Due to the new demarcation, Rhodes University and a few surrounding streets have now been made into a ward of its own. RE: HISTORICAL DEBT IN HIGHER DUCATION SECTOR.

President Oliver Tambo, many years ago, insisted that, “The fight for freedom must go on until it is won; until our country is free and happy and peaceful as part of the community of man, we cannot rest.” Therefore, one may argue that freedom is a perpetual struggle that requires governments to manage class contradictions and antagonism.

Owing to the called by the leadership of SAUS in engaging in nationwide demonstrations across the institutions of Higher Learning to try to address the challenges that are faced by the sector, the Ward Committee committed itself to certain decisions to see that the matter receives the necessary attention towards finding sustainable solutions to the issues raised by the Student Leadership.

As an immediate Local Government structure, the Ward Committee elected to write to various stakeholders, including but not limited to the Office of the Premier (OTP), to crowd-in funding to see that the historical debt amongst other issues is attended to speedily at Rhodes University.

The Office of The Premier has, perhaps, not at our accord but out of their volition to see that the higher education sector continues to play its inherent role of contributing immensely to the skills output and poverty reduction in the society.

The OTP has allocated R5 million to Rhodes University to assist the University to clear student historical debt, we have consistently argued that the Ward 12 community is reflective of the ‘Two-Nations state’ theorem by President Mbeki that, the South African society is divided into two nations, (a) the relatively prosperous and (b) those subjected to abject poverty, which delays nation building and social cohesion.

Therefore, the Ward Committee ought to intervene in managing the class contradictions as argued by the President. Furthermore, the commitment by the leadership echelons of the province gives a depiction of the need for further cooperation between the two spheres of government in ensuring academic access and success towards building a skilled developmental state.

The Ward Committee wishes to thank the Provincial Government in trying to mitigate the challenges that engulf the sector. Sithi, Maz’enethole!

In his regrettable resignation speech in 2008, President Mbeki argued that, “Our successive governments from 1994 to date have worked consistently to encourage the entrenchment in our country of a value system whose observance would make all of us Proudly South African, a value system informed by the precept of Ubuntu – umuntu ngumuntu ngabanye. Among other things this means that we must all act in a manner that respects the dignity of every human being.” The Ward Committee remains committed to the value system of dignity preservation and Ubuntu to all the Ward 12 citizens we lead to ensure the fulfilment of the true meaning of freedom and social mobility.

RE: DISTRIBUTION OF FOOD HAMPERS.

The Ward 12 Ward Committee as an immediate Local government structure has heeded to the call by students to cushion the financial distress as result of Covid-19 through the provision of Food hampers. Upon the establishment of a Ward 12 Solidarity Fund, the Committee has managed to purchase 50 Food hampers for destitute students as beneficiaries.

The Ward Committee through its stipends has consistently been contributing to the fund since its inception, a task that has taken far too long, however, given the difficulty faced by many people, businesses and NGOs, they have been unable to donate due to the financial impact of the virus, of which we understand, we therefore apologise for a delayed response.

The beneficiaries emerge from a public and transparent process of an issued-out statement and names registered to be beneficiaries, owing to the limited of funds generated, we have only managed to purchase 50 food hampers. We wish to apologise to those that have not received as we would have wished to accommodate all beneficiaries, unfortunately the beneficiary list cannot be made public to preserve the dignity of beneficiaries.

President Mbeki asks a question relevant today, that, “When will the day come that our dignity will be fully restored, when the purpose of our lives will no longer be merely to survive until the sun rises tomorrow?” We should always strive to answer this unequivocal question in pursuit of human dignity and human development.

RE: E-Learning or Online Learning.

The Ward 12 Committee as an immediate Local Government structure has had its own discussions surrounding Online/E-Learning. The Ward Committee is committed to the idea of academic success through saving what is left of the Academic year under the circumstances.

The Ward Committee in its deliberations concluded that the Online learning is a very innovative strategy given the pandemic that we are faced with, and gearing towards the 4th IR. We however, are not oblivious to the high levels of socio-inequality in our Country.

Our community is a community that President Mbeki described in 2007 in his theory of a ‘Two-Nations State’, where there exists the haves and the have nots, the privileged and under privileged.

The accessibility and success of education to everyone particularly the marginalised remains paramount in our efforts of building a skilled developmental state.

It is against this background that the Ward Committee has since elected to establish a Ward 12 Solidarity Fund that will receive pledges to mitigate the socio-economic injustice, we will instigate a campaign to reach out to the Rhodes University Alumni, Management, Lecturers and the Rhodes University community to pledge towards a Solidarity Fund for Ward 12 Beneficiaries who do not have the necessary gadgets(Smartphone, laptop etc) to learn Online.

Furthermore, the Ward Committee has elected to pledge 20% of the Stipend to operationalise the Solidarity Fund. We note the noble cause by the VC, Dr Mabizela to pledge 33% of his salary to the Solidarity Fund established by the National Democratic government, we however, are convinced that more focus is needed towards Rhodes University, our Ward to ensure we have academic access and success.

The proceeds generated from the Solidarity Fund will be used to procure:

• Smartphones, gadgets and laptops.

• The additional data and Wi-Fi Modem/Routers needed to ensure academic success.

We are convinced that, with the above mentioned, we would be able to reduce the impact of this injustice to the most vulnerable in society and better be able to achieve the strategic objective of academic access and success.

The Solidarity Fund will be jointly administered by the Ward Committee together with the Rhodes University Management as a strategic partner in ensuring the delivery of the outlined strategic objectives.

Furthermore, the Ward Committee is at an advanced stage of developing a Website that will advertise and have the necessary information to those wishing to pledge. This we will be finalised by the end of the Weekend.

Our strategic objective is to save the academic year centred at ensuring the most vulnerable in Society are not disadvantaged.

It is against this that, we will engage the Management on the ensuring that there is automatic acceptance into Second Semester courses that prerequisite First Semester modules, furthermore, that academic exclusions be suspended owing to the impact of Covid-19, that there be Refund to fully paid school fees to be redirected to the Solidarity Fund and lastly that, the 20th of April is too soon as a commencement date without exhausting the full implementation of the above objectives.

We further appeal to all to remain quarantined during this lockdown to ensure we play an active role in flattening the curve. We further send condolences to the families that had lost their loved ones. We wish strength upon your shoulders during this time.

RE: WARD 12 COMMITTEE CALLS FOR THOSE STUDENTS IN NEED OF FOOD PARCELS.

The Ward 12 Ward Committee has since been approached by certain students whom are facing difficulty in surviving during this lockdown owing to the Covid-19 pandemic.

The Ward Committee has since elected to go on widespread campaign to compile a data base of all those students whom have been barely surviving to feed themselves.

SASSA has since decided to cushion those who are in-need with food parcels. This is an urgent intervention for all those who are in true sense if the word needy. We therefore, call on everyone that is in need of the intervention to do so.
