I make holding your hand seem like the biggest thing in the world when someone just tried to hurt you. I make 5 minutes seem like a lifetime when I am fighting a suspect while waiting for back up. I make those annoying sirens seem like angels when you need them. I can make your children breathe... when they stop. I make myself get out of bed at 3am to risk my life to save people I've never met. I make it possible to keep back the chaos everyday. I make going to work for your family's safety a duty that I will die for. I make myself work holidays, nights, during disasters. Today I might make the ultimate sacrifice to save your life. Sometimes it is the way how we think about crime that is our biggest obstacle. By just looking at what we do as community ‘patrollers’ from a different perspective opens the path to a solution to crimes committed in the sector. What are we really dealing with?

1) A problem is the basic unit of the community patroller rather than a crime, calls, or incidents.
2) A problem is something that concerns or causes harm to our citizens, not just the sector forum. Things that concern only the community patroller and/or police officers are important, but they are not problems in the sense of the term.
3) Community sector forums must routinely and systematically analyse problems before trying to solve them. We must develop routines and systems for analysing problems, before we jump to our conclusions on how to handle them.
4) The analysis of problems must be thorough even though it may not need to be complicated.
5) Problems must be described precisely and accurately and broken down into specific aspects of the problem. Problems often aren’t what they first appear to be.
6) Problems must be understood in terms of the various interests at stake.
7) The way the problem is currently handled must be understood and the limit of effectiveness must be openly acknowledged in order to come up with a better response.
8) Initially, any and all possible responses to a problem should be considered so as not to cut short potentially effective responses. Suggested responses should follow from what is learned during the analysis. They should not be limited to, nor rule out, the use of patrols and/or arrest
9) The sector forum should pro-actively try to solve problems rather than just react to the harmful consequences of problems.
10) Be problem-oriented rather than crime dependant.

Our SAPS are distributing performance indicators and matrix tools to assess and also encourage community patrolling in Heidelberg. This is certainly a step in the right direction and is based on the old business axiom: “You can’t manage what you can’t measure.” The thinking goes something like this. If we measure the number of actual patrols done by community patrollers against the number of patrols that the community committed too, we will be able to see the involvement of the community in local crime prevention and also at the same time, flood the crime hot spots. Although commendable, we must be careful not to make the same mistake we always do, namely: “if the only tool you have is a hammer, then you tend to treat everything else as a nail!” And that is the problem.
Policing and crime prevention is a science. In our ‘toolbox’ we have more tools that just a hammer. There are 25 other tools that we can use. Situational crime prevention is a proven strategy and science that can address crime and safety in any community. It has proven itself time and time again by studies, research and various results to be the most effective scientific crime prevention tool to address crime and violence. Situational crime prevention suggests 25 crime prevention techniques that the police and community can implement to address a specific crime problem in an area. ‘Cocoon” neighbourhood watch is but one of those techniques that can be implemented. It is time that we get around to the other techniques to make a substantial difference in Heidelberg. We have the knowledge, we have the proof, all that we need is implementation! Hierby aangeheg vind die kwotasie soos deur God's Acre aan die bywoners van ons AGM op 12 November 2011. Download hier: http://bit.ly/tbRDwh.
Ons sal moet besluit of elkeen self gaan bydrae en die bedrag direk met God's Acre skik en of ons gaan kollekteer en dan as GPF die bedrag gaan oorbetaal. As u nie die bedrag op een van die twee maniere betaal nie (self skik met God's Acre of by kietie bydrae) kan u nie verwag om van die voordele gebruik te maak nie. Die enigste uitsondering is ons gaste wat bestaan uit Mark Winterbottom, Brig du Bruyn en die twee here van Gauteng Community Saqfety. Ons sal vir hulle moet betaal. Die res van ons moet vir onself opdok. Die GPF het nie die fondse om dit te dra nie....
