ICASA Regulator of the broadcasting, electronic communications and postal services sectors in South Africa

The Independent Communication Authority of South Africa is a product of statute, the Independent Communication Authority of South Africa Amendment Act of 2000, amended in 2005. ICASA was established in July 2000, as a merger of the telecommunications regulator, the South African Telecommunications Regulatory Authority (SATRA) and the Independent Broadcasting Authority (IBA). The ICASA Amendment Ac

t 2005 also provided for the incorporation of the Postal Regulator into ICASA. The Amendment Act of 2005 also increased ICASA's council complement from seven to nine councillors. The Authority is responsible for regulating the telecommunications, broadcasting and postal industries in the public interest and ensure affordable services of a high quality for all South Africans. The Authority also issues licenses to telecommunications and broadcasting service providers', enforces compliance with rules and regulations, protects consumers from unfair business practices and poor quality services, hears and decides on disputes and complaints brought against licensees and controls and manages the effective use of radio frequency spectrum. ICASA is a Chapter 9 institution (an institution which supports democracy) in terms of the South African Constitution and is a portfolio organisation of the Department of Communications (DoC).

📢[MEDIA STATEMENT]

ICASA has published draft amendments to the Radio Frequency Spectrum Regulations (2015) and Spectrum Fees Regulations (2010) under the Electronic Communications Act.

The amendments follow extensive industry consultation and ICASA’s inquiry into satellite licensing, addressing areas such as satellite terminals, Earth Stations in Motion, and international operator registration.

Stakeholders are invited to submit comments by 29 June 2026 at 16:00

ICASA participated in the weeklong ITU Global Symposium for Regulators 2026 (GSR-26) in Ankara, where regulators and industry leaders from around the world engaged on collaborative and inclusive approaches to shaping the digital future.

During the programme, a number of activities took place, including high-level dialogues and technical sessions focused on advancing regulatory excellence. One of these was the “Experimenting for Regulatory Excellence” session, where ICASA Chairperson, Mothibi Ramusi, contributed to discussions on the use of regulatory sandboxes as a tool to support more agile and responsive regulation.

The Chairperson also participated in the Heads of Regulators Roundtable, where regulators collectively adopted the ITU GSR-26 Best Practice Guidelines on “Regulatory Governance Essentials: the new core kit regulators need to make digital markets deliver.”

In adopting the guidelines, ICASA made several interventions focused on meaningful connectivity, spectrum sharing, affordability and inclusive digital participation.

On the sidelines of GSR-26, ICASA held bilateral engagements with the Government of Bahrain and the Kingdoms Telecommunications Regulatory Authority (TRA), as well as Instituto Nacional das Comunicações de Moçambique (INCM), aimed at strengthening regulatory cooperation and collaboration.

The ICASA delegation also included Thabisa Faye, Andrew Matseke, CEO Tshiamo Maluleka-Disemelo and the Executive for Licensing and Compliance.

📢ICASA continues to engage with stakeholders on the Community TV applications process.

The nationwide workshop engagement sessions kicked off yesterday in Klerksdorp, Kathu and Middelburg. Attendees were provided with clarity on the requirements needed to ensure fully compliant submissions.
