This morning, i had the honour to speak at the Councillors Workshop that is meant to consider the budget, IDP and catalytic programmes for the next financial year.

A municipality has a five-year planning cycle and at this stage, both the IDP and budget for the next financial year are determined by an assessment of where we are and how can we do more with what we have.

Our intentions must be to ensure that we achieve all the ward priorities and implement catalytic capital projects without fail and this we can do if we can achieve maximum capital expenditure, whilst reducing inefficiencies.

In his State of the Nation Address a month ago, President Ramaphosa raised concern about the poor performance of municipalities.

“Too many of our municipalities, 163 out of 257, are dysfunctional or in distress due to poor governance, ineffective and sometimes corrupt financial and administrative management and poor service delivery.”

It is comforting that Buffalo City is not among the 163 municipalities mentioned by the president and we should work together as a Council to ensure that it remains so.

As I mark a date of birth, I wish to encourage citizens of our Metro to always play their part in ensuring that our environment and surroundings are kept clean. It starts with your yard, then your street and then neighborhood. We must inculcate a culture of cleanliness to our children and teach them not to litter at a young age. Teach them the importance of keeping clean spaces and respecting the healthy environments.

This morning, the Executive Mayor met with the Acting Public Protector, Advocate Kholeka Gcaleka at the East London City Hall.

The purpose of this meeting is to update the Executive Mayor on the progress on implementation of remedial action on issues affecting Buffalo City Metro Municipality.

Indeed it was a very fruitful engagement, it is very important to keep in touch with the office of the Public Protector.

This afternoon, we are at Mdantsane to officially introduce to the community the contractor for the 1500 houses that will be built for the residents of the area who have been staying in informal settlements.

The focus is on those who qualify and we will be thorough so that we avoid the illegal invasion of the houses.

This is one of the projects we are implementing through the Housing Development Agency which has now appointed a contractor.

We have observed the excitement of the residents in welcoming the project and we are hoping that they will assist us to protect it from vandals and other sort of theives who make the implementation of projects in our townships difficult.

Today, i officially welcomed all delegates to the Eastern Cape Water Security in Africa Springboard Conference hosted in Buffalo City Metro.

I must from the onset thank the German Federal Ministry of Education and Research for funding such an important conference on water, which is a scarce natural resource that the world cannot survive without.

We believe that this is a very important session in enhancing the capacity of our municipalities and other responsible organs of state such as the Amathole Water Board, to better discharge their duties and become true institutions of service delivery and social transformation.

We are confident that the outcomes of this session will be very defining and will thus help us to better implement the various projects that are aimed at ensuring water security. We are having this conference under a very challenging socio-economic reality.

Our city is familiar with the new normal of natural disasters as we experienced devastating flash floods at the beginning of last year.

The target is to achieve 100 percent adequate provision of water for all the residents of the Metro, but the prevailing challenge is the continued inward migration of people into the city and the creation of new informal settlements.

Today, the Metro introduced the newly appointed City Manager to the business sector, Border Kei Chamber of Business (BKCOB) & National African Federated Commerce and Industry (NAFCOC)

The business sector welcomed Mr Yawa, they expressed their sincere gratitude to BCMM to be afforded the opportunity to be introduced to the newly appointed City Manager. The sector holds that they welcome the City Manager who comes with a great potential and experience. They are hopeful that this good relationship will be taken further.

Our city is open for business and unaplogetically supports the increased participation of Africans in the economy and this is why we easily associate with the agenda of NAFCOC & BKCOB.

I continue to say that our system is working, it needs to be perfected so that everyone is happy.

A huge thank you to this BCMM Cleaning Crew who assisted with a beach cleanup before the race. A lot of debris from this week's rain washed up on the beach and they assisted in making sure our home stretch was safe for our challengers.

Our system  works. It just needs to be perfected and we are working hard on that!
