GAUTENG PROVINCIAL TREASURY HOLDS FIRST MANAGEMENT STRATEGIC SESSION UNDER MEC NKULULEKO DUNGA
The Gauteng Provincial Treasury held its first management strategic session convened by the Member of the Executive Council for Finance, Honourable Nkululeko Dunga. The session was the first since the MEC's deployment to the portfolio in April 2026, following a detailed analysis of the state of Gauteng's finances, the alignment of the provincial budget with the priorities of the 7th Administration, and engagement with key stakeholders, particularly municipalities and labour.
The session was robust and frank, with senior management demonstrating a willingness to embrace new ways of thinking and to engage with sustainable financial resource management in line with human development, instead of budgeting for the sake of budgeting.
Four areas stood out as points of engagement between the MEC's priorities and the business units' presentations. On governance, Gauteng Audit Services and Financial Governance anchored their 2027/28 plans on sustaining clean audits across departments, affirming Treasury's own unqualified opinion for a second consecutive year.
On municipal finances, the Municipal Financial Governance unit confirmed the risks the MEC raised at the recent IGR Forum, including unfunded municipal budgets and mounting debt owed to Eskom and Rand Water, and committed to closer coordination with COGTA. On revenue enhancement, Sustainable Fiscal Resource Management acknowledged capacity gaps within the GGDA's revenue initiatives, while confirming that the Gambling Amendment Bill remains a priority project for finalisation. On capacity building, Provincial Supply Chain Management and Corporate Services acknowledged rising vacancy rates and outlined plans to digitise procurement systems and reduce the Department's reliance on consultants.
The MEC was encouraged by the spirited debates that truly characterise the Gauteng Provincial Treasury as an activist Treasury beyond simply the name, and is hopeful that the revised Annual Performance Plan will build on the priorities that have been at the centre of Premier Panyaza Lesufi's leadership to grow the Gauteng economy, re-industrialise, and turn the province into a construction site stimulated by provincial spending, an ambition the Premier continues to encourage across all provincial [email protected]
