Emakhazeni Handed Over Siyathuthuka Housing Site to KJM Business Enterprises
On 26 May 2026, the Emakhazeni Local Municipality officially handed over the site for building 203 low-cost houses in Siyathuthuka Extensions 7 and 13, also called _ema 11_. The handover meeting was held in the area and chaired by Speaker of Council, Cllr SS Mthimunye.
The project is worth R37,201,171.00 excluding VAT and falls under the Integrated Residential Development Programme. It has been awarded to KJM Business Enterprises. Once the contractor mobilises on site, construction should be completed within 24 months. At the handover, work had not yet started and no budget adjustments had been made. The municipality said it would track progress on job creation, internships, and subcontracting once construction begins.
In attendance were Chief whip Cllr T.Lukhele, MMC N Nkosi, MMC J Mabila, Cllr S Ndimande, Cllr DM Mahlangu, who serves as both Ward Councillor and MPAC Chairperson, and Ms N Ntshangase of Emakhazeni Local Municipality, Manager of Town Planning, Land Use and Housing Administration, who will oversee implementation and reporting.
MMC J Mabila explained the purpose of the meeting to the waiting households and introduced the contractor, Mr Mthobheni of KJM Business Enterprises. Mr Mthobheni stressed the importance of teamwork on site and asked that any problems be resolved through open and honest discussion.
Mr Aron Maredi Mahlangu, speaking for subcontractors, shared concerns from the previous project. He said he had been owed money and poorly treated by the last contractor. He asked the new contractor to pay on time and treat subcontractors fairly. The Steering Committee Chairperson, also Mr Mahlangu, said he was relieved the project had reached this stage after many problems with the earlier contractor. He thanked the Office of the Executive Mayor, the Office of the Speaker, and Cllr DM Mahlangu for pushing the project forward.
Cllr DM Mahlangu welcomed KJM Business Enterprises and urged them to honour the contract, noting that the previous contractor had abandoned the site and failed to pay subcontractors. As MPAC Chairperson, he thanked everyone who helped bring the project to the handover stage and asked Mr Mthobheni, owner of Casric Stars FC in the Motsepe League, to support football scouting in Emakhazeni to develop young players and create pathways to professional soccer. In closing, he officially welcomed KJM Business Enterprises to the project and encouraged all parties to work together to ensure its success.
With the site now handed over, KJM Business Enterprises will mobilise and start construction. The meeting then closed with a prayer.
