ICASA Regulator of the broadcasting, electronic communications and postal services sectors in South Africa

The Independent Communication Authority of South Africa is a product of statute, the Independent Communication Authority of South Africa Amendment Act of 2000, amended in 2005. ICASA was established in July 2000, as a merger of the telecommunications regulator, the South African Telecommunications Regulatory Authority (SATRA) and the Independent Broadcasting Authority (IBA). The ICASA Amendment Ac

t 2005 also provided for the incorporation of the Postal Regulator into ICASA. The Amendment Act of 2005 also increased ICASA's council complement from seven to nine councillors. The Authority is responsible for regulating the telecommunications, broadcasting and postal industries in the public interest and ensure affordable services of a high quality for all South Africans. The Authority also issues licenses to telecommunications and broadcasting service providers', enforces compliance with rules and regulations, protects consumers from unfair business practices and poor quality services, hears and decides on disputes and complaints brought against licensees and controls and manages the effective use of radio frequency spectrum. ICASA is a Chapter 9 institution (an institution which supports democracy) in terms of the South African Constitution and is a portfolio organisation of the Department of Communications (DoC).

From 08 – 10 September 2026, ICASA will host a Regulatory Sandbox Study Visit, bringing together regulatory authorities from Kenya, Nigeria, Zimbabwe, Senegal, the UK and Brazil to share practical experiences, strengthen regulatory capacity and explore approaches that support responsible innovation.

During the study visit, ICASA will share its’ experience in adapting the ITU Regulatory Sandbox Framework to the South African regulatory environment.

📍 Black Business Council Summit 2026

The hosted its annual Summit under the theme, “Growing the South African Economy through Economic Empowerment, Re-industrialisation and Localisation in the Era of Artificial Intelligence.”

ICASA Chairperson Mothibi Ramusi participated as a speaker on the panel, “The Illicit Economy in the Creative Sector - The Scale of Piracy and its Impact on the South African Audio-Visual Ecosystem”.

Chairperson Ramusi highlighted the significant impact of piracy on broadcasters across the country, noting that its effects extend throughout the broadcasting value chain and the broader creative economy.

He identified three key priorities in strengthening the response to piracy:

• Addressing legislative gaps
• Protecting the broadcasting industry
• Strengthening piracy awareness and education

He further emphasised the importance of continued collaboration between the Regulators Forum and broadcasting licensees to strengthen coordination and expedite the development of policies and regulations aimed at combating piracy.

📻🎙️ 18 new community radio licences awarded

ICASA has successfully concluded Phase 2 of the community radio licensing process, awarding 18 licences from a pool of 93 applications.

Through a series of workshops and engagements, ICASA supported prospective applicants with information and guidance on the licensing requirements and process. These engagements contributed to applicants submitting informed and compliant applications.

The process reflects ICASA’s commitment to facilitating meaningful participation and community involvement in the broadcasting sector, in line with the mandate of regulating the sector in the public interest.
