UMUZIWABANTU MUNICIPALITY CONTINUES JOINT COMPLIANCE OPERATIONS IN HARDING CBD

Umuziwabantu Local Municipality continues to work with law enforcement agencies and government stakeholders to strengthen compliance, public safety, consumer protection, and lawful trading in Harding CBD.

Today's joint operation included Harding SAPS, the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs, Immigration officials,, Umuziwabantu Law Enforcement, and Fire and Disaster Management.

During the blitz, businesses were inspected for hygiene, expired goods, licensing, fire safety, immigration compliance, and general trading conditions. Two shops were closed due to health-related non-compliance, eight illegal containers were removed after allegedly ignoring several warnings, and expired or non-compliant goods were confiscated.

The Municipality will continue these operations to ensure lawful trading, protect residents, address illegal immigration concerns through the relevant authorities, and maintain safer business environments.

UMUZIWABANTU MUNICIPALITY REJECTS MISLEADING CLAIMS OF “SERIOUS FINANCIAL DIFFICULTIES”

The Umuziwabantu Local Municipality has noted with concern misleading social media claims suggesting that the municipality is facing a financial crisis and is “badly managed.” The municipality categorically rejects these claims.

The appearance of Umuziwabantu Local Municipality on a Provincial Treasury monitoring list does not in any way mean that the municipality is in a state of financial collapse or distress. The list being circulated relates to municipalities that received early warning notifications from Provincial Treasury as part of its routine financial monitoring mechanisms in terms of the Municipal Finance Management Act (MFMA).

In the case of Umuziwabantu Municipality, the early warning was triggered by the municipality recording an operating deficit exceeding 5% of revenue for the quarter ending March 2026, as contemplated under Section 138(d) of the MFMA. This is a standard monitoring measure used by Treasury to alert municipalities for corrective oversight and does not equate to a serious financial difficulties.
It is therefore misleading and irresponsible to portray the Umuziwabantu Municipality as being “top of the list” of municipalities facing financially difficulties when the circulated list is merely arranged according to municipal MBD codes, and not according to the severity of any financial condition or ranking of municipalities.

Importantly, Umuziwabantu Municipality remains financially functional and stable. The municipality currently maintains a cash-backed cost coverage ratio of approximately three months, which meets National Treasury norms. This means the municipality is capable of operating and honouring its financial obligations even without the immediate receipt of grant funding.

The municipality continues, without fail to; pay employee salaries on time, deliver services to communities, pay service providers, and maintain a funded budget, while still sustaining some financial reserves.
The allegation that the municipality is “badly managed” is simply mischievous, to say the least. Umuziwabantu has consistently achieved unqualified audit opinions, demonstrating ongoing improvements in governance, financial management, and compliance with accounting standards and applicable legislation.

Furthermore, the municipality continues to perform strongly in Municipal Infrastructure Grant (MIG) expenditure and infrastructure delivery, with several project implemented and some progressing well ahead of planned timelines. This reflects an institution that remains operationally active and committed to service delivery.

The municipality acknowledges the importance of financial oversight and remains committed to working constructively with Provincial Treasury and all oversight institutions to ensure continued financial sustainability and prudent governance.

The public and stakeholders are urged to treat unverified and sensationalised social media commentary with caution and to rely on official government communication platforms for accurate information.

UMUZIWABANTU MAYOR FULFILS COMMITMENT MADE AT TEACHERS EXCELLENCE AWARDS

Umuziwabantu Local Municipality Mayor, Cllr Siboniso Zungu, today fulfilled the commitment he made during the Teachers Excellence Awards held in March 2026, by handing over laptops to the municipality’s top-performing teachers from the Class of 2025.

The handover ceremony recognised outstanding educators from all 14 high schools within Umuziwabantu for their excellent subject performance in the 2025 academic year. The initiative forms part of the Mayor’s commitment to acknowledging the critical role played by teachers in improving learner outcomes, strengthening school performance, and building a brighter future for young people in the municipality.

Speaking during the ceremony, Mayor Zungu said the handover was not merely about giving equipment, but about honouring a promise and appreciating educators who continue to serve with dedication and commitment.

“Today, we are here to fulfil a promise we made at the Teachers Excellence Awards. We said we would return to honour our top-performing teachers in a meaningful way, and today we are doing exactly that,” said Mayor Zungu.

“Our teachers go beyond the call of duty every day. They shape minds, build confidence, and open doors of opportunity for our children. These laptops are a small token of appreciation for the big difference they make in our classrooms and communities,” the Mayor added.

The Mayor further commended teachers, principals, school governing bodies, district officials, parents, and learners for their collective contribution towards improving the standard of education in Umuziwabantu. He said the municipality remains committed to supporting education as a key pillar of community development.

Principals and district officials who attended the ceremony welcomed the initiative, noting that recognising educators at local level helps improve morale and encourages continued excellence in schools.

Umuziwabantu Local Municipality congratulates all award recipients and extends its appreciation to every educator for their continued service to the youth of the region.

Severe thunderstorms accompanied by strong damaging winds, hail and heavy downpours resulting in flooding of roads and settlements as well as damage to infrastructure are expected over the north-eastern and south eastern parts of KZN tomorrow.

Discussion
A cold front is expected to pass over the eastern parts and a COL is expected to be over the central parts of the country tomorrow resulting in widespread showers and thundershowers. Thunderstorms are expected to be accompanied by strong damaging winds, hail and heavy downpours resulting resulting in high likelihood of significant impacts over south-eastern and north-eastern parts of KZN tomorrow. Models are indicating rainfall accumulation in excess of 80mm which will increase the likelihood of flash floods in these areas.

Impacts
Flooding of roads and bridges as well as formal and informal settlements.
Hail resulting in infrastructure damage.
Danger to life due to fast flowing water/streams.
Major travel disruptions (incl route obstructions) and incidents.
Lightning resulting in fire incidents.

Instruction
If possible stay indoors and off the roads, avoid crossing rivers and swollen streams where water is above your ankles. If trapped in a vehicle during a flood, abandon it and climb to higher ground. In buildings, move valuables to a safe place above the expected flood level. If possible stay indoors away from metal objects. Do not seek shelter under trees or tall objects. Do not go fishing or play golf as both the golf clubs and fishing rods are a good conductor of electricity.
