significant contribution to strengthening Africa’s climate governance, particularly through the development of the PAP Model Law on Climate Change. The initiative aims to provide African Union Member States with an adaptable legislative framework to strengthen national climate legislation and translate regional and international climate commitments into domestic action.

The Model Law addresses key areas including climate governance and planning, mitigation, adaptation and resilience, loss and damage, climate finance, climate-induced displacement, carbon markets, climate information and data governance, regional cooperation, compliance, access to justice and public participation.

Hon. Dr. Gayo further underscored that climate action must be integrated with Africa’s broader development priorities. In this regard, he highlighted the PAP Model Law on Food and Nutrition Security in Africa, adopted in 2022, and the Model Law on Sustainable Soil Management in Africa as complementary legislative instruments supporting resilient food systems, sustainable agriculture, soil conservation, biodiversity, livelihoods and climate adaptation. He emphasised that climate resilience cannot be separated from food systems, land, water and natural-resource governance.

The First Vice-President also stressed the importance of accessible, affordable and predictable climate finance, effective institutions, parliamentary oversight and accountability. He called for stronger cooperation among African parliaments and international parliamentary networks to exchange legislative experiences and advance practical solutions in areas such as climate finance, resilient infrastructure, clean energy, agricultural transformation, natural-resource governance and economic resilience.

Representing the President of the Pan-African Parliament (PAP), H.E. Dr. فاتح بوطبيق fateh boutbig, the Fourth Vice-President, Hon. Dr. Arlete Borges, participated in the 21st Extraordinary African Union Summit on the Strengthening of Mechanisms for Conflict Prevention and Resolution in Africa, held from 29 to 30 August 2026 in Luanda, Angola.

Convened under the leadership of H.E. João Manuel Gonçalves Lourenço, President of the Republic of Angola and African Union Champion for Peace and Reconciliation in Africa, the Summit provided an opportunity for Heads of State and Government to undertake a strategic assessment of the effectiveness of existing continental mechanisms for conflict prevention and resolution.

The Summit reaffirmed the importance of African ownership of the continent’s governance, peace and security agendas, as well as adherence to the principles and objectives enshrined in the Constitutive Act of the African Union. Deliberations also focused on identifying practical policy measures to strengthen the responsiveness, efficiency, coherence and impact of the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA).

The discussions ultimately sought to reinforce the continent’s collective capacity to prevent and resolve conflicts, address emerging peace and security challenges, and sustain lasting peace and stability across Africa.
