JOHANNESBURG – National Treasury on Monday said that the multi-billion-rand loan from the International Monetary Fund (IMF) would be used to forge a new economy and mitigate further harm from the devastating COVID-19 pandemic.

The IMF approved South Africa’s request for a $4.3 billion loan, which translates to about R70 billion.

Last week, the African Development Bank approved a R5 billion loan to the South African government to help fight COVID-19. In June, the New Development Bank (NDB) – formerly called the BRICS Development Bank - also approved a US$1 billion loan to SA to help the country fight the pandemic.

The loan comes after President Cyril Ramaphosa roped in the Special Investigations Unit (SIU) to investigate allegations of corruption and tender irregularities linked to the COVID-19 relief fund.

And while the SIU investigates the looting of relief funds over the past few months, critics warned these new loans could be ripe for the plundering.

Treasury said that the IMF loan was a low-interest loan, which would contribute to government’s R500 billion fiscal relief package.

Finance Minister Tito Mboweni said that the money would support health and frontline services, protect the most vulnerable, drive job creation, unlock economic growth through reforms, and stabilise public debt.

“Government’s COVID-19 economic support package directs R500 billion straight at the problem. This is one of the largest economic response packages in the developing world. The South African Reserve Bank has reduced interest rates and made it easier for banks to lend money, and supported liquidity in the domestic bond market. Government spending and tax proposals, as well as the loan guarantee scheme and wage protection measures, are providing protection to workers and the poor, while assisting to stay afloat during these tough economic times,” Mboweni said.

The minister said going forward the country’s fiscal measures would build on policy strengths and limit the existing economic vulnerabilities, which have been exacerbated by the COVID-19 pandemic.

As I read Isaiah 26 verse 20 I am here to remind all of you who are opportunists to respect the rule of law. Cyril and the the collective needs our obedience and allegiance to the Constitution of the Republic, Subject to the provisions of section 37 of the Constitution of the Republic of South Africa, 1996 ( Act 108 of 1996 ), the President may by proclamation in the Gazette declare a state of emergency in the Republic or in any area within the Republic. This is not to cause panic in this hour of darkness but to join hands and help our government to manage the situation at hand to be manageable until a better Tomorrow brings sunshine upon humanity. Our views, jokes, fake news and memes must come to an end.

We also advise the government of the day to communicate with us in a clear and unbigious tone, and our limelight politicians must exercise maximum discipline, this will encourage all the citizens to respect the rule of law.

We need to commend the South African Council of Churches, political parties, civil society organizations and all patriotic citizens who have shown courage in supporting all the measures proposed by the government until this hour. Those of us who still makes fun of the situation, please refrain from doing so, imini iyeza nakuwe!

We request donors to donate with food parcels aimed at alleviating hunger, Sanitizers and strongly caution anyone with buying power to use his or her monetary muscle in buying in stock, the poor will have nothing to buy or eat, and their last resort will be to eat the haves. This is not a doomsday but a day that requires us to practice Ubuntu.

Tensions between the United States and Iran escalated on Friday after a US air strike killed Qassem Soleimani, the head of Iran's elite Quds Force, and Abu Mahdi al-Muhandis, the deputy commander of Iran-backed militias known as the Popular Mobilization Forces, or PMF.

The Pentagon confirmed the strike, saying it came "at the direction of the president".
Soleimani and al-Muhandis's deaths are a potential turning point in the Middle East and are expected to draw severe retaliation from Iran and the forces it backs in the region against Israel and US interests.

Here are all the latest updates amid the heightened tensions as of Friday, January 3:

Israel's military on high alert
Israel's military had gone on heightened alert amid fears that Iran could strike through its regional allies such as Hezbollah to the north, or through Palestinian group Hamas and Islamic Jihad in Gaza.

Israel's foreign ministry and defence officials announced a high-security alert at Israel's oversea delegations, fearing retaliation by Iran following the death of Soleimani.

Israel's defence minister summoned the country's military and security chiefs to Tel Aviv in the wake of the killing. Meanwhile, Prime Minister Benjamin Netanyahu has reportedly cut short his trip to Greece.

Syria condemns killing of Soleimani - state news agency
Syria strongly condemns the "treacherous, criminal American aggression" that led to the killing of Iranian Major-General Qassem Soleimani, state news agency SANA cited a foreign ministry source as saying.

The source said the attack constituted a "serious escalation" and reaffirmed U.S. responsibility for instability in Iraq, according to SANA.

Iraq's Sadr mourns Soleimani, reactivates Mahdi army
Iraq's prominent Shia cleric Muqtada al-Sadr said the killing of Soleimani was targeting Iraq's opposition and Jihad, adding that it will not weaken its resolve.

In a statement, Al-Sadr called on his militias (Army of Imam Mahdi) and "other national and disciplined" armed groups to be prepared to protect Iraq. He also sent his condolences to Iran.

Qays al-Khazali, the head of Asaib Ahl al-Haq armed faction, said "all fighters should be on high alert for upcoming battle and great victory".

"The end of Israel and removal of the US from the region will be the result of the assassination of Soleimani and Muhandis," he said in a statement published by Iraqi media.

JOHANNESBURG - Ugandan police have confirmed South African musician Yvonne Chaka Chaka has been deported from the country.

The artist was due to perform in the country. According to authorities, she was detained by immigration officials for not have the correct working visa.

Ugandan police spokesperson Fred Enanga said: “It was done by our officials so that we maintain the integrity of our immigration rules for all visitors to our country. We are hopeful that Ms Yvonne will once again visit our country when she applies for the correct visa.”

Durban - The Chinese Embassy in South Africa has given Clairwood Secondary School in Durban a major boost, which will see its learners being among the approximately 100 million people outside of China learning Mandarin following the unveiling of a new Mandarin Teaching Station of Confucius Institute at the school.

The station, donated by the ­Chinese government, comes with 20 computers and printers and will ensure that the school receives free Mandarin lessons from next year.

Lin Songtian, the Chinese Ambassador to South Africa, said the education of children was the top priority for his government.

“Education is not only very important for the family, for the people and also for the nation, but to invest in education is to invest in the future, so this is why we are here. If we are to develop this country, we need to develop our people first,” Songtian said.

He said he had mobilised Chinese universities to become partners with local universities so that they could help to update facilities at local universities. “If the facilities lag, it’s hard for you to produce the future products, and so it is very important to have new equipment,” he said.

He also said bilateral relations between China and the African continent, and South Africa in particular, were important to help both the continent and the country fight poverty and ensure common prosperity.

“If you have the capacity, you would be able to develop the country and develop families by yourself, so whoever can help this continent and help this country to develop the economy and human resources is a true friend,” he said.

Professor Anil Sooklal, deputy director-general for Asia and Middle East at the Department of International Relations and Co-operation, said a successful China meant a successful South Africa, because the Chinese wanted to see South Africa grow and prosper. “This is not a donation, it’s an investment in South Africa, and an investment in the people of South Africa, in our youth, and that’s the greatest gift China can give South Africa. That’s the spirit of China that I’ve come to know,” Sooklal said.

He added: “It is China’s sincere desire to uplift the global community, Africa in particular, and we are fortunate that China is our largest partner globally today. The National Health Insurance (NHI) is a financing system that will make sure that all citizens of South Africa (and legal long-term residents) are provided with essential healthcare, regardless of their employment status and ability to make a direct monetary contribution to the NHI Fund.
Why does South Africa need national health insurance? Healthcare is a human right – this is a widely accepted international principle. This right should not depend on how rich we are or where we happen to live. The right to obtain healthcare is written into our Constitution.

But large numbers of our people continue to die prematurely and to suffer unnecessarily from poor health. Treatable conditions are not being treated on time and preventable diseases are not being prevented.

This is in spite of the fact that government has tried its utmost since 1994 to ensure that everyone in this country has equitable access to necessary healthcare services. There are still serious challenges mainly caused by a skewed healthcare financing system. Without NHI, the burden of disease in the country will not be reduced because the majority of the population – and the section suffering the greatest ill health – will not access good quality healthcare.

What healthcare services will be funded by NHI?
The NHI will offer all South Africans and legal residents access to a defined package of comprehensive health services. The state is committed to offering as wide a range of services as possible.

Towards a decolonized educational system:

I think the idea behind making a grade 9 an exit point of our traditional schooling system needs more discussion and add bit of reality to it. My personal take is that an exit point should be Grade 10, this gives every learner an opportunity to be well equipped with better writing skills and presentation techniques need to confront higher education. TVETs should be a mandatory at N1 and N2 for all. Upon completing the Ns one will be expected to be given a paid up learnership stipend and participate in community or public service for a period of a year. Ethics, ICT, Constitutionalism and History should be mandatory for all. Those with potential in Maths and Science should be selected from at least grade 7 to continue with that stream until tertiary level. Our education should be declared as an essential service if we are to be serious about the future of our children. All undergraduate programmes as there are should be free for the working class and poor. Those who wants to further up their studies at postgraduate levels should apply for bursaries and scholarships and preference must be given to those who have met the requirements as indicated and on the basis of performance. All critical programmes such as maths, science and engineering etc. must be a priority for the government to fund at all cost. Humanities and Social Science Students must have demonstrated passion in their performance in the areas of History, Ethics and Constitutionalism subjects to be considered, the idea is to create a capable and ethical public servants who will need to carry their duty as a calling. Nurses, Police, Social workers, development Practitioners, army personnel, teachers or Educators should be trained at an early age to be more discipline forces and must earn better salaries. Your ordinary cleaners and other jobs should have personnel who passed grade 10 plus one year gap year in learnership programme and decided not to further up their studies. This is what a free decolonized and quality of educational system should be in a developing country such as SA. The model can be applied in SADC region so that no one will cry foul of not getting fair opportunities to be employable. I think part of the curriculum should also have a basic driving license theory and practice to curb carnage in our roads.
This can approach can be criticised but not by Wits graduates of Hlaudi lolest kidding hey.

ANC MOURNS THE PASSING OF ANTI-APARTHEID ACTIVIST, GAVIN WATSON

The African National Congress has received with shock the sad news on the passing of Cde in a tragic car accident this morning.

Cde. Gavin Watson together with his brothers, Ronnie, Cheeky and Valence associated themselves with the struggle for liberation at an early age and fought side by side with many compatriots against apartheid.

It was in his home province of the Eastern Cape, where Cde Gavin Watson made the admirable and brave choice of disassociating himself with the privilege that came with being a white male in apartheid South Africa and choosing to participate actively in pursuing the ideals of a free, democratic and non-racial South Africa.

The Watson brothers were well known activists in the United Democratic Front (UDF) and within the African National Congress underground structures at the time.

To a large extent, their role in the fight for non-racial sports, especially Rugby, resulted in one of the most symbolic acts of opposition and discontent against discrimination in sport.

Cde Gavin in particular, also played a significant role in providing support, through the family businesses, to many activists and operatives of uMkhonto weSizwe who were being pursued by the police and fleeing Port Elizabeth and the Eastern Cape as a whole, at the time.

He extended this role by mobilizing other white business persons to support and join the effort of creating a democratic and free South Africa for all.

In the democratic era, Cde Gavin continued his activism and was unwavering in his support for the ANC.

His charity work in support for youth and communities in distress in the West Rand was admirable and his death has surely robbed those communities of a philanthropist who gave hope and inspired many young people within those communities through skills training and development.

The ANC extends its heartfelt condolences to the family, friends, colleagues and Comrades of Cde Gavin Watson.

May his soul rest in peace.
