[IN PICTURES] After being chased away by protesting residents in Scott's Farm, the Executive Mayor of Makana Municipality, Cllr Yandiwa Vara, councilors and municipal officials were forced to abandon the programme in Scott’s Farm, which prevented them from continuing to address service delivery issues in the area.
Following the disruption, the delegation visited Vukani to continue the service delivery programme and engage with the community. In Vukani the municipal teams identified several damaged streets requiring attention, as well as leaking taps that were wasting water. The reported water leaks were noted and referred to the municipal water team (which was present during the visit) for repairs.
The municipality is committed to continuing these interventions and ensuring that all identified concerns are attended to throughout the week.
The municipality will be conducting service delivery programmes every Monday in different areas around Makhanda to engage with communities and address service delivery challenges raised by residents. The next programme will take place in Zolani on Monday, 8 June 2026. This is in line with the Non-Negotiables Booklet, which provides key areas of focus in relation to service delivery.
The Non-Negotiables Booklet refers to the Municipal Standard Operating Procedures (SOPs) Booklet launched by the Eastern Cape Department of Cooperative Governance and Traditional Affairs (COGTA) earlier this year. It serves as a practical, mandatory guide setting the absolute minimum standards municipalities must follow to ensure efficient service delivery and proper governance.
The booklet outlines mandatory standard operating procedures (SOPs) across various vital service delivery metrics, essentially functioning as a definitive checklist for fixing failing municipalities.
