[In Pictures] MEC Mance calls for skills that respond to the economy of today

Free State MEC for Public Works and Infrastructure, Dibolelo Mance, joined the Goldfields TVET College Council, Management, staff and stakeholders for the College’s strategic planning session, held under the theme: “Repositioning Goldfields TVET College to Meet the Demands of the 21st Century.”

MEC Mance mentioned the significant changes in today’s economy and the world of work, emphasising the importance of preparing young people with skills that respond to current economic realities.

She called on the College to ensure that its strategic direction translates into meaningful opportunities for young people, enabling them to move beyond being job seekers and become active participants and contributors to the economy of the Free State.

“As the Free State Department of Public Works and Infrastructure, we stand ready to explore areas of practical collaboration within our mandate. Above all, let us build a future in which the young people of the Free State are not spectators in our economy, but active participants and leaders in it.”

MEC Mance wished the College Council, Management, staff, students and all stakeholders a productive strategic planning session and encouraged them to ensure that the outcomes of the session translate into real opportunities for the people of the Free State.

Officials of the Free State Department of Public Works and Infrastructure proudly support Casual Day 2026 by wearing their stickers in support of organisations of persons with disabilities.

The Department’s commitment to disability inclusion extends beyond this initiative. Under the leadership of MEC Dibolelo Mance, and the Head of Department, Molato Tshabalala, the Department is committed to creating meaningful opportunities for persons with disabilities, including through the Expanded Public Works Programme (EPWP).

The Department is committed to building an inclusive public service and ensuring that persons with disabilities are afforded opportunities to participate, contribute and prosper.

MEC STRENGTHENS PARTNERSHIPS WITH QUANTITY SURVEYING PROFESSION

On 3 September 2026, the MEC for the Free State Department of Public Works and Infrastructure, Ms Dibolelo Mance, joined the Association of South African Quantity Surveyors (ASAQS) for an evening of networking and engagements under the theme, “Bridging Academia and Industry: Building a Future-Ready QS Profession.”

Delivering the keynote address, the MEC emphasised the important role that infrastructure can play beyond the delivery of buildings and public facilities, particularly in creating opportunities for skills development, enterprise development and professional growth.

“Infrastructure can be used as a platform for skills development, enterprise development and professional development. This includes creating opportunities for graduates to gain practical workplace exposure and for emerging professionals to develop the competencies required to participate meaningfully in the infrastructure economy. This is an area where I believe ASAQS, academia, industry and government can work much more closely together.”

The MEC further highlighted the importance of strengthening collaboration between government, industry and academic institutions to ensure that young graduates and emerging professionals are equipped with the practical skills, knowledge and competencies required to contribute meaningfully to South Africa’s infrastructure development agenda.

Departmental Women's Managers Unite To Drive Gender Equality and Empowerment in Public Service.

The department of Public Works and Infrastructure hosted it's Public service women's management week meeting under the theme: Principle Action Plan for Women Empowerment and gender Equality in public service at Altissimo guesthouse Bloemfontein.

The purpose of this engagement with Women managers was to promote women empowerment, gender equality and transformation by creating opportunities for dialogues on experiences, achievements and challenges faced by women in management, furthermore this initiative aimed to strengthen women's participation in decision-making, promote leadership and encourage the sharing of knowledge and experiences among women leaders.

The meeting further featured a presentation by the Head Of the Department Mr. Molato Tshabalala, on the eight principles for promoting women's empowerment and gender equality, which provided an opportunity to reflect on the departments responsibility to advance gender equality, strengthen women's participation in leadership and create an enabling environment for women to thrive within the department.

"We have not achieved transformation merely because women are present, transformation occurs when women are heard, trusted, developed, promoted, resourced, protected and empowered to decide,” said HOD Tshabalala.

The department remains committed to creating opportunities for women to lead, grow and contribute meaningful to the delivery of service delivery.

STAKEHOLDER ENGAGEMENT WITH LANDLORDS

Today, the MEC for Public Works and Infrastructure, Ms. Dibolelo Mance, hosted an engagement session with landlords at Saphire Hotel in Bloemfontein.

The purpose of the session was to provide an overview of the operating lease portfolio for properties leased from private landlords on behalf of Client Departments, and to outline the condition of these properties in relation to compliance with Occupational Health and Safety (OHS) requirements.

The Department follows processes to determine non-compliance to OHS for leased properties. In addition, the review process in accordance with the Department's mandate, states that the Department of Public Works and Infrastructure, as a custodian of immovable assets, is responsible for providing accommodation to Client Departments in accordance with the Government Immovable Asset Management Act, 2007 (Act No 19 of 2007).

"The properties that you own and make available to the state are not simply buildings that the government occupies. They are work spaces for our officials, where public servants perform their duties and in many instances the point at which our citizens access essential government services,” said MEC Mance as she addressed the landlords.

The MEC also emphasised that landlords and government officials should regard their relationship as a partnership that has a direct bearing on the quality, safety and continuity of public service delivery.

GOVERNMENT LAUNCHES PROVINCIAL MILESTONES OF FREEDOM CAMPAIGN IN FREE STATE

On Thursday, 27 August 2026, government will launch the Milestones of Freedom campaign in the Free State, led by Deputy Minister in The Presidency, Mr Kenny Morolong, in partnership with the Free State provincial government and the Mangaung Metropolitan Municipality led by Executive Gregory Nthatisi.

The launch will take place at the Waaihoek Wesleyan Church in Bloemfontein, a site of historical significance in South Africa’s journey towards democracy.

Members of the media are invited to cover the programme as follows:

09h00: Freedom Walk in honour of Charlotte Maxeke.

The Freedom Walk will honour Charlotte Maxeke, a pioneering South African religious leader, social and political activist who is widely recognised as a prominent figure in the struggle for freedom and equality.

Participants will include students from local tertiary institutions and representatives of civil society organisations.

Route: NALN building, President Brand Street, to Waaihoek Wesleyan Church, Bloemfontein.

10h00: Tour of Waaihoek Wesleyan Church Museum.

Waaihoek Wesleyan Church is an important site in the history of the liberation struggle.
The tour will provide an opportunity to reflect on South Africa’s journey from apartheid to democracy.

In 1912, community activists, political leaders and professionals, including businessmen, clergymen, journalists, lawyers and teachers, gathered at the church for a meeting that contributed to the establishment of the South African Native National Congress, which was renamed the African National Congress in 1923.

10h35: Lighting of the Torch of Freedom.

Deputy Minister Morolong, together with the Provincial and local leadership, will preside over the Lighting of the Torch of Freedom ceremony at Waaihoek Wesleyan Church.

The ceremony will honour the women who participated in the historic 1956 anti-pass campaign, which culminated in the Women’s March to the Union Buildings on 9 August 1956.

11h50: Official public launch of the Free State Milestones Of Freedom.

The launch provides a platform for reflection on South Africa’s history, the gains of democracy and the responsibility of current and future generations to safeguard the country’s democratic achievements.
Deputy Minister Morolong will deliver the keynote address.

13h50: Doorstop Interviews.

Members of the media will have an opportunity to conduct doorstop interviews with key participants.

The Milestones of Freedom campaign encourages South Africans to reflect on the country’s history, honour the sacrifices made by previous generations and draw lessons from the past to strengthen the country’s democratic future.

Since the National launch in June 2026, on the 26th of July, government commenced with the rollout of the campaign to provinces. Thus far, the campaign has been launched in five provinces, with Free State, Limpopo and North West remaining.

Government calls on South Africans to reflect on the journey of freedom and appreciate the sacrifices made in attaining the democracy we currently enjoy by celebrating the key milestones that this campaign highlights. These are:

• the 30th anniversary of the Constitution;
• the 50th anniversary of the 1976 Youth Uprisings;
• the 70th anniversary of the Women’s Anti-Pass Campaign; and
• the 60th anniversary of the forced removals from District Six.
