Bloem water Bloemwater was established as a Water Board in 1991, with the mandate to provide water services to the southern and central areas of the Free State.

In terms of the Public Finance Management Act, Act 1 of 1999, Bloem Water is a Schedule 3 B entity, (a National Government Business Enterprise) reporting to parliament via its Executive Authority, Department of Water and Enviromental Affairs.
