[ADM DIMAFO Highlights Collective Action as Key to Improving Community Livelihoods in Amathole]

Amathole District Municipality (ADM) convened its District Mayors Forum (DIMAFO) on 11 June 2026 in Stutterheim, Kolorha. The meeting brought together Executive Mayors, Mayors, Municipal Managers, government departments, external stakeholders, and key sector representatives to strengthen intergovernmental relations and advance collaborative service delivery initiatives across the district.

Opening the session, ADM Executive Mayor, Councillor Anele Ntsangani, reaffirmed the municipality’s commitment to enhancing partnerships with government sectors and stakeholders to ensure sustainable, community-driven service delivery. He emphasised the importance of coordinated efforts in addressing challenges facing the district and its six local municipalities while driving development initiatives that improve the lives of ADM communities.

In his opening remarks, Councillor Ntsangani acknowledged the challenges experienced by both the district and local municipalities but highlighted that the pursuit of service delivery excellence remains a key priority. He further noted the municipality’s improving financial position and celebrated the significant milestone of the institution approving a funded budget for the forthcoming financial year.

“This is a year of solving challenges to ensure continuous stability and an operational district municipality,” said Ntsangani.

The Executive Mayor further stressed the importance of having a positive and solution-oriented approach among government institutions and stakeholders. He called for the dismantling of negative attitudes that hinder progress and encouraged all role players to embrace collaboration as a catalyst for meaningful development.

“We need to be innovative, and innovation can only occur when all parties involved are willing to work together to achieve a common goal – improving the livelihoods of our communities,” he added.

The forum proceeded with a series of presentations from various stakeholders, providing updates on the state of the Amathole District Municipality and its six local municipalities in relation to their strategic priorities and operational performance. Among the key presentations was one delivered by the Eastern Cape Provincial Treasury, which highlighted legislative and regulatory requirements relating to financial management and debt recovery. The presentation referenced Section 38(1)(f) of the Public Finance Management Act (PFMA), which requires accounting officers of departments, trading entities, and constitutional institutions to settle contractual obligations and intergovernmental claims within prescribed or agreed periods. It further outlined Treasury Regulation 8.2.3 of the Treasury Regulations, 2005, which stipulates that payments due to creditors must be settled within 30 days of receiving an invoice unless otherwise determined through contractual arrangements. The presentation also highlighted the provisions of Section 64(1) and Section 64(2)(a) of the Municipal Finance Management Act (MFMA), which place responsibility on municipal accounting officers to effectively manage municipal revenue and ensure the implementation of robust revenue collection systems aligned with applicable legislation and municipal debt collection policies.

A key outcome of the presentation was the emphasis on collaborative financial management between municipalities and government institutions. Stakeholders were encouraged to prioritise the settlement of outstanding debts owed to municipalities to improve financial sustainability and support service delivery objectives. According to the presentation, government departments within the Amathole District owed municipalities a combined total of R247.3 million as of 31 March 2026. The major contributors to this debt were:

Department of Education – R80.2 million
Department of Health – R61.9 million
Department of Public Works and Infrastructure (Provincial) – R55.2 million
Department of Rural Development and Agrarian Reform (DRDAR) – R42.6 million

The figures exclude debt owed by national government departments and other entities. Encouragingly, a consolidated report also presented during the session indicated that payments amounting to R73.9 million had already been made towards reducing municipal debt as of 31 March 2026.

Concluding the session, Councillor Ntsangani commended the strong attendance and active participation demonstrated by government departments and stakeholders. He described the turnout as exemplary and noted that the full representation of departments would strengthen accountability and accelerate the implementation of decisions taken during the forum. Ntsangani expressed confidence that the commitments made during the session would translate into tangible outcomes, as all stakeholders present reaffirmed their support, cooperation, and shared vision for improved governance, financial sustainability, and enhanced service delivery throughout the Amathole District. The DIMAFO overall highlighted the importance of collaborative governance and intergovernmental cooperation in addressing municipal challenges, strengthening financial sustainability, and ensuring that communities continue to receive effective and responsive services.

ADM Hosts Public Liaison Officers Forum to Strengthen Presidential Hotline Programme

On 11 June 2026, Amathole District Municipality (ADM) hosted a two-day Public Liaison Officers (PLOs) Forum at the Calgary Conference Centre. Facilitated by the Eastern Cape Office of the Premier, the forum brought together representatives from provincial departments, municipalities and stakeholders involved in citizen engagement and service delivery.

The forum aimed to strengthen the implementation of the Presidential Hotline Programme, a platform that enables citizens to report service delivery challenges, lodge complaints, make enquiries and provide feedback to government.

Welcoming the attendees, ADM Divisional Head: Planning and Performance Management Mr Msimelelo Tshangana, highlighted the critical role played by public liaison practitioners in connecting communities with government services.

“Public Liaison Officers, Customer Care Officers, Communications Practitioners and Community Liaison Officers all contribute towards one common goal ensuring that communities have access to government services and information,” he said.

Furthermore, Mr Tshangana encouraged practitioners to move beyond receiving complaints and actively involve communities in finding solutions to local challenges. “If the most vulnerable person in our community can understand what government is doing and how they can access services, then we have succeeded,” he added.

Addressing the forum, Eastern Cape Office of the Premier General Manager for Performance Monitoring and Evaluation, Ms Ziyanda Ntlebi, described PLOs as a vital link between government and citizens.

“Public Liaison Officers are more than complaint handlers; they are facilitators of service delivery, champions of accountability and ambassadors of government within communities,” said Ms Ntlebi.

The session also featured presentations on the Public Service Code of Conduct, the mandate of the Public Protector, and provincial performance analysis, which received positive feedback from Presidential Hotline representative

The forum will conclude on 12 June 2026 with a dedicated PLOs training programme.

Amathole District Municipality joined the Eastern Cape Provincial Treasury, led by MEC for Finance, Economic Development and Environmental Affairs, Mr Mlungisi Mvoko, at the Kennaway Hotel and Conference Centre on 05 June 2026 for the Division of Revenue Act (DoRA) District Workshop.

The workshop brought together representatives from Amathole District Municipality and its six local municipalities, including Executive Mayors, Mayors, Councillors, Municipal Managers, and municipal officials. The gathering served as an important platform for strengthening intergovernmental relations and enhancing collaboration between national, provincial, and local spheres of government. In his welcoming remarks, MEC Mvoko highlighted the significance of the workshop in facilitating coordination across government structures and capacitating both political and administrative leadership. He noted that the programme provides municipalities with strategic guidance on matters relating to grant applications, the management of unspent conditional grants, and cash-backed rollover processes governed by the Division of Revenue Act.

The workshop featured a series of presentations that provided detailed feedback on municipal performance regarding grant expenditure, project planning, implementation, and completion. These engagements were aimed at equipping municipalities with the knowledge and understanding necessary to ensure compliance with DoRA requirements and to strengthen their ability to manage and utilise grant funding effectively.

A key focus of discussions centred on the delivery of essential services to communities, particularly the readiness of municipalities to implement planned water and sanitation infrastructure projects. However, concerns were raised regarding the reduction of grant allocations, especially the Municipal Infrastructure Grant (MIG), which has been affected by financial pressures and debt challenges experienced by municipalities. While acknowledging these constraints, MEC Mvoko encouraged municipalities to maximise the impact of available resources and prioritise projects that address service delivery backlogs and fulfil their developmental mandate. The MEC further congratulated Amathole District Municipality on achieving a significant financial milestone through the approval of a funded budget after seven years of operating with an unfunded budget. He described this achievement as evidence of the strengthened working relationship between the municipality's political leadership and administration, as well as their collective commitment to improving access to sustainable water and sanitation services for communities.

The workshop also emphasised the importance of accurate financial reporting and prudent grant management. Municipalities were reminded that expenditure reporting must reflect actual spending patterns to prevent the withdrawal or reallocation of funds based on perceptions of under-expenditure. Compliance with the Municipal Standard Chart of Accounts (mSCOA) was emphasised as mandatory, with municipalities encouraged to urgently implement functional and efficient mSCOA systems where gaps still exist.

Also in attendance were representatives from the Eastern Cape Department of Public Works and Infrastructure, the Eastern Cape Department of Cooperative Governance and Traditional Affairs (CoGTA), the Department of Water and Sanitation, and the Department of Electricity and Energy, all of whom contributed to the discussions and provided sector-specific support. The outcomes of the workshop are expected to directly benefit communities across the Amathole District by strengthening municipal capacity to access, manage, and spend grant funding more effectively. Improved financial management and compliance will enhance municipalities' ability to implement critical infrastructure projects, particularly in water, sanitation, roads, and other essential services. Furthermore, better coordination between government spheres will support faster project delivery, improved service provision, and more sustainable development outcomes. Ultimately, the workshop contributes towards ensuring that public funds are utilised efficiently to address community needs, reduce service delivery backlogs, and improve the quality of life for residents throughout the district.

Amathole District Municipality, in collaboration with the Eastern Cape Department of Agriculture, Mnquma local municipality, private sector stakeholders and various government entities successfully hosted an Agricultural Show, Market Day and Trade Fair at the Monument Gardens in Butterworth on 03 June 2026.

The event attracted a variety of locally based entrepreneurs, farmers and cooperatives who showcased and sold a wide range of products, including fresh vegetables, hand-sewn clothing, poultry and eggs, dairy products, honey, imileqwa, confectioneries, herbal medicines, animal vaccines, fruits, home-brewed beverages and beadwork. The initiative provided a valuable platform for emerging businesses and agricultural producers to market their products, network with potential buyers and access opportunities for local economic growth and business development. During the program, Eastern Cape MEC for Agriculture, Rural Development and Agrarian Reform, Ms. Nonceba Kontsiwe, handed over four industrial sewing machines to women-led cooperatives as part of ongoing efforts to support local economic development and women empowerment.

The MEC also commended Amathole District Municipality and Mnquma Local Municipality for its continued support towards emerging farmers through the provision if agricultural implements and the provision of tractors to assist with land preparation and cultivation, saying this goes to show how importantly agriculture is taken in the district. Supporting the program was ADM MMC Cllr. Xhanti Mngxaso and Cllr. Zodidi Sobekwa who expressed gratitude towards the initiative, highlighting its significance in empowering small scale local farmers, entrepreneurs and cooperatives, while contributing to economic growth and job creation within the region. With Amathole being rich in agricultural land, the initiative proved a necessary platform, allowing for knowledge sharing and facilitation of trade.

The successful hosting of the Agricultural Show, Market Day and Trade Fair also cemented the commitment of Amathole District Municipality in strengthening the agricultural sector, promoting entrepreneurship and creating sustainable livelihood opportunities for communities across the district.

[Amathole District Municipality Tourism Symposium Explores Opportunities for Sustainable Tourism Development]

On 03 June 2026, Amathole District Municipality (ADM), in collaboration with iYunivesithi Walter Sisulu (WSU), Mnquma Local Municipality and various tourism stakeholders, hosted a Tourism Symposium and Information Day at the Walter Sisulu University Butterworth Campus.

The symposium brought together researchers, government departments, tourism practitioners, industry leaders, entrepreneurs, learners and development agencies to explore innovative approaches to tourism development and its contribution to local economic growth across the district and the Eastern Cape.

Opening the symposium, ADM Spatial Planning and Economic Development Director, Ms Zolisa Xabadiya, highlighted the importance of creating platforms that encourage dialogue, research and collaboration in the tourism sector. She noted that the municipality had previously hosted a successful tourism symposium in partnership with Mnquma Local Municipality and saw value in continuing the initiative as the tourism sector continues to evolve.

“The tourism sector is dynamic and constantly evolving. As a municipality, we believe it is important to remain informed by emerging trends, changing market conditions, technological advancements and new opportunities within the tourism landscape,” said Xabadiya.

She explained that the symposium forms part of the municipality's commitment to evidence-based planning and stakeholder engagement, particularly as ADM finalises its Service Delivery and Budget Implementation Plan (SDBIP). According to Xabadiya, the municipality intentionally scheduled the symposium before the completion of the planning process to ensure that tourism programmes are informed by current trends, practical realities and innovative ideas.

Xabadiya further emphasised the importance of nurturing future tourism professionals, noting that learners studying tourism had been invited to participate in the symposium. She encouraged delegates to engage meaningfully in discussions aimed at identifying solutions to challenges facing the sector and unlocking opportunities for sustainable growth.

The event provided a platform for knowledge sharing, research dissemination and stakeholder engagement under the broader objective of unlocking the region's tourism potential while promoting sustainable and inclusive economic development.

A series of research presentations highlighted key tourism-related opportunities and challenges affecting the district and the province. Topics included the pedagogical applications of online teaching and learning during the COVID-19 pandemic, challenges facing tourism and hospitality work-integrated learning in the Eastern Cape, sport tourism development in the Amathole District Municipality, and the historical significance of the Amacalesha Cricket Tournaments.

Researchers also explored the role of heritage tourism in stimulating local economic development, particularly in Raymond Mhlaba Local Municipality, while other studies examined tourist behaviour and perceptions regarding Bawa Falls in Butterworth. Presentations further addressed tourism policy implementation challenges in rural municipalities, electronic customer relationship management adoption among small businesses, and the contribution of rural tourism entrepreneurship to economic development.
The symposium also featured practical industry insights through a "Lessons from Tourism Businesses" session, where participants engaged with presentations on tour operations and the role of women in tourism.

Stakeholders further received valuable information on tourism support programmes and opportunities available to small, medium and micro enterprises (SMMEs). Presentations were delivered by the Department of Tourism, the Tourism Grading Council of South Africa, the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT), CATHSSETA, and the Eastern Cape Parks and Tourism Agency (ECPTA).

The Tourism Symposium and Information Day reaffirmed the commitment of ADM and its partners to strengthening collaboration between academia, government and industry in driving tourism-led economic development. Discussions throughout the day highlighted the importance of research, innovation, skills development and stakeholder partnerships in positioning the Amathole District as a competitive and sustainable tourism destination. ADM expressed its appreciation to all presenters, stakeholders and participants whose contributions enriched the symposium and strengthened collective efforts to grow and develop the tourism sector within the district.
