We engaged with the learners and subsequently convened a meeting with parents on 25 January to discuss the incident and introduce our Bully Proof Your Child programme, which we aim to implement as a school project. ‼️PUBLIC ANNOUNCEMENT FROM SAPS‼️

In light of the apparent occurrences of difficulty in registering cases with the police all members and citizens should be aware of the following National instruction with regards to SAPS members opening cases or registering a criminal offense

Refusal by SAPS members in assisting complainants to open criminal dockets in terms of SAPS NATIONAL INSTRUCTION 3 OF 2011

Know your rights as a complainant

1. It has been reported that members stationed at various police stations are refusing to open cases involving women and children due to the following reasons:

1.1 The complainant can not identify the suspect by name.

1.2 The complainant did not bring the suspect to the police station.

1.3 The crime did not happen within the stations boundary

1.4 The member who is attending to the complainant does not think that is serious enough.

1.5 Complainants are told to resolve the issue with the suspect.

THIS IS UNACCEPTABLE

3. National instruction 3 of 2011 regulates opening and registering of case dockets.

3.1 Section 1 of the National Instruction ; a member who receives the complaint must interview the complainant in order to see if the complaint meets the requirement for that
specific crime.

3.2 According to Section 2, Complainants must never be referred to another police station even if the crime was committed in another police station area.

4. (CSC) Community Service Center is responsible for ensuring that:

4.1 Complainants or reporters of crime , whether the crime was committed in his/her station area or in the station area of another police station, are treated courteously and that a comprehensive affidavit is taken from the complainant or reporter of the crime.

4.2 Complainants or reporters of crime are not referred to another station to lodge complaints of crime

4.3 All complaints and reports made by the public receive immediate attention.

5. Cluster commanders and Station Commander's must ensure that all members who do not comply with National instruction 3 of 2011 are subjected to disciplinary steps.

Police take down Mooinooi murder gang

Mooinooi – A sharp-eyed investigative team cracked a shocking double murder and hijacking case, leading to the arrest of eight suspects. A crime intelligence-led operation by the District Detectives and Brits Trio Task Team saw swift action unfold on Thursday, 27 February, and Friday, 28 February 2025. The team arrested eight individuals in Attredgeville, Pretoria, and Sgandaff Section, Majakaneng village. The suspects are linked to multiple crimes, including possession of a suspected stolen motor vehicle, robbery, hijacking, and two brutal murders that shook the Mooinooi community in January. According to captain Mpho Manyoba, detectives in the Bojanala Platinum Sub-District 2 were following up on investigations when they spotted the hijacked white Isuzu bakkie in Attredgeville. Coordinating with the Brits Trio Task Team, officers managed to stop the vehicle, leading to the arrest of three suspects. But the case didn’t end there — further leads took the team to a house in Sgandaff Section, Majakaneng, where five more suspects were apprehended in a dramatic early-morning raid on 28 February. The arrests stem from a tragic incident on Sunday, 26 January 2025, when a 55-year-old vegetable vendor was ambushed on his way home in Majakaneng. He was allegedly confronted by three men, robbed of his vehicle, a Samsung phone, and cash before being mercilessly shot and killed. In a bizarre twist, the suspects accidentally shot one of their own, a 39-year-old accomplice. Rather than seeking medical help, they executed him and dumped his body in the bushes near Majakaneng. Preliminary investigations revealed that among the five suspects arrested in Majakaneng, two are South Africans aged 32 and 33, while the other three — aged 33, 36, and 48 — are undocumented Mozambican nationals. The latter have been additionally charged under the Immigration Act for being in the country illegally.

All eight suspects appeared in court on Monday, 3 March 2025, facing multiple charges, including robbery, hijacking, and two counts of murder. The acting provincial commissioner of North West, major general Patrick Asaneng, praised the tireless efforts of the officers involved, emphasising that teamwork and commitment ensured justice would be served.

BUILDING A SAFER MOOINOOI

Mooinooi – Crime prevention is not just about law enforcement — it’s about community involvement. The newly established Mooinooi Rural Safety Forum (MRSF) is strengthening the bond between SAPS and the community, ensuring safety is a shared responsibility.

Founded in February 2025, MRSF services from Brits to Marikana. Unlike CPFs, it does not conduct patrols but acts as a liaison between residents and SAPS, monitoring police effectiveness and reporting concerns to provincial authorities.

“Many hesitate to report crimes, thinking nothing will be done,” says Henry Holsthyzen, MRSF chairperson and HenCor K9 Tactical Solutions CEO. “We aim to change that by working closely with SAPS and empowering the community.”

MRSF is launching self-defence classes in schools to promote safety. “We can change children’s lives with outreach,” says Holsthyzen. They also plan a food project, encouraging local farmers to donate produce to teach children about agriculture and prevent dangerous highway crossings.

MRSF also assists in crime scene preservation education and advanced police training while participating in monthly SAPS crime operations. “We want Mooinooi to be a model for South Africa,” says Holsthyzen.
